Main Rd. & Youngs Ave.) H ~e Telephone: 631 765-1938 Southold, NY 11971 ~ ~ ~p Fax: 631 765-3136 o~yCOU~,N~ LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Jim King, President Town of Southold Board of Trustees From: Mark Terry, Principal Planner LWRP Coordinator Date: July 9, 2013 Re: LWRP Coastal Consistency Review for DAVID TURNER SCTM#1000-80-1-47.1 DAVID TURNER requests a Wetland Permit to replace the existing 60' long by 6' high bulkhead in- place using vinyl sheathing; two (2) side returns to remain in-place; replace existing 3' wide stairs with handrails to bulkhead; add 24 cubic feet of clean sand fill at bulkhead; a 10' wide non-turf buffer to be installed along the landward edge of the bulkhead; one tree to be removed; install approximately 300sq.ft. on-grade patio using loose laid tiles; demolish existing residence down to foundation; repair existing foundation and construct an approximately 2,800 square foot dwelling; demolish existing garage and construct a 26'x24' garage; three (3) drywells to be installed for roof rain water; construct new crushed stone driveway; replace existing septic system landward of residence; and demolish existing shed. Located: 640 West Shore Drive, Southold. SCTM# 80-1-47.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterrront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my determination that the proposed action is CONSISTENT with the below listed LWRP polices and therefore CONSISTENT with the LWRP Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. The bulkhead is 60' in length 6' in height. There ate two side renuns that will remain it place. I'he bulkhead will be gray vinyl sheeting. The existing bulkhead was permitted and built in 1977. 'I"he 3' wide stairs to the edge of the bullhead will be wood wdth handrails at each side. There will be 24 cubic feet of clean sand fill at the bulkhead. Landscape & site development The initial 10' at the top of the embankment facing the water will he planted with indigenous plants in coordination with the "Town of Southold. One existing tree in tine center of dte property will be removed. On the waterside of the residence with be approximately 30(1 SF of loose. laid tiles with spacing between the tiles to allow permeability Eor the storln runoff. A new crushed stone driveway leading to the garage will. be installed. ':There will be 3 drywalls for roof rain water. Residence Reconstruction and Extension: 'l"hc existing two story one family residence will be demolished down to it's foundation. "I'he csisting garage will be completely demolished and the shed will be, completely demolished. The existing foundation will he repaired with the deteriorated block portion at the north replaced with cast in place concrete. 'The two story structure will be reconstructed into a single story facing the water. On the south side (facing the roan) there will be. a two story extension. There will be a total of 4 bedrooms with three bathrooms. "I'he existing residence including garage (but not the shed) is approximately 2,000 SF.
