CUKOR SCTM#1000-86-7-6 Samuels & Steelman Architects on behalf of GREGORY R. CUKOR requests a Wetland Permit to demolish existing dwelling and abandon existing sanitary system and construction new two-story dwelling with an approximate footprint of 1,760 square feet; new sanitary system to be installed landward of dwelling; a line of staked hay bales with silt fencing to be installed prior to and during construction; installation of gutters to leaders to drywells on dwelling to contain roof runoff and in accordance with Chapter 236 of the Town Code; new pervious driveway; construction of a timber and vinyl approximately 128.6' long retaining wall reinforced with batter piles to be located approximately 12' landward of existing bulkhead with an approximately 12'-15' return on east side of property, and tie into neighboring retaining wall on west side; place approximately 200 cubic yards of clean backfill behind retaining wall and re-vegetate; establish a non-turf buffer on the bank between the bulkhead and retaining wall; repair the existing 36" wide timber stairs from top of bank to retaining wall, connected to a proposed 36" wide walkway to the top of the retaining wall to a 36" wide wood treated wood stair to the bottom of the retaining wall where it will connect to a 36" wide walkway to the existing stairs to beach off bulkhead. SCTM# 86-7-6 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed actions are CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. The project proposes to construct a new, two story wood frame residence with full basement, with an approximate footprint of 1,760 square feet, and a full size of 3,440 square feet on two floors, The house shall be located not less than 75'-0" behind the existing primary bulkhead. A staked hay bale and silt fence barrier shall be installed before and remain throughout the construction phase to prevent runoff into surface waters- There will be gutters and downspouts to contain all storm water runoff, connected to subsurface dry wells. A new driveway will be constructed of permeable materials, and shall not drain into surface waters. The proposed project includes the construction of a timber and vinyl secondary bulkhead, approximately 128'-6" long, to be located approximately 12' behind the existing primary bulkhead. A return of approximately 12'-g" shall connect back into the grade on the east side of the property; the secondary bulkhead shall tie directly into the existing neighboring return on the west side of the property. The secondary bulkhead shall be constructed of treated timber piles and stringers, with vinyl sheathing. It will be reinforced with batter piles, to minimize the disturbance of the existing vegetated bank. There shall be approximately 200 cubic yards of clean backfill installed behind the secondary bulkhead, vegetated with appropriate plantings. A non-turf buffer shall be established on the bank and between the primary and secondary bulkhead. An existing portion of the 36" wide timber stair, from the top of the bank to the level of the top of the proposed secondary bulkhead shall remain. It will connect to a 36" wide walkway to the top of the secondary bulkhead, and thence to a 36" wide new treated wood stair to the bottom of the secondary bulkhead, where it will connect to a 36" wide walkway to the top of existing stairs from top of primary bulkhead to the beach. VET PROJECT SUMMARY & CONSTRUCTION SPECIFICATIONS SECONDARY BULKHEAD AT THE CUKOR RESIDENCE 7070 Indian Neck Lane, Peconic, NY GOALS The project proposed is designed to achieve the following 1. Install a secondary bulkhead upland of existing primary bulkhead, running along the toe of the bank, in effort to prevent further loss of upland bank, vegetation and property. 2. Rebuild and stabilize the bank damaged by Superstorm Sandy, by placing clean fill. 3. Protect and restore native vegetation on the bank and those upland areas which were damaged and destabilized by Sandy erosion. 4. Provide access from top of bank to beach, using portions of existing stairs, and new additional stair and walkway. PROPOSED SCOPE OF WORK The proposed secondary bulkhead will be constructed along the toe of the bank and will be constructed of materials approved with Southold Town and NYS regulations. Steel hardware BATTER PILE SYSTEM The proposed project calls for a "Batter Pile" supported secondary bulkhead in lieu of a traditional "Deadmen. Lay-log and Tie Rod" backing system. As the intention of the secondary bulkhead is to protect the bank from storm surge and erosion, it is important to disturb the bank and little as possible through the construction process. Batter Piles would be set adjacent to each King Pile, and driven into the ground at a seaward angle. This common practice will provide ample upright support for the structure while greatly mitigating the need for excavating on and around the bank. BANK RESTORATION Backfill of secondary bulkhead and fill and vegetation lost in Superstorm Sandy will be replaced with approximately 200 cubic yards clean fill from an upland source, and jute netting placed atop newly installed fill. Provide native plantings known to survive in marine environment and establish meaningful roof systems that contribute to health and stability of bank. STAIRS Portions of existing beach stairs to remain: from top of bank to top of new secondary bulkhead, and from top of primary bulkhead to beach. New 36" wide treated wood stairs proposed from top to bottom of secondary bulkhead, with walkway from bottom of new stairs to top of existing stairs to beach.
