MEETING MINUTES

September 18, 2013
Present: Eric Dantes, Michael Herbert, Frederick Andrews, Rona Smith, LeRoy Heyliger, Beth
Motschenbacher, Dan Sarnowski and Phillip Beltz. Excused/Absent: Jeanne Kelley, John Vahey and
Councilman Chris Talbot. Meeting began at 5:35 p. m.
Approval of Minutes: The minutes of August 14, 2013 were approved.
CPF Tax Exclusion for First-Time Homebuyers: Phillip will follow-up with Senator
LaValle's office in October as legislators were on summer vacation.
Habitat for Humanity: Dan reported that there have been two meetings with the
Greenway Homeowners Association. Despite some initial resistance, most neighbors now
appear receptive to the project, including the suggestion to volunteer. The fact that the
homeowner occupant will be from Oysterponds' school district has allayed fears of
"outsiders." The homeowners association fees are $250 per annum. The next step is for
Habitat to meet with them on a Saturday to further discuss. Phillip will contact Habitat.
HAC expressed appreciation of Dan and the Supervisor's efforts to address community
concerns.
Prospective Development of Apartments from RFP: The prospective developer met
with Heather and Phillip indicating that he will provide preliminary site plan application to
be shared with the Planning Board and HAC. Rather than pursue tax credits this year they
will pursue next year. In addition, an architect proposed converting a bed and breakfast
building in East Marion into four small apartments however decided that it was too costly
to proceed as it is difficult to compete for funding. Also pending is that a resident of Fishers
Island is considering converting a building she owns into 3one-bedroom apartments.
Accessory Apartment Recommendations to the Town Board: A Town Board meeting
will be arranged to discuss recommendation to remove the date of 2004 and allow "as of
right" including new construction. This topic will be bundled with other topics, to be
determined. Eric suggested that possibly the Town Board could consider an issue before
Zoning Board of Appeals regarding development of two 600 sq. ft. apartments with an
office building.
Review and Comments of Housinq Policies and Procedures: Additional comments
made that will be amended to the document regarding the lottery selection and waiting
list. HAC suggested the following: when demand exceeds supply for available housing
units, a lottery will be held for all qualifying applicants (income-eligible, priority school
district, etc.) in order to award a unit. Additional drawings will then be held as necessary
to establish a waiting list of those households not selected (#2, #3, etc.) Those
households will retain their eligibility based on their rank for 12 months after the lottery,
should additional housing units become available. If a housing unit becomes available
after 12 months from that date, a new drawing will be held. It will be open to new
applicants who qualify (income, priority school district, etc.) as well as those
households who were on the waiting list from the previous lottery.
Fall Housinq Forum-Housinq Options for Seniors: Phillip met with the Town's Human
Services Director, Karen McLaughlin, to discuss the forum. She suggested hosting at the
Senior Center in the early afternoon after lunch. All in agreement. Below is status of
topics/invitees, more follow-up needed:
SC Office for Aging: Housing Initiatives??? Discussion of Naturally Occurring
Retirement Communities (NORC)??? Left message with County Housing Director.
SC Bar Association: Elder Law
Family Service League: HOME Share program
North Fork Housing Alliance: Home Repair, Utility (HEAP) and Weatherization
programs
Southold Senior Services: Residential Repair program
Supervisor Russell: Southold Accessory Apartment Code
State Reverse Mortgages
Beth and Michael agreed to work on resource booklet with assistance from Phillip. Any
additional topics will be discussed and finalized at the next meeting.
Cottages at Mattituck Annual Certification: Awaiting response from several residents
that they are complying with affordable housing legislation.
Other: LeRoy suggested outreach to Fire and Police departments with housing
applications .Agreement to provide to Fire departments ,however. Police officer salaries
are too high to qualify.
