Date: August 14, 2013 Re: LWRP Coastal Consistency Review for of MARY DeMARTINO QUALIFIED PERSONAL RESIDENCE TRUST SCTM#1000-26-2-26 En-Consultants on behalf of MARY DeMARTINO QUALIFIED PERSONAL RESIDENCE TRUST requests a Wetland Permit and a Coastal Erosion Permit to re-sheathe the landward side of approximately 142 linear feet of existing timber bulkhead with vinyl sheathing; re- sheathe landward side of existing +/-18' easterly timber return with vinyl sheathing and extend vinyl sheathing approximately 10' landward (north); install "sister pilings" on seaward side of existing bulkhead and return; backfill and re-nourish storm eroded areas landward of return with approximately 50 cubic yards of clean sand to be trucked in from an approved upland source; and replant disturbed portions of +/-15' wide vegetated slope with native vegetation. Located: 1500 Willow Terrace Lane, Orient. SCTM# 26-2-26 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the denoted following Policy Standards and therefore is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Not Applicable The project seeks to resheathe on its landward side an existing timber bulkhead with vinyl sheathing [o maintain the integrity of [he structure and thus [he property's historical method of protection against erosion and flooding; and to resheathe and extend [he existing remm [o prevent erosion resulting from outflanking of [he existing return, as began to occur during Hurricane Sandy. The existing, developed site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977, and there is no viable non-stmctural alternative means of maintaining and protecting [he upland portion of [he property in its current location. W i[hout maintenance of [he bulkhead, [he subject and westerly bulkheaded adjacent properly would be exposed to severe erosion, flooding, and damage to the residential structures located [hereon, and without the proposed extension of the re[urq the upland would remain vulnerable [o erosion caused by the outflanking of return at the easterly side of the property.
