No permits were found for the structures. It is recommended that the Board clarify the action. It
is my understanding that the applicant proposes to reconstruct the bulkhead and retaining wall.
The description below includes other un-permitted structures.
Environmental Consulting, Inc. on behalf of ILSE TROMBONE requests a Wetland Permit to
reconstruct the existing bulkhead in-place and add two 10' returns to each end for a total length of
185'7"; reconstruct existing +/-35'6" long retaining wall in-place; for the existing 10'x10' beach house
with 10'x10' deck area on top that extends to an existing 13'x22' patio on top of retaining wall, an
existing 16'x12' platform that the beach house sits on with a 6 square foot platform abutting the deck
with 4'x7'6" stairs to beach, and existing 2'x11'2" stairs from upper deck to lower deck to remain.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed actions
are CONSISTENT with the LWRP provided that the Board:
1. Preserve the existing vegetation on the bluff/bank slope to the greatest extent practicable
and establish a vegetated buffer (10' wide landward from the top-of-bluff/bank.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

A. INSTRUCTIONS ~
1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.

The Beach House on the Trombone Property is 10' x to'. This Beach House sits on a platform that
is 16' x 14'.
y There is a deck area on top of the Beach House that is also l0' x l0', and extends to the patio on
top of the existing retaining wall.
The stairs from the upper deck to the lower deck are 2' wide, and are 11'2" long.
The Beach Access Stairs are 4' wide, and 7'6" long, with a 6 square foot platform abutting the deck

Project Description The construction of the bulkhead will follow these guidelines:
Applicant proposes to reconstruct the existing wooden bulkhead that
was damaged by Hurricane Sandy. The reconstructed bulkhead will All timber to be No. 2 Grade or Better
be constructed with Vinyl Sheathing instead of untreated wood. The Stagger joints of front and rear wales
existing shed, deck, and beach access stairs will remain unaltered.
