SETTING OF THE NEXT PLANNING BOARD MEETING
Don Wilcenski: Good evening ladies and gentlemen, and welcome to the regularly-
scheduled September 9, 2013 Southold Town Planning Board Public Meeting.
Our first order of business is to set Monday, October 7, 2013 at 6:00 p.m. at the
Southold Town Hall, Main Road, Southold as the time and place for the next Planning
Board Meeting.

SET HEARINGS
Rand, Bight Road, LLC -This proposed Lot Line Change will transfer 0.15 acres from
SCTM#1000-14-02-11.4 & 11.6 to SCTM#1000-14-02-11.5. Lot 11.5 will increase from
1.14 acres to 1.30 acres. Lot 11.4 will decrease from 1.0 acre to 0.92 acres, and Lot
11.6 will decrease from 0.99 acres to 0.92 acres located in the R-40 Zoning District.
The property is located at 1085 Bight Road, Orient.
Pierce Rafferty: Mr. Chairman, I would like to offer the following resolution:
WHEREAS, this proposed Lot Line Change will transfer 0.15 acres from SCTM#1000-
14-02-11.4 & 11.6 to SCTM#1000-14-02-11.5. Lot 11.5 will increase from 1.14 acres to

District, Cutchogue; be it therefore
RESOLVED, that the Southold Town Planning Board sets Monday, October 7, 2013 at
6:04 p.m. for a public hearing regarding the amended site plan for the Joint Industry
Board of the Electrical Industry Pavilion dated April 16, 2013, prepared by Jeffrey T.
Butler, P.E.

Pierce Rafferty: Mr. Chairman, I would like to offer the following resolution:
WHEREAS, on August 13, 2013, the applicant submitted an amended application for
site plan review; and
WHEREAS, this amended site plan is for a proposed 600 sq. ft. addition to an existing
porch, addition of an office and bathroom within the existing building, along with a
sanitary system and a well on 43.7 acres in the A-C Zoning District, Southold; be it
therefore

APPROVAL EXTENSIONS
Bavberrv Estates -This proposal is for a Standard Subdivision of a 50.1-acre parcel
into 18 lots and two (2) open space parcels, where the lots range in size from 28,235
sq. ft. to 36,400 sq. ft., with the open space parcels totaling 35 acres, excluding the
wetlands in the R-80 Zoning District. The property is located on the w/s/o Laurel
Avenue, approximately 150' s/o Yennecott Drive in Southold. SCTM#'s1000-55-6-35,
55-6-36, 56-1-1
James Rich: Mr. Chairman, I will offer the following:
WHEREAS, this proposal is for a standard subdivision of a 50.1-acre parcel into 18 lots
and 2 open space parcels where the lots range in size from 28,235 sq. ft. to 36,400 sq.
ft. with the open space parcels totaling 35 acres excluding the wetlands, in the R-80
Zoning District; and
WHEREAS, on March 18, 2013 the Southold Town Planning Board granted
Conditional Final Plat Approval upon the Final Subdivision Plat entitled "Clustered
Subdivision of Bayberry Estates -Final Plat" prepared by Howard W. Young, L.S.,
dated July 12, 2011 and last revised on November 19, 2012. This approval is
conditioned upon the successful submission and acceptance of the following
items/conditions:
1. Submission of a Park and Playground Fee in the amount of $119,000
($7,000 per created lot (17)) pursuant to § 240-53. Reservation of
parkland on subdivision plats containing residential units.
2. Submission of an Administration Fee in the amount of $26,483 pursuant
to §240-37(A) (6% of the Bond Estimate) of the Southold Town Code.
3. Submission of $828,800 to comply with the affordable housing buy-out
amount (the 2010 buy-out rate is 207,200 x 4 = 828,800) pursuant to
§240-10 (B)(c)(2)(a). Technical requirements of the Southold Town Code.
4. Submission of the Performance Bond in the amount of $441,390,
pursuant to the Bond Estimate calculated by the Office of the Town
Engineer, dated October 4, 2012.

