A meeting of the Southold Town Conservation Advisory Council was held Wed., October
9, 2013 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:35 PM by Chairman Peter Young
ANNOUNCEMENTS
Chairman Peter Young contacted the principal of Mattituck High School regarding the
student vacancies. They are going to meet some time in the near future to discuss the
mission of the CAC and the role of the student member.
Audrey Horton and Derek Bossen submitted their resignation letters. The Town Clerk is
now accepting applications to fill the two (2) vacancies.

REPORTS
Doug Hardy attended the regular meeting of the Board of Trustees held on Wed.,
September 18, 2013. The CAC recommended a splash-pad on the Liguori/Leccese
application, however, Trustee Jim King didn't think it was necessary. The Trustees agreed
with the CAC that the cement groin on the Stype property should be removed. Doug
commented that he was surprised to see Jim King encourage the use of Round-Up for
removal of poison ivy on a bluff.
NEW BUSINESS
Jack McGreevy suggested the CAC submit a position paper to the Town Board regarding
the future use of Plum Island. The members unanimously agreed that they would wait until
a proposal has been submitted before they comment. In the meantime, Peter will talk to
Heather Lanza.
APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by John Stein, to Approve the Minutes of September
11, 2013.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by William McDermott, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of GREG & CAROL KARAS to install a 15'X
25' gunite pool, 3.5' to 6' in depth with water feature; extend existing patio up to 75' from
top of bluff, 720 sf., 4'X 8'X 4'6" in depth cedar pool enclosure, landscape 10' area
between pool and property line and 54' pool fence with gates along edge of patio; replace
(permitted) stairs to beach in kind and in place (3'X 45' beach stairs with 3'X 11' landing.

The CAC Supports the application, however questions the adequacy of a closed system
pool not requiring a drywell. The CAC recommends a drywell to contain the pool
backwash.

RESOLVED to SUPPORT the application of WILLIAM HANDS for a Coastal Erosion
Permit for the existing 130' bulkhead and two (2) 10' returns and to Amend Wetland
Permit #3720 to excavate existing bulkhead on the landward side and install new vinyl
sheet pile and deadmen, new tie-rods connected to new 10'X 20' piling installed adjacent
to existing face piles.

RESOLVED to SUPPORT the application of CLEAVES POINT CLUB AND MARINA,
INC. to construct a 23'X 276' reinforced dune consisting of approx. 276 If. of 1-2 ton armor
stone over core stone rip-rap and filter cloth and covered with approx. 489 cy. of sand fill,
including 389 cy. on site excavated material derived from armor stone installation, and
100 cy. sandy fill to be trucked in from an approved upland source and vegetated with
beach grass and native shrubs. Construct a 9' wide X 197' long X 1' high earthen berm
consisting of approx. 36 cy. of topsoil and install 8'X 3' infiltration basin west of the 12'
wide portion of berm.

The CAC commends the applicant(s) on this project as it represents a very sound
engineering plan. This method of erosion control is the format of the future for both
residential and commercial properties.

RESOLVED to SUPPORT the application of ANTHONY & SUSAN NAPOLITANO for the
existing 90' wood bulkhead and stairs; planter box at eastern edge of property to be
planted with Rosa Rugosa; 10'X 11' patio block non-turf permeable area; 12'X 60' area of
crushed blue stone non-turf area, permeable area disguised as a bocce court; area
approx. 5'X 1 VX 9'X 11' of 12" square patio blocks, A/C 110 GFI outlet in weather proof
box mounted on 4X4; fresh water spigot and pole light.

RESOLVED to SUPPORT the application of HUGH MURPHY to remove and replace 149
If. of deteriorated timber bulkhead with new vinyl, install 4' wide stairs to beach, replace

piles to support existing ramp and float, and provide maximum of 25 cy. clean fill behind
bulkhead.

RESOLVED to SUPPORT the application of JOSEPH GENTILE to remove existing timber
bulkhead and deck, install new 108 If. of vinyl bulkhead and 14 If. return, install 5' wide
IPE deck, and install 32' wide X 14' long aluminum ramp and 6'X 20' floating dock.

