Minutes & Discussion Notes from Meeting held
Tuesday, October 1, 2013 at 7:00 p.m.

Commencement:
• The meeting began at 7:03 p.m. with five LPC members present.
Adoption of Meeting Minutes:
• Acceptance of LPC meeting minutes from September 17, 2013
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 9/17/2013 LPC
meeting minutes, as amended by Maureen Cullinane and John Sepenoski re: mile-a-minute at Downs
Farm Preserve.
Motion carried: 5/0
Land Preservation Applications and Inquiries:
• SCTM #1000-203-6.2 (EDWARDS)
Update re: meeting
Melissa Spiro, John Sepenoski, John Cushman met with Sarah Fleming a Regional Biologist for
Ducks Unlimited, Inc. ("DU"). DU is interested in doing potential restoration and/or acquisition projects
on Long Island. John & Melissa discussed the Edwards property with her as a potential project.
Sarah will review this project and will get back to Melissa by mid-October as to whether or not the
Edwards property is a potential candidate. If so, DU will write the grant application for the July round
of grant funding. Project would require match by Town which could potentially be past acquisitions.
Melissa suggested that the Town proceed with appraisals if DU expresses interest in proceeding with
the project.
MOTION made by Lillian Ball, seconded by Allan Connell, to direct Melissa Spiro, as Land
Preservation Coordinator, to commission an appraisal of the Edwards property (SCTM #1000-20-3-
6.2) provided she receives a verbal commitment from Ducks Unlimited that they will proceed with a
grant application for this project.

• SCTM #1000di3-4-44.1 and 44.3 (POSILLICO/CONKLING POINT ESTATES pending Subdivision
Open Space)
Review application for Town ownership of pending Subdivision Open Space
Landowner is in final stages of standard subdivision approval with the Planning Board. He is offering
a land donation to the Town of the required clustered subdivision open space area (Lot #5,
Subdivision Map of Conking Point Estates) being 4.98 acres for open space preservation purposes.
MOTION made by John Sepenoski, seconded by Sam McCullough, to recommend to the Southold
Town Board that the Town accept this vacant land donation for open space preservation purposes as
it is within the Pipes Cove preservation area.
Motion carried: 5/0
LPC discussed possible requirement for fence to delineate open space property boundaries. LPC
decided that monumentation adequate for this purpose.
MOTION made by Sam McCullough, seconded by Allan Connell, that if the Town Board should
approve the acceptance of the Conkling Point Estates donation of the subdivision open space, that
Melissa Spiro make sure that the landowner install permanent concrete surveying monuments along
the property boundary lines as shown on the Planning Board submitted Plat.

Review new application
Melissa Spiro presented background information and reviewed new application with LPC.
Melissa instructed to inform applicant that, although interested in the location of this project to
Brushes Creek, project funds are limited at this time. In addition, LPC concerned about the two
parcels between the subject properties and the right-of-way going over the subject property. Melissa
was asked to seek out more information from the landowner as to his plans and financial expectations
for the properties.

Report from field visit
John Sepenoski, Melissa Spiro, Melanie Doroski and Jim McMahon (DPW) did a field inspection of
the property on October 1~r in regard to potential tree removal. After noting several downed, or
dangerously leaning trees located along the hiking trails, it was agreed that Jim will apply for a grant
funding opportunity for the removal of the storm damaged trees within the trail area.

Not discussed due to time constraints.
• SCTM #1000di4~-20 (TOWN OWNED OPEN SPACE - DAMIANOS, JENNINGS RD)
Request from DPW to open hunting trails
Melissa Spiro received request from Jeff Standish (DPW/Deer Management Program Director) to
allow for a bobcat to be used to clear trees blocking trails for the hunters.
Since this preserve is not yet officially open with walking trails for public usage, LPC is opposed to
bringing in a bobcat to clear a wide trailway for the hunters when a single person footpath for hunters
would be sufficient at this time. LPC suggested site visit before making final decision. Visit to occur on
Wednesday, October 2ntl, and Melissa to let Jeff know decision after site visit.

Not discussed due to time constraints. Will set time aside to discuss at next LPC meeting.

• The next regular meeting will be on Tuesday, October 15, 2013 at 7:00 p.m.