5. Submission of an Interim Road and Maintenance Agreement to the
Planning Department. The Interim Road and Maintenance Agreement
must be reviewed and accepted by the Planning Board.
6. The Covenants and Restrictions, Open Space Conservation Easement,
Interim Road and Maintenance Agreement, and Drainage Easement as
accepted by the Planning Board must be filed with the Suffolk County
Clerk. The liber and page number of the above referenced documents
must be recorded on all Final Plats.
7. Submission of Draft Road Dedication Papers.
8. Pursuant to §240-41 (C) Monuments. All monuments must be installed
that specifically outline the newly created property boundaries; and
WHEREAS, Conditional Final Approval will expire on September 18, 2013; and
WHEREAS, on August 26, 2013, the agent requested that Conditional Final Approval
be extended for a period of 90 days to allow for adequate time to complete all the
conditions set forth in Conditional Final Approval; be it therefore
RESOLVED, that the Southold Town Planning Board hereby grants an Extension of
Conditional Final Plat Approval for a period of 90 days, through to December 18,
2013 upon the Final Subdivision Plat entitled "Clustered Subdivision of Bayberry
Estates -Final Plat" prepared by Howard W. Young, L.S., dated July 12, 2011 and last
revised on November 19, 2012. This approval is conditioned upon the successful
submission and acceptance of 8 itemslconditions.

North Fork Self Storage #2 -This site plan is for the construction of a 23,490 sq. ft.
self-storage building on a 47,166 sq. ft. parcel in the Light Industrial Zoning District.
The property is located at 115 Commerce Drive, on the w/s/o Commerce Drive,
approximately 475' s/o Corporate Road in Cutchogue. SCTM#1000-96-1-1.2
Martin Sidor: WHEREAS, this approved site plan is for the construction of a 23,490 sq.
ft. self-storage building on a 47,166 sq. ft. parcel in the Light Industrial Zoning District,
Cutchogue; and

WHEREAS, on January 05, 2009, the Southold Town Planning Board accepted the
application for review; and
WHEREAS, on February 11, 2009, the Southold Town Planning Board, pursuant to
State Environmental Quality Review (SEAR) (6 NYCRR, Part 617.5 (c) (3), performed
an uncoordinated review of this Unlisted Action, and, as lead agency, made a
determination of non-significance and granted a Negative Declaration; and
WHEREAS, on January 29, 2010, the Suffolk County Department of Health Services
issued Permit Number C10-08-0012 and approved the action; and
WHEREAS, on March 8, 2010, the Southold Town Planning Board granted approval on
the site plan entitled "North Fork Self Storage #2" prepared by Kenneth H. Beckman,
L.S., dated October 2008, last revised, May 14, 2009; and
WHEREAS, on March 8, 2013, the site plan approval expired; and
WHEREAS, on September 9, 2013, the owner and applicant, Martin Kosmynka,
submitted a request for the Extension of Site Plan Approval; and
WHEREAS, at their September 9, 2013 Work Session, the Planning Board reviewed
the original site plan approval in light of any new Town Code requirements and found
that the site plan remains in compliance; be it therefore
RESOLVED, that the Southold Town Planning Board grants an Extension of Site
Plan Approval from March 8, 2013 to March 8, 2014 on the site plan entitled "North
Fork Self Storage #2" prepared by Kenneth H. Beckman, L.S., dated October 2008 and
last revised, May 14, 2009.

three (3) existing buildings and the construction of a one-story 50'x50' frame
office/storage building and a 90'x100' metal storage building to be built contiguously
along with additional bulkhead work in the M-II Zoning District. The property is located
at 1410 Manhasset Avenue, 1390' s/o Champlin Place & Manhasset Avenue,
Greenport. SCTM#1000-36-1-1

R-120 Zoning District will decrease from 3.4 acres to 3 acres. The property is located at
5671 & 6227 Castle Road, Fishers Island.

into four lots where Lot 1 equals 29,869 sq. ft., Lot 2 equals 29,869 sq. ft., Lot 3 equals
29,869 sq. ft., Lot 4 equals 29,869 sq. ft. and the open space parcel equals 4.1 acres,
excluding the area of wetlands. This project includes the transferring of 37,882 sq. ft. of
buildable lands from SCTM#1000-53-4-44.3 onto the subject property for the purposes
of establishing yield. The property is located at 500 & 1540 Kerwin Boulevard, on the
w/s/o Kerwin Boulevard, approximately 575' w/o August Lane in Greenport.
