SUPERVISOR RUSSELL: Please rise and join in the Pledge of Allegiance to the Flag. Thank
you. I want to thank everybody for coming today to this meeting. There are some people I would
like to thank for making this possible today. I would like to thank the Fishers Island ferry for
providing transportation, Plum Island research facility for use of their dock. Fishers Island

school for being again. a gracious host. Fishers Island residents for always welcoming us and
participating in the meeting. I would like to thank Fishers Island highway crew, Fishers Island
Village market for catering our wonderful lunch today. Legislator Al Krupski for donating the
corn. Louisa Evans, thank you for all of your help for making this possible. I want to thank all
the officials and representatives of all the government entities and agencies for coming today.
Thank you for being here. 1 want to thank the Department of Public Works and the custodial
staff. Individuals who worked particularly hard to make this day possible, Philip Beltz, John
Jerome, Nancy Foote, Carol Hydell, Regina Blasko and especially Lauren Standish and Michelle
Tomaszewski for coordinating all of the efforts which made this day possible. What 1 would like
to do is also announce some of the people here today. It is a rather long list. I am going to read
two pages and then I am going to ask my Town Board colleagues to read some of the names.
From the Town Board we have myself, Jim Dinizio, Bill Ruland, Jill Doherty, Louisa Evans, we
have our Town Attorney Martin Finnegan here, Betty Neville our Town Clerk, from the
accounting department we have John Cushman, from the Architectural Review Committee we
have Patricia Butler, Nicholas Planamento and Elizabeth Thompson. We have both of our
Assessors, Bob Scott and Kevin Webster here. From the Building Department we have Gary
Fish, Roger Reichert, Bob Fisher. From the Conservation Advisory Council we have John Stein
and Peter Young. The Deer Management Committee we have Rob Lehnert, the Department of
Public Works we have Jeff Standish, who is our commissioner. We have Michael Eckhardt,
Nancy Foote, Timothy Abrams, John Jerome. From the Dredging Advisory Committee we have

SUPERVISOR RUSSELL: What I would like to do before we start with the regular meeting,
back on December 18'h of last year, we were saying goodbye and offering our thanks to a
gentleman who served the people of Southold Town and in particular the people of Fishers
Island so well for over 20 years as a member of the Planning Board. I want to briefly read the
proclamation that we gave to Ken Edwards on that day "As the Supervisor and the Town Board
of the Town of Southold wishes to pay tribute to Kenneth L. Edwards for his 28 years of service
to the Southold Town Planning Board and whereas Kenneth was appointed to the Planning
Board on December 4, 1984 bringing with him a wealth of knowledge and experience, eager to
help plan for the future of his community and whereas prior to his appointment to the Planning
Board, Kenneth served as a part time bay constable for Southold Town at Fishers Island from
May 1974 to December 1982 and subsequently served as a member of Southold Town Fire
Prevention Board of Review and the Fishers Island Hamlet study committee and whereas
throughout his career for Southold Town, Kenneth has diligently worked to serve all residents
and has become a part of the fabric of Southold Town government and will be sorely missed by
the public and his coworkers, now therefore be it resolved that the Town Board of the Town of
Southold extends their sincere appreciation and it's best wishes to Kenneth L. Edwards in all
future endeavors." That was presented to Ken on December 18, 2012 from myself and the entire
Town Board and we want to thank Ken so much for all his years of service. With the retirement
of Ken, we were able to come over to Fishers Island and interview many qualified candidates for
the position of Planning Board member. We selected Pierce Rafferty, who I want to introduce at
this time. And I want to thank him for his willingness to come forward and serve this town.
With that being said, I think we have a fairly light agenda, I am going to ask anybody from the
public who wants to comment on the agenda to please feel free and come forward. All we ask is
that you please speak into the microphone and state your name so that we have it for the public
record, so that the Town Clerk's office can hear. The acoustics make it very difficult to
transcribe the meetings. Who would like to address the Town Board on the agenda? (No

Environmental Protection Fund for a Park Project Known as NSWF Easement Revitalization Project of
the New Suffolk Waterfront Located Within This Community
WHEREAS, the New Suffolk Waterfront Fund, Inc. is applying to the New York State Office of
Parks, Recreation and Historic Preservation for a grant under the Environmental Protection Fund
for a park project to be located on the waterfront in the Hamlet of New Suffolk, a site located
within the territorial jurisdiction of the Town of Southold; and
WHEREAS, as a requirement under the rules of these programs, said not-for-profit corporation
must obtain the "approval/endorsement of the governing body of the municipality in which the
project will be located"; now, therefore. be it
RESOLVED that the Town Board of the Town of Southold hereby does approve and endorse
the application of New Suffolk Waterfront Fund, Inc. for a grant under the Environmental

