It is recommended that the Board clarify the location. Patricia C. Moore, Esq. on behalf of FEHIM &SEVGI UYANIK request a Wetland Permit and a Coastal Erosion Permit to construct alterations to the existing 45.3'x24.6' two-story dwelling including roof pitch; construct aone-story 55'x46' addition to existing dwelling with a 10'x33' patio on grade; cut back existing 440sq.ft. patio adjacent to top of bluff/bank and reduced in size to 200sq.ft.; install new sanitary system in front yard more than 100' from bulkhead; drywells in conformity with drainage code; a line of staked hay bales installed along top of bluff/bank prior to and during construction. Located: 54875 County Road 48, Southold. SCTM# 44-1-4 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the denoted following Policy Standards and therefore is INCONSISTENT with the LWRP. Policv Standards 4.1 Minimize losses of human life and structures from flooding and erosion hazards. The following management measures to minimize losses of human life and structures from flooding and erosion hazards are suggested: A. Minimize potential loss and damage by locating development and structures away from flooding and erosion hazards. 1. Avoid development other than water-dependent uses in coastal hazard areas. Locate new development which is not water-dependent as far away from coastal hazard areas as practical. b. Avoid hazards by siting structures to maximize the distance from Coastal Erosion Hazard Areas. The proposed use is residential and therefore is not a "water dependent use". The proposed additions are not located "to maximize the distance from the Coastal Erosion Hazard Area". Due to the depth of the lot (430'+), there is ability to site the proposed additions further away from the CEHA to minimize the potential of future structural loss. As such, we do not attribute every hour of every day to a specific project, we are here to assist as needed and as called upon. As we have discussed previously, it is not a productive use of anyone's time to attempt to reconstruct what time was spent on what project years after the fact. In order to account for grant- reirnbursable time, we need to know 1) what grants we have and what they are for, 2) whose time can be charged to each grant, 3) what tasks are reimbursable and 4) how much time can be charged to each task item. To date, I know of only one grant that I am included in, the modeling grant which I assisted you in preparing. Other than that, I am unaware of any other grant that I can charge time to. I am not comfortable with having my tune assigned to a grant after the fact. As a licensed professional, I will only certify that my time was spent on a specific task and grant if I can back it up with my own documentation. This is non-negotiable on my part. If you would like the remainder of Hashamomuck completed immediately, please indicate whether you want the estimates prepared as in-house or bid out. Suffolk County is reimbursing the "hown 100% for monies spent to accomplish Task 7: DNA Source Tracking Analysis and 'T'ask 9: Flushing Rate Analysis Report which we contracted with Cornell Cooperative Extension of Suffolk County to accomplish. The Town has also contracted with E-design Dynamics to conduct a bathymetric study of the inlet. Note that this contract exceeds the County funding and I was hoping to recapture the difference (50%) from the State in the future. 3/27/2013 To date the Town has spent $41,618.65 on these tasks. Does this money qualify for re-imbursement (50%) even though the County is reimbursing the Town? I have attached a proposed funding source table so we can discuss this (confusing) scenario. The First was related to a request for a section detail of the Laurel Ave Drainage Swale. This was detailed by Section "B" located on sheet B-1 for Project # 2 -Sheet 2 of 3. It shows the outtall and concrete headwall with rip rap at the beginning of the Swale. The horizontal dashed lines shown in the detail are elevation contours indicating a depth of 5'. The reference to vegetated planting is in the note on this section and on the plan detail as well. The written specification gets more specific as to where, when & how to plant the area. The very bottom of the Swale will be left natural /existing sand & gravel. Above the slope we will be placing topsoil & Grass Seed. The second question refers to Project # 3. Before the retrofit, all storm water reaching the old catch basin at this location would be directed to the overFlow Swale. 6/21/2012 In this project, we installed two 8' diameter x 8' deep leaching pools on either side of the inlet catch basin. The inlet catch basin is also a leaching pool that is 8' diameter x 4' deep and will provide leaching capacity. In all, the drainage capacity for this location is over 1,500 Cubic Feet of storage. Together with the leaching capability of the sand soil there is more than adequate recharge capability at this location. The 12" outfall was designed to take care of the extreme storm event such as a hurricane. The proposed use is residential and therefore is not a "water dependent use . Due to the depth of the lot (430'+), there is ability to site the additions further away from the Coastal Erosion Hazard Area and minimize the potential of future structural loss.
