August 19, 2013 Meeting
Called to Order: 10:06 AM by Chairman Neb Brashich.
Members Present:
Frank Field, Highway Superintendent Pete Harris, Town Engineer Jamie Richter, Margaret
Brown, Planning Director Heather Lanza, Chief Martin Flatley, Jim Baker, Greenport Rep. Bob
Feger, Rona Smith and Tom Fox.
Minutes of July 22, 2013
A motion to approve the minutes was made by Bob Feger, seconded by Margaret Brown, and
was carried.
East End Transportation Council
Neb Brashich and Heather Lanza attended the August 14`h meeting of the EETC.
"Complete Street"
A workshop promoting this program will be held on October 29`h at Republic Airport.
Town of Hamburg, NY
The New York Times recently reported that the NYSDOT proposed to construct a major roadway
through the Town of Hamburg, NY. Town government resisted that initiative and succeeded in
having its own proposal adopted, which has revitalized the area.
"Map 21"
The NYSDOT is promoting this initiative to identify "smarter" transportation alternatives.
Suffolk County Transit- S92
$4,000,000 in additional funding will provide for year-round Sunday service, which will operate on
the current Saturday schedule.
LIRR "Scoots"
$37,000,000 has been set aside for the purchase of special equipment to serve the Ronkonkoma
to Greenport shuttle as well as three other routes. R is understood that only one company
manufactures new equipment, while another reconditions old equipment.
Supervisor's Requests
Speed Limit Reduction Request- Wells Avenue, Southold
Local residents seek a reduction in the speed limit on that road from 35mph to 30mph. Pete
Harris reported that he had explained to those residents that a request from the local Property
Owners Association would be necessaryfor that request to be considered.
Speed Limit Reduction Request- Factory Avenue & Old Sound Avenue, Mattituck
Councilman Ruland forwarded an email from local residents requesting a reduction in the speed
limit in that area from 35mph to 30 mph. After consideration, the Commission deems a 35mph
limit to be appropriate for that area.
With respect to setting speed limits, the Town Attorney confirmed that, under the NY State
Vehicle & Traffic Law, municipalities with populations in excess of 50,000 may set local limits.
However, the population of the Town of Southold is below that threshold.
Planning Board Requests
Town Comprehensive Plan
Issuance of the Transportation & Infrastructure Chapter has now been delayed to February 2014.
~neyard 48 & Parking/Traffic Problems, Cutchogue
The Planning Board is working on a proposal for parking regulations at that venue.
Current Transportation Issues
Southold Bus Shelter
Due to vacations at SCDPW, further action is pending.
Orientation /Interpretive Signage Protect -RBA Phase II
Neb reported to the Town Board that, due to the impact of NYSDOT regulations, there are
insufficient funds to complete the project calling for four kiosks and three signs. It is understood
the Town Board will consider funding the estimated $30,000 required to complete the project.
North and South Forks Winery Shuttle Loops -Hampton Jitney
A $365,000 grant has been received to fund that initiative for a limited time period. Advertising
placements in Brooklyn and Manhattan are also included in the program.
Partial Restoration of North Fork Weekend Service - LIRR
Seasonal weekend service will be extended for an additional ten weeks, with apportionment
details to be advised.
Old Business
Fleet Fuel Management
Margaret and Heather reported that the concept, as proposed, is being abandoned as
unworkable. However, Tom Fox suggested that a fuel purchasing consortium only, composed of
East End towns, municipalities, school districts and other entities be considered as an alternative.
New Business
Railroad Museum of Long Island
Jim Baker reported that the museum is hosting its "Family Weekend" on August 24`h and 25`h.
Next Meeting
The next meeting will take place on September 23, 2013 at 10:00 AM in the conference room at
Town Hall.