WHEREAS, the Village of Greenport is applying for New York State Grant funding to conduct
a feasibility study for a Green Energy Project (the "Project"); and
WHEREAS, the Project is proposed at the Clark's Beach location. which is within the
jurisdiction of the Town of Southold: and
WHEREAS, the implementation and construction of the Project will require approvals from
various Town agencies; now, therefore, be it
RESOLVED that the Town Board of the Town of Southold supports the study of feasibility for
the Project. This support is limited to the preliminary concept of the Project as detailed in the
"Greenport Eco Energy Park Proposal and Concept Description," dated March 20, 2013,
prepared by Studio a/b Architects with Lillian Ball. Any specific plans for the implementation
and construction of the Project will require a full review by relevant Town agencies to determine
whether the proposal complies with the Town Code, including zoning, building and land use
requirements, as well as a full environmental review.

SUPERVISOR RUSSELL: At this time, 1 want to take a few minutes to remind everyone that
Southold Town is undertaking a comprehensive master plan. The master plan is not our
document; it is not a document of the Town Board or even of the Planning Board. It is actually a
community document. And we are going to encourage everybody to participate in the process as
best you can through community sponsored meetings that are held here on Fishers Island, to go
into the town's website looking for the links on the Planning Board web page, to give us your
suggestions. The land use chapter is coming up, and that is where we can really make a
difference. The land use chapter is where we can address many of the challenges that Fishers
Island faces, those challenges are very not much different than what we arc facing on our side of
the island right now and we need your input and we need your guidance. I want to let you know
that the comprehensive plan team is your Planning Board along with director of Planning
Heather Lanza, Town Attorney Martin Finnegan and special projects coordinator Philip Beltz
and with that, if anybody wants to discuss that we are always available to discuss any aspect of
that with you and at this time, I think I said what I had to say....

JUSTICE EVANS: Can 1 just say one thing? Looking around this room and I think some people
have it or saw it posted, I think Heather is right there and she has more copies but it will be
posted on the Fishers Island website and basically special appeals, the residents of Fishers Island,
summer, winter, to partake in this land use chapter or in all of the chapters but it gives you a
reason of why you should be, it tells you how you can and what the comprehensive plan is all
about so I urge you either to get the hard copy or look it up on the Fishers Island website. It will
be posted there soon.

SUPERVISOR RUSSELL: With that, I will open up the meeting for anyone that would like to
address the Town Board on any issue.
Katherine Sanger
KATHERINE SANGER: I am Katherine Sanger from Fishers Island New York. Was the issue
of the sidewalk from here in town up to the gatehouse ever addressed?
SUPERVISOR RUSSELL: We are trying to address it. There is, it is an ongoing issue of where
to locate it. We actually have a survey that shows that the original intended location for that bike
path would fall on Navy property. We need to secure assistance from the Navy. I just had a tour
with Peter to look at the sight. That is a work in progress. We are trying to get all of that work
done. Unfortunately at this point, we can't move forward until we know exactly what we are

building and where we are building it and secure what types of device we might need to do that.
Easements. mti understanding was that that stuff is all being worked on.
MS. SANGER: Is that property in question only that Navy property. is the rest fairly
straightforward?
SUPERVISOR RUSSELL: Well, it's. Lill forttmately if you look at the survey, it is not as
straightforward as it might seem. There are issues with regard to our road and the fact that our
road may or may not be encroaching on Navy property. All those soft issues. all those title
issues need to be resolved.
MS. SANGER: But between here and the school and up to the Navy property, is that fairly
straightforward or is that in question as well`?
SUPERVISOR RUSSELL: Most of what we have been focusing on is that corridor right along
Navy property.

JUSTICE EVANS: It is also a question of dollars.
MS. SANGER: Really? Thank you very much.

SUPERVISOR RUSSELL: I just want to assure all of you, we have sidewalk needs throughout
the entire town, there is no doubt about it. It does get to be an expensive proposition. We did a
few years ago some work here that we created quite a few sidewalks here on Fishers Island, more
than just about any other hamlet in Town. We are trying but there is some work that has got to
be done, there is no doubt about it. Would anybody else like to address the Town Board? (No
response) Well, I guess we will adjourn the meeting but we will still be here if you want to come
up to us and ask any questions.
