ZUPA SCTM#1000-81.-1-16.7 MARY S. ZUPA requests an Amendment to Wetland Permit #5636 to install 60 tons of 8"-10" stone rip- rap with filter fabric membrane behind existing bulkhead; re-vegetate disturbed areas as needed with sea grass; and install new thru-flow open-grate cap onto bulkhead. Located: 580 Basin Road, Southold. SCTM# 81-1-16.7 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed actions are CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. I 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area (which includes all of Southold Town)_ 3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail listing both supporting and non supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and ( j conditions, it shall not be undertaken. Cc' PEA,' 6 RAtV C11 Applicant proposes to repair erosion and damage to top of bulkhead caused by hurricane Sandy. Sandy tide came up approximately 10 feet over bulkhead and caused damage. Additionally, three years of observation has shown that the surf breaks over the bulkhead 4-5 times per year eroding the entire landward side. The area behind the BH has dropped 10-12 inches from what it was when the BH was installed in 2006. Prior to installation of the 2006, the area had severe gaps between the BH and the shore showing extensive erosion over the years. It is recommended by several marine specialists that that 8-10" rip rap be substituted for sand behind the BH to prevent further erosion and protect it from collapse. The rip rap will be placed landward 4 feet along the entire 300 feet of BH facing the Bay. Additional sea grass will be planted as needed. Mary S.
