Community Development Block Grant Reviewing Committee Minutes
October 17, 2013
Present: Louise Blackburn, Karen McLaughlin, Jim McMahon and Phillip Beltz
Absent: Supervisor Scott Russell
Discussion of Unspent Funding
. Peconic Lane Community Center (handicap lift-$21,250): Jim spoke with
John Cushman regarding vendor's request to receive upfront funding
for handicap lift who suggested he speak with Martin Finnegan.
. Senior Services Ramps ($5,000): Karen has met with a vendor who has
several gently used portable ramps at $400, she also is looking to
purchase shed for storage. She will have committee come to HRC to
see samples and will have funding spent this year.
. Installation of Showers (HRC and Katinka $7.243): Phillip reported that
the Recreation Center and Peconic Lane Community Ctr. both have
been identified as possible sites for emergency shelters needing
showers. Louise knows of vendor who sells portable showers and will
obtain information. Suggestion for engineers to look at all of the
identified sites and make recommendation to Town Board.
. North Fork Housing Alliance: Phillip and Jim will meet with NFHA for
status update of projects that have not expended funding
Budget Modification to Habitat for Humanity ($10k from Community Center): A
budget modification was authorized from Suffolk County and Town Board to allocate
$10k unspent funds for demolition of blighted home in Orient for Habitat house.
Reallocation of Robert Perry Daycare Funding for 2013: Due to the closing of
Robert Perry Daycare, $5,000 in public services funding requires re-allocation. Will
recommend to Town Board $2500 each to CAST and Maureen's Haven.
Preliminary Recommendations for 2014:
. Housing-assistance to NFHA for home repair program and Habitat for
Humanity for development of Orient property
. Public facilities-Parking for Community Ctr. and Recreation Ctr.-connect
the two sites as a "campus." Redevelop parking at Town Hall
providing it meets CDBG guidelines (NB: Phillip spoke with SC and it
does not qualify for funding.)
2014 CDBG Budget Public Hearing November 19th 4:35 p.m. Formal
recommendations to be made to Town Board after public hearing.
