Present were: Peter Young, Chairman Jack McGreevy, Member John Stein, Member William McDermott, Member Doug Hardy, Member Lauren Standish, Secretary Absent was: Derek Bossen, Member CALL TO ORDER The meeting was called to order at 4 45 PM by Chairman Peter Young GUEST SPEAKERS John Bredemeyer, Trustee Michael Collins, Town Engineer The discussion began with an overview of the new DNA sampling program the Shellfish Advisory Committee recently launched in the Town creeks, specifically in West Creek, East Creek, Mud Creek and Broadwaters. Since the driving force behind the municipal stormwater program is shellfish closures, they are taking an aggressive approach in evaluating Town waters to improve shellfish standards. Shellfish growing areas may be classified as certified, seasonally certified or uncertified based on water quality or for administrative reasons. The administrative certifications are not necessarily based on poor water quality. The Shellfish Advisory Committee, John Bredemeyer and Michael Collins will be working with the Trustees with regard to shellfish standards and suggested the CAC participate in the water sampling in the future as the protocols are not extreme. ANNOUNCEMENTS Chairman Peter Young announced the resignation of Derek Bossen. Derek's valuable contributions and his knowledge of the environment will be missed. Peter and Bill are working on an intern program as we currently have two (2) vacancies. Peter will reach out to Mattituck, Southold and Greenport schools and see if there is any interest from high school students to join the CAC. In the meantime, the council will continue discussions about a specific project. REPORTS Jack McGreevy attended the meeting of the Board of Trustees held on August 21, 2013. He reported the Trustees seem to be more concerned about sea level rise than they have in the past. APPROVAL OF MINUTES Moved by Doug Hardy, seconded by John Stein, to Approve the Minutes of August 14, 2013. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by William McDermott, seconded by John Stein, it was RESOLVED to SUPPORT the application of IDO MIZRAHY to replace rotten locust footings with 3' deep concrete footings. raise cottage 2' to code compliant ceiling height; and replace windows. Located: 65490 Route 25, Breezy Shores, Greenport. SCTM#53-5-12.6 Inspected by: William McDermott Vote of Council: Ayes: All Motion Carried Moved by William McDermott, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of ROBERT RENGIFO to remove existing wooden retaining wall. Install 280' Redi-Rock retaining wall block, approx. 250-300 cy. clean fill material and install two (2) drywells for house gutters. Located: 2175 Bayshore Rd., Greenport. Jack McGreevy Vote of Council: Ayes: All Motion Carried Moved by William McDermott, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of VINCENT & LAURA MANETTI to reconstruct 4'X 7' wood steps off bulkhead to beach, which were destroyed during Superstorm Sandy; remove and replace existing 4'X 22' wood stairs/landings down embankment; and remove existing 12'X 16' wood deck at top of bank. Located: 150 West Shore Dr., Southold. SCTM#80-5-5.1 Inspected by: William McDermott The CAC Supports the application using best management practices, the stairs are removable, and a 10' non-turf buffer is maintained and depicted on the final stamped approved plan. Vote of Council: Ayes: All Motion Carried Moved by William McDermott, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of ANGEL SHORES HOMEOWNERS ASSOC. INC. to construct a buried rock erosion barrier composed of heavy igneous rock approx. 160' in length and 3'-6" in height. Remove nine (9) trees, one (1) stump and brush along erosion line. Proposed project would be done in conjunction with Trustee Permit #8098E; placement of approx. 600 cy. of dredged material from nearby site. Located: 1760 Esplanade, Southold. SCTM#88-6-13.60 Inspected by: William McDermott The CAC Supports the application with the Condition efforts are made to save as many healthy Cedar trees as possible. Non-turf buffer already existing and drywells required by Town Code. Located: 380 Midway Rd., Southold. SCTM#90-2-4 Inspected by: William McDermott The CAC Supports the application with the Condition gutters, leaders and drywells are installed to contain roof run-off. TUITE REVOCABLE TRUST to remove existing platform and stairway to beach. Remove 100' of existing bulkhead and 14' east end return. Construct 100' of new bulkhead and 14' new east end return, in-place. Reinstall existing platform and stairway to beach in-place. Fill eroded area landward of bulkhead with clean trucked-in sand (approx. 