IN THE MATTER OF "A LOCAL LAW TO AMEND THE SOUTHOLD TOWN ZONING CODE AND THE ZONING MAP INCORPORATED THEREIN, TO IMPLEMENT, IN WHOLE OR IN PART, THE RECOMMENDATIONS OF THE MASTER PLAN UPDATE PREPARED BY THE PLANNING BOARD". Present: Supervisor Francis J. Murphy Justice Raymond W. Edwards Councilman Paul Stoutenburgh Councilman James A. $chondebare Councilwoman Jean W. Cochran Councilman George L. Penny IV. Town Clerk Judith T. Terry SUPERVISOR MURPHY: Good afternoon. It's now 2:00 O'clock. I would like to officially open the public hearing on a Local Law entitled, "A Local Law to amend the Southold Town Zoning Code and the Zoning Map incorporated therein, to implement, inwhole or in part, the recommendations of the Master Plan Update prepared by the Planning Board". A copy of this Local /aw and maps have been placed in the libraries and in the Town Hall. This has been published also inthe newspapers. We have affidavits of publication in'The Suffolk Times and in' The Long Island Traveler-Watch- man on January 8, 1987 and January 15, ;1987. We have an affidavit that it has been posted by the Town Clerk on the Town Clerk's Bulletin Board. If there is no objection we will waive reading the full notice. The w,eather is very bad today. We've advised people not to come. Not to stay here, that this hearing will be recessed to another time. Minimum of two, possibly three to four weeks that the hearing will I~e reconvened. We'll decide before this hearing is recessed. The same advertisement, same i~ublicity will be given. Anyone who has stayed and would like to address the Town Board on any matters on the Master Plan, the Town Clerk will take the notes, and at this'time I'd like to open it up for any comments that will be made for a permanent I~art of the record. George? GEORGE HUSING: My name is George Husing. I'm representing Martha Husing and myself. We have property in Mattituck. I think it's noted as Laurel School District, and it's between Route 25 and the Bay. On the east side of us there's a develop- ment called Sigsbee Development, I believe, there the lots are, I believe, 50 by 150 or something like that, and on the west of us there's the Bray Development, and the lots, I believe there, many of them are 40 by 100. And as you can figure out easily, at 40 by 100 you can get about 20 lots to an acre. And I think it's a little unreason- able to ask us to accept the zoning of two acres, put one house on one house on two a(~res, when on each side of us there's on one side I guess they could six or seven F~age 2 - Zoning Cob, & Ma . lots to the acre and on the other side ten lots. I believe the zoning should be half acre or acre at the most. Where this :framer tried to sell a lot of two acres, people said; what are we going to do with two acres, it's right along side of a gas station which is on the Main Road, on the corner of the Old Main' Road and the Main Road there, and on the other end there's another business zoning, so I believe that it's very unreasonable to zone the Husing property two acres. SUPERVISOR MURPHY: Thank you. Thank you, George. Please be careful driving. Okay, is 'there anyone like to address the Town Board. WILLIAM MOORE: Yes, my name is William Moore, an attorney here in'Southold. I'm speaking on behalf of Herb Mandel. I'm not going to speak. I'll just submit the written comments, hoping that if you get a chance to read them before the next adjourned hearing they'd be so compelling that I wouldn't have to get up and speak. (Written comments placed in:the official hearing file'.) SUPERVISOR MURPHY: Please drive carefully. Sir? MR. BLOCK: My name is Mr. Block. I come from Cutchogue, and I suggest that if this meeting has been officially postponed that we should postpone it.' SUPERVISOR MURPHY: It's not officially postponed. It had to be opened legally. We will recess after we give the courtesy to the people who are here. We will recess for a complete public in the future for the same amount of time as published. MR. BLOCK: I:lowever, since the people, due to weather, cannot be here. I suggest it ,~should be postponed now so they can be here to hear the full essence of this meeting. SUPERVISOR MURPHY: Thank you. Is there anyone else like to comment? (No response Okay, at this time I would like to recess the public hearing. [The Board discussed setting a date to reconvene this public hearing.) Moved by Councilman Stoutenburgh, seconded by CouncilWoman Cochran, it was RESOLVED that this public hearing be and hereby is recessed at 2:10 P.M., to be reconvened on Wednesday, February 11, 1987, 2:00 P.M. to 5:00 P.M. and 7.'00 P.M. to 9:00 P.M., at the Southold Senior/Youth Center, Peconic Lane, Peconic; New York. Vote of the Town Board: Ayes: Councilman Penny, CouncilWoman Cochran, Council- man Schondebare, Councilman Stoutenburgh, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED.
