Gerard E. Meyer, Architect on behalf of SHAMGAR CAPITAL, LLC, Go DANIEL BUTTAFUOCO requests a Wetland Permit to construct additions and alterations to existing two-story single family dwelling of a 119.4' x 120.8' addition at the north-east corner; aone-story 125.33' x 127.33' addition at the north-west corner to expand the garage; a proposed t12' x 119' one-story roofed-over porch on westerly side; remove existing easterly wood deck and construct atwo-level 8' to 12' deep by 65.42' long open porch; remove existing and construct new second story and new third-story attic/living area; install new 3' deep footings and foundations around the perimeter of the proposed additions; remove existing sanitary system and install new sanitary system further landward; the installation of gutters to leaders to drywells on the dwelling; and to reconfigure the existing driveway and add drainage for runoff. SCTM# 70-13-20.7 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the below listed policy and therefore CONSISTENT with the LWRP provided that: In the event the action is approved it is recommended that the Board establish a landscaped buffer (excluding the existing beach access area) be required landward of the bulkhead to further Policy 6; Protect and Restore the Quality and Function of the Town of Southold Ecosystem (D) below. An example definition of a landscape buffer follows for your use: LANDSCAPED BUFFER --Aland area of a certain length and width which is planted with indigenous, drought-tolerant vegetation similar to that found within the immediate proximity of the parcel. Vegetation shall be installed in sufficient densities to achieve 95% ground cover within two years of installation. Survival of planted vegetation shall be 90% for a period of three years. Maintenance activities within the buffer are limited to removing vegetation which is hazardous to life and property, trimming tree limbs up to a height of 15 feet to maintain viewsheds, replanting of vegetation and establishing afour-foot-wide access path construct~ad of pervious material for access to the water body. The project will expand the footprint of the house with an addition at the north-east corner of the house (approximately 19.4' x 20.8') to square off the structure and form a full rectangular shape. There will be a one story addition at the north-west corner of the dwelling to expand the existing attached garage, approximately 25.33' wide x 27.33' long. Many of the interior partitions of the first floor will be modified or removed to convert certain rooms into other spaces and different uses. We proposed the construction of a one story roofed over porch at the westerly side of the house near the entry area (approximately 12.0' deep x 19.0' wide) and a two level open porch across the easterly side of the house, 8.0' deep by 65.42'long, with a slightly widened deck area at the south-east corner that will project a total of 12.0' from the main dwelling. The ground floor level of the open porches will be constructed to allow any storm water run-off to penetrate to the area below and percolate into the ground. This proposed construction will require the removal of an existing wood deck (approximately 20.0' deep x 18.0' wide) located at the easterly side of the house that currently projects out further and closer to the bulkhead and water than the proposed additions and new porches. The project will also remove and replace the current partial second floor with a new full second story and a new attic area. A small portion of the attic area will be built and be finished off to be deemed a third story. This finished off portion is less than one third of the total attic area and less than 12 percent of the floor area of the second floor below, The current structure has a partial basement area below, but the proposed additions will be constructed with new crawl space areas. Therefore, there will be very little excavation; just enough to install new three (3) foot deep footings and foundations around the perimeter of the additions. We do not anticipate the removal of any l r excavated materials from the site nor the need for any additional fill to be brought in. Variances were granted by the Town of Southold Zoning Boazd of Appeals for the proposed construction that will occur up to a 57 foot setback from the existing bulkhead. An additional variance was also granted to allow a partial third floor area whereby a small portion of the attic will be allowed to be finished fora "third story livable area" and provide access to a third floor level outdoor Observation Deck. A copy of each of those Zoning Board of Appeals decisions is enclosed herein. The exterior aesthetics of the altered house will include new siding of a cedaz shingle look with white trim & corner boazds, decorative columns at the open porches, an Architectural and dimensional style roofing material and wood (or synthetic composition style) decking at the open porch areas. We propose new windows and. doors allowing more viewing. opportunities to the east towazds Southold Bay. The house will not be expanded towards any of the neighbors and will therefore not pose a problem to the privacy of the adjoining property owners. The residence currently has a sanitary septic system located east of the structure. The project proposes eliminating this current system and creating a new sanitary septic system to the west of the house. This new system will be more landward and further away from Southold Bay. The project proposes the re-directing of the current driveway, but the majority of the current landscaping and vegetation will remain "as is". Every effort will be taken to maintain the conditions of the existing site and water-run-off protection will be provided as required to ensure site containment. New storm water 2 . ~ collection drywells will be installed and the roof gutters & leaders will be tied directly into those drywells. We are currently applying to the DEC and the Suffolk County Department of Health for their respective reviews and approvals. If all of the permits are acquired in time, we hope to start construction this fall and to be complete and ready for occupancy by the Spring of 2014. The majority of the construction is located away from the wetlands and tidal waters near the proper. Therefore, with proper protection and precautions, there should be no effect to the environmental sensitive areas on or near the property. There are no known prior operations conducted on this premises that involve the erecting of structures or to dredge or deposit fill on said premises other than the original building permit to construct the single family residence that currently exists. A copy of the original Building Permit, Certificate of Occupancy and pertinent paperwork for said structure is attached to this application. We have also enclosed four (4) photographs of the existing house structure on this subject property. These photographs were taken at noon on May 2, 2013.