60 cy.). Regrade area providing 10' wide core stone splash and revegetate balance with native grass. Located: 580 Midway Rd., Southold. Reconstruct and expand masonry patio below deck 75' from sea wall; permit for existing pervious dryset patios and stone walkways on sand, landward of new sea wall. SCTM#111-1-24,25,26 Inspected by: John Stein, Doug Hardy The CAC Supports the application, however, there is a concern with the impact this project with have on the spartina seaward of the proposed rip-rap. Vote of Council: Ayes: All Motion Carried 6 Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of JAMES & SUSAN BROWN to demolish existing house located 10' from retaining wall and 63.1' from wetlands edge and construct new house 45.3' and 35.7' from retaining wall, 105.8' and 88.8' from edge of wetlands. New house being 65'X 25' with 10' covered porch, attached storage area in the front yard and front covered porch. New sanitary system in front yard, if required, land seaward of retaining wall will have non-turf buffer and drywells, and install hay bales along retaining wall during construction Located: 170 Oak St., Cutchogue. SCTM#128-4-18 Inspected by: John Stein, Doug Hardy The CAC Supports the application using best management practices and with the Condition of a 15' non-turf buffer landward of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of MICHAEL LIGUORI AND MICHAEL & EILEEN LECCESE to construct approx. 113 If. of vinyl bulkhead in place of existing timber bulkhead; reconstruct approx. 110 If. of landward timber retaining wall, and restore previously raised area between the two interdependent structures with approx. 375 cy. of clean sand to be trucked in from an approved upland source; construct 19'X 23' on-grade Bluestone patio in place of previously existing storm destroyed deck atop raised area; construct 3'X 6' steps on landward side of retaining wall in place of storm destroyed steps; and construct 4'X 4' landing and 4'X 10' steps to beach on seaward side of bulkhead in place of storm destroyed steps. Located: 5600 & 5580 Peconic Bay Blvd., Laurel. SCTM#128-2-11&24 Inspected by: John Stein, Doug Hardy The CAC Supports the application with asplash-pad above the bulkhead. Vote of Council: Ayes: All Motion Carried NATHAN E. SAINT-AMAND to repair astorm-damaged shoreline by installing approx. 80' of armor rip-rap. Excavate 10'X' 80' area immediately seaward of eroded bank to a depth of 4' with excavated material stored, geotextile fabric shall be installed and a 4" layer of crushed stone shall be placed on top of it. A two tier layer of boulders shall be placed on s top of the stone filter, stone splash pad installed utilizing the excavated material. Rocks shall be placed onto existing grade as wave energy dissipaters. Located: 711 Chocomount Dr., Fishers Island. SCTM#8-2-7 The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS THOMAS J. APREA to Amend Wetland Permit #8085 and Coastal Erosion Permit #8085C to place a barrier cloth and approx. 1' in dia. rocks in front of existing bulkhead and on top of to act as a wave break to stop future beach erosion and sand going into the inlet to Spring Pond. Located: 500 Beach Court, East Marion. SCTM#37-7-g.1 The CAC did not make an inspection. therefore no recommendation was made. VASILIOS FRANGOS to Amend Wetland Permit #7388 and Coastal Erosion Permit #7388C to replace the storm damaged deck. Located: 55755 CR. 48, Southold. SCTM#44-1-15 The CAC did not make an inspection, therefore no recommendation was made. Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to SUPPORT the application of HIGH HOUSE WOODS, INC. to Amend Wetland Permit #8013 to construct an 18' return to the east end of the bulkhead; reconstruct instead of patch the 4' section of bulkhead; construct new 12' return; construct new 3' wide access stairway from seawall to beach replacing existing; and change the retaining wall sheathing material to 2" T&G CCA sheathing versus vinyl sheathing. Located: 7134 Indian Neck Lane, Peconic.
