Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project seeks to resheathe on its landward side an existing timber bulkhead with vinyl sheathing to maintain the integrity of the structure and thus the property's historical method of protection against erosion and flooding; and to resheathe and extend the existing return to prevent erosion resulting from outflanking of the existing return as began to occur during Hurricane Sandy. Thus, the project will effectively maintain the historically preexisting conditions along this bulkheaded shoreline without any change in or significant adverse impact on the adjacent unvegetated wetlands area or tidal waters of the Town, as the resheathing and proposed return extension will occur landward of the existing bulkhead and return, landward of the intertidal & wetland areas. ~oard o£ Trustees Applica~n COASTAL EROSION APPLICATION DATA Purposes of proposed activity. To resheathe an existing bulkhead to maintain the integrity of the structure and to extend its existing easterly return to prevent erosion resulting from outflanking of the landward end of the existing return, as began to occur during Humcane Sandy. Are wetlands present within 100 feet of the proposed activity? No X Yes Does the project involve excavation or filling? No X Yes [f Yes, how much material will be excavated? IJ~A (cubic yards) How much material will be filled? 50+~- (cubic yards) Manner in which material will be removed or deposited: Approximately 50 cubic yards clean sandy fill will be dumped and graded behind the bulkhead and return to backfill and restore storm eroded area around landward end of return. Describe the nature and extent of the environmental impacts reasonably anticipated resulting from implementation of the project as proposed. (Use attachments if necessary) The project seeks to resheathe on its landward side an existing timber bulkhead with vinyl sheathing to maintain the integrity of the structure and thus the property's historical method of protection against erosion and flooding; and to resheathe and extend the existing return to prevent erosion resulting from outflanking of the existing return, as began to occur during Hurricane Sandy. The existing, developed site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977, and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location. Without maintenance of the bulkhead, the subject and westerly bulkheaded adjacent property would be exposed to severe erosion, flooding, and damage to the residential structures located thereon, and without the proposed extension of the return, the upland would remain vulnerable to erosion caused by the outflanking of return at the easterly side of the property. The project will thus maintain and enhance the function of the existing erosion protection stmcture without causing an increase in erosion of the site or neighboring locations. bizzo SEQR PROJECT ID NUMBER APPENDIX C STATE ENVIRONMENTAL QUALI EVIEW SHORT ENVIRONMENTAL ASSESSMENT FORM for UNLISTED ACTIONS Only PART 1 -PROJECT INFORMATION (To be completed by A plicant or Project Sponsor) 1. If an application for the proposed action has been filed with the Town of Southold agency, the following information shall be provided: (a) Name of applicant: The Mary DeMartino Qualified Personal Residence Trust (b) Mailing address: Elaine Maas, Trustee 1 Smith Lane, Stony Brook, NY 11794 (c) Telephone number: Area Code 631-751-0245 (d) Application number, if any: Will the action be directly undertaken, require funding, or approval by a state or federal agency? Yes ®No ? If yes, which state or federal agency?DEC, COE, DOS C. Evaluate the project to the following policies by analyzing how the project will further support or not support the policies. Provide all proposed Best Management Practices that will further each policy. Incomplete answers will require that the form be returned for completion. DEVELOPED COAST POLICY Policy 1. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. See LWRP Section III -Policies; Page 2 for evaluation criteria. Yes ~ No ®Not Applicable Attach additional sheets if necessary Policy 2. Protect and preserve historic and archaeological resources of the Town of Southold. See LWRP Section III -Policies Pages 3 through 6 for evaluation criteria ? Yes ? No ® Not Applicable Attach additional sheets if necessary Policy 3. Enhance visua? quality and protect scenic resources throughout the Town of Southold. See LWRP Section III -Policies Pages 6 through 7 for evaluation criteria ? Yes ? No ®Not Applicable Attach additional sheets if necessary NATURAL COAST POLICIES Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III -Policies Pages 8 through 16 for evaluation criteria ® Yes ? No ? Not Applicable The project seeks to resheathe on its landward side an existing timber bulkhead with vinyl sheathing [o maintain the integrity of the s[mcmre and thus the property's historical method of protection against erosion and flooding; and to resheathe and extend the existing return to prevent erosion resulting from outflanking of [he existing return, as began to occur during Hurticane Sandy. The existing, developed site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977, and there is no viable non-structural alternative means of maintaining and protecting [he upland portion of [he property in its torten[ location. W i[hout maintenance of the bulkhead, the subject and westerly bulkheaded adjacent property would be exposed to severe erosion, flooding, and damage to [he residential structures located thereon, and without the proposed extension of [he return, the upland would remain vulnerable [o erosion caused by [he outflanking of remm at the easterly side of [he property. Therefore the project is consistent with Policy 4. Attach additional sheets if necessary Policy 5. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III - Policies Pages 16 through 21 for evaluation criteria ®Yes ? No ? Not Applicable The project is consistent with Policy 5 to the extent that [he existing bulkhead will be resheathed and the rettitn extended using untreated vinyl sheathing. Attach additional sheets if necessary Policy 6. Protect and restore the quality and function of the Town of Southold ecosystems including Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III -Policies; Pages 22 through 32 for evaluation criteria. ® Yes ? No ? Not Applicable The project will effectively maintain the >~cally preexisting conditions along this bulk~d shoreline without any change in or significant adverse impact on the adjacent unvegetated wetland azea or tidal waters of the Town. Therefore, to the extent Policy 6 is applicable to the project, the proposed work is consistent with the policy. Attach additional sheets if necessary Policy 7. Protect and improve air quality in the Town of Southold. See LWRP Section III -Policies Pages 32 through 34 for evaluation criteria. ? Yes ? No ® Not Applicable Attach additional sheets if necessary Policy 8. Minimize environmental degradation in Town of Southold from solid waste and hazardous substances and wastes. See LWRP Section III -Policies; Pages 34 through 38 for evaluation criteria. ? Yes ? No ®Not Applicable PUBLIC COAST POLICIES Policy 9. Provide for public access to, and recreational use of, coastal waters, public lands, and public resources of the Town of Southold. See LWRP Section III -Policies; Pages 38 through 46 for evaluation criteria. ® Yes ~ No ? Not Applicable Insofaz as Policy 9 can be applied to the current project, the project is consistent with Policy 9 because the proposed project will in no way impede or preclude public access along the adjacent shoreline, as all work will occur landward of the existing bulkhead and return, landwazd of the intertidal and wetland areas. Attach additional sheets if necessary WORHING COAST POLICIES Policy 10. Protect Southold's w~ dependent uses and promote sit~of new water-deQendent uses in suitable locations.
