NOVEMBER 6,2013:
RESOLVED the Town Board of the Town of Southold hereby adopts the Town of Southold
Youth Bureau Social Media Usage policy dated October 2013.

Social networking websites such as Twitter and Facebook are increasingly the primary

media of communication for many Southold residents and particularly youth. Numerous
studies on the "millennial generation" - those born between the early 1980's and early
2000's - have shown that American youth prefer not only communication through social
media for social interaction, but also prefer to utilize social media to learn about
community service opportunities and organizations and activities serving youth. Working
within their mission, the Southold Youth Bureau seeks to use social media to broaden
and strengthen communication with parents, youth, and the town at large. Using various
websites as virtual community boards, the Youth Bureau will reach out to target
audiences to advertise events, programs and services that address the many needs
and interests of Southold youth and their families.
Southold Youth Bureau Mission Statement: The Youth Bureau will seek to promote and
enhance the physical, mental and social well-being of youth in the Town of Southold.
Through collaboration and partnerships with youth, parents, schools, libraries, faith-
based institutions and agencies that serve youth, the Youth Bureau will foster proactive
planning and coordination of services and programs to address the many needs of
youth and their families.
Definition of terms
The term "social media" describes web-based platforms, internet-based applications
and technologies that can foster engagement of the community to learn about events
and activities as well as provide a venue for people to interact with one another online.
While social media enables people to talk, participate, share and network online, the
Youth Bureau does not wish to provide this capability at this time.
The term "social media account" is used in this policy to refer to any account maintained
by the Youth Bureau and created to represent the Youth Bureau.

The term "administrator(s)" is used in this policy to refer to designated administrators
and moderators of social media accounts maintained by the Youth Bureau.
Usage Policy

Usage of social media by the Youth Bureau is limited by the policies listed below:

1. Administrators of social media accounts are chosen by a vote of the Youth
Bureau Members, with the Youth Bureau Director holding administrative ability
for each account. The Town Board will designate approval of administrators
through resolution.
2. The creation and usage of social media accounts is limited to administrators only.
3. The sole purpose of content of the Youth Bureau social media is for information
and outreach. Administrators are required to moderate their usage of accounts
within the parameters of these fundamental principles:
a. The usage must be mission driven; the administrator's actions must
always work to promote the mission of the SYB.
b. The usage must demonstrate neutrality; an administrator may not take
sides in hostilities or engage at any time in controversies of a political,
racial, religious or ideological nature.
c. The usage must demonstrate impartiality; an administrator may make no
discrimination as to nationality, race, religious beliefs, class or political
opinions.
d. The usage must demonstrate humanity; an administrator must
demonstrate respect for local youth and their families, community, and of
all human beings.
4. Photographs and videos of youth will only be used with a group of youth and will
not feature individual names. Photos will highlight a specific activity that may
stimulate interest in the Youth Bureau/Youth Advisory Council (e.g. community
service project raking leaves for homes of seniors.) Administrators must receive
permission from parents/guardians before posting them through social media
accounts.

5. Administrators must regularly review and moderate comments and reserve the
right to make editorial decisions such as the editing or deletion of comments, or
to block users from commenting altogether on Youth Bureau social media
accounts.