RESOLVED to SUPPORT the application of PARADISE POINT ASSOC. to maintenance
dredge the channel leading into the Paradise Point basin from Southold Bay to a
maximum depth of 4' during low tide and will occur within two (2) areas containing 4,000
sf. which will result in 700 cy. of resultant dredge spoil to be deposited on site.

RESOLVED to SUPPORT the application of ROBERT TAPP & NICHOLAS J. ELLIS for
the existing structures and landscaping including stairs from bulkhead and beach stairs;
existing bulkhead; natural locust post arbor; board walk; pavers on sand patio; slate
pavers as stepping stones; field stone retaining walls along natural contours; loose slate
patio; patio seaward of house with concrete pavers; and brick steps off existing porch.

RESOLVED to SUPPORT the application of ROBERT & KATHLEEN LAWRENCE to
remove existing storm damaged 4'X 62' fixed timber dock and construct in its place a 4'X
82' fixed timber dock with 4'X 8' stairs at its seaward end.

RESOLVED to SUPPORT the application of FRANK MARSILIO to construct 140' front
entry addition; new masonry front porch; new composite decking rear porch; install four
(4) drywells and roof gutters to leaders; and 700 sf. planted buffer with native plantings.

The CAC Supports the application with the Condition of a 10' non-turf buffer and removal
of the wire fence along the south side of the property and down to the bulkhead. The
pilings located on either side of the floating dock should be depicted on the plan.

RESOLVED to NOT SUPPORT the application of DANA & MICHAEL SAVINO to repair
and replace existing bulkhead using vinyl sheathing including north and south returns,
remove and replace existing 100'X 21' deck, remove and replace gazebo, and install
approx. 275 cy. of fill.

The CAC does Not Support the application because the square footage of the floating
docks exceeds the Code, the property is not conforming to any standards of the wetland
code and there are encroachments on public property.

RESOLVED to SUPPORT the application of STEPHEN & AMY LICATA to add dormers
to existing roof, add deck to re-built screen porch roof, as-built patio, stone walls, fire pit,
pergola, rebuild screen porch with roof deck.

patio and a non-turf buffer to align with the abutting properties to the east.

RESOLVED to SUPPORT the application of ARTHUR & JULIANE GRUNEISEL to
authorize the construction of a fixed timber dock, consisting of an elevated 4'X 42' fixed
timber catwalk equipped with two (2) sets of 4'X 4' timber steps on landward end to allow
for passage along shoreline, 3'X 14' hinged ramp and 6'X 20' float secured by three (3) 8"
dia. pilings; and install (2) 8" dia. tie-off piles off south side of float.

1 /3 across the width of the creek.

JOHN N. IRWIN III to repair/protect a storm-damaged shoreline by installing approx. 350'
of rock revetment. Debris shall be removed, area excavated and regarded and geo-textile
filter fabric shall be installed. A 3" layer of crushed stone to be placed on top of the filter
fabric on top of two layers of armor layer rip-rap revetment which will consist of 3' min.
rock. At toe of the bank top soil and loam shall be installed and seeded. A 3.5'X 23' beach
access stairs will be installed.
Located: 1206 Buckner Dr., Fishers Island. SCTM#4-6-7.4
The CAC did not make an inspection, therefore no recommendation was made.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
& COASTAL EROSION PERMITS
Moved by Doug Hardy, seconded by William McDermott, it was
RESOLVED to SUPPORT the application of THOMAS APREA to Amend Wetland Permit
#8085 and Coastal Erosion Permit #8085C to place cap stones on top of seawall and low
voltage accent light facing down and aluminum ladder stairs to get to beach. Seawall is
landward of wooden bulkhead and is 54" above wooden bulkhead to top of cap stone.

RESOLVED to SUPPORT the application of MARY S. ZUPA to Amend Wetland Permit
#5636 to install 60 tons 8"-10" rip-rap with filter fabric and install new thru-flow open-grate
cap.
