It is proposed to construct a foot bridge from the mainland of the applicant across a branch of Corey Creek to a beach_elong the shores of Hog Neck Bay. The proposed bridge will provide horizontal clearance of 20 feet and unlimited vertical clearance in the open position. The bridge will be in an open position at all times except when foot traffic will pass over the bridge for ingress and egress of the beach area, , The decision as"to whether or not approval of the location and plans for the proposed bridge will be granted must rest primarily upon the effect of the bridge on navigation, However, other pertindnt factors, such as wildlife and waterfowl, public parks, historic sites will be made part of the record and will be considered in determining whether or not it would be in the best interest to grant approval. Interested parties are requested to express their views, in writing, upon the suitability of the location and adequacy of the navigational clearances giving sufficient detail to establish a clear understanding of reasons for support or opposition. 'that the raked section bs altered to operate from either side of the opening, 3. That the raised section of the bridge be made to raise to a more nearly perpendicular angle to provide necessary mast clearance for •ail boats, 4. That the raised section of the bridge be kept fully raised at all times except when actually being used by pedestrians so a¦ not to interfere with navigation through the channel, 5. That these conditions ae maintained and enforced by the Laughing Mater Property Owners 1lssociation. IIpon inspection these conditions appear to have been met and therefore the Southold Town Trustees approve the construction of this bridge subject to the above stipulations. Dear Sirs: Confirming my conversation over the telephone on Saturday last (.day 13, 1967) with N:r. 81vah Goldsmith of your Honorable Board. I would advise that posts have been and are being placed in the arm of Corey's Creek called "The Channel) in the South Harbor area of your Town with what looks like the beginning of a bridge across "The Channel". On behalf of my client, Lillian Hallock, who owns property on "The Channel" lying to the west of the said operation, I write to protest the placing of posts or other obstructions in, or the building of any bridge across, this bode of water, which is tide water and is used by boats. Any such placements would be an obstruction to navigation and prevent the free passage of t^affic on such waters to and from my clients property and the open sea, resulting in great damage to my client's propert~~ and interference with her enjoyable use of her property. I trust that ,you will take such immediate steps as may be within your power to have these obstructions removed from these waters and stop the placing of any others or the building of any bridge over these waters. Such a bridge would be an obstruction to navigation on those waters which lead to the Bay and the open sea from my clients property and a great damage to her property. Wickham called me on the ~ phone this morning in reference to a permit for a nc~w bridge in Corey Creek ~Ihich he thought had been issued in the past to the Laughing Water Property Owners Association. In my file I find an application ~ to 8redge existing marina waterway in Corey CredtJc which was not issued because the request for the'' } yardage to be excavated was never received, I~ i Z also haws an application tp re- place old structure with new bridge. This also was arproved subject to submission of suitable plans and blueprints of the design, which plane must haw an engineer's seal and shall pass all requirements for safety both to pedestrian and boats. Thasa plans ware never received. i am enclosing copies of both .applications for your wnwnienc• together with a new application which mw t be made in Suplicata.-~ The next meeting of the Town Trustees will be Monday, DTOwmbsr 7, 1966. Regent Secretary, Town Trustees Board of Trustees "Down of Soi.~thold ' New York Oct. 17, 1966 Dear Sirs: The membership of the Laughing Water Asso- ciation has voted to erect a bridge on their marina property to the barrier beach on Pecon- is i3ay. ' I want the Board of 'Prustees to be aware that, as owners of four lots on that western end of Corey Creek, we feel that the bridge, as projected, would be an obstruction to our waterway rights, and a hazard to our boats. Would you kindly keep in mind, when you are approached for a building permit for said bridge, that we are firmly opposed to it as it is pres- ently planned. Sincerely, Mrs. Elizabeth A. Yaro Re: BOATS MOORING AT FOOT OF MINNEHAHA BLVD. LAUGHING WATERS The Town Trustees having received numerous complaints, inspected the area ~t the end of Minnehaha Boulevard where it enters the creek at Laughing waters, Southold, N. Y. It was found that a number of boats mere tied across the end of the road in such a manner as to completely block the access to and from the water at this point. The Trustees hereby declare this area a restricted area and respectfully request the Town Board to maintain through police supervision a clear way to the water for a width of 15 feet from the easterly bound- ary of Minnehaha Boulevard, along the property of Combs and to post signs advising the public of this restriction. Dear 31rsi - On behalf of~ and as .Attorney for my wife, Lillian Hallock, who owns property on the arm of Cor®y's Creeks called The Channel, Yn the South Hsrbor area of your Towns and which I understand are Town waters and in which matter I also have a personal intereat~ write your honorable Board to relueat and demand the removal of certain-old posts eatendint in a double row across the channels and which create a hazardous and dangerous situation and an obstruotion to the Free aavi~ation of these tidal waters by boats as well as constitute as eyesore to an otherwise beautiful expanse of meadow and water. I trust that these obstructions will be removed forthwith and that no further obstruction of such a nature be permitted in these waters at any time.
