Minutes & Discussion Notes from Meeting held
Tuesday, July 30, 2013 at 7:00 p.m.

Commencement:
• The meeting began at 7:10 p.m. with five LPC members present.
Adoption of Meeting Minutes:
• Acceptance of LPC meeting minutes from June 25, 2013
HOLD - no voting quorum as Lillian Ball and Anne Murray were unable to vote as they were not in
attendance for the 6/25/13 LPC meeting.
• Acceptance of LPC meeting minutes from July 9, 2013
MOTION made by Lillian Ball, seconded by Anne Murray, to accept the 7/9/2013 LPC meeting
minutes as amended.
Motion carried: 4/0/1 (Eric Keil abstained as he was not in attendance for the 7/9/13 LPC meeting)
Land Preservation Applications and Inquiries:
• STATUS OF PENDING PROJECTS AND INQUIRIES
Melissa Spiro, Land Preservation Coordinator presented status of pending projects and inquiries and
the following was noted:
o Maaratooka North, LLC -project closed on 7/30/13
o Macari -Melissa and John still working with feds on easement language re: subdivision
waiver.
o Mayne -Mary Wilson, Esq. (LPC special counsel) found that the Quit Claim Deeds received
were not completed correctly. Since the landowner has not obtained his own legal counsel,
LPC is requesting that Town's special legal counsel prepare the Quit Claim Deeds for the two
siblings in order to move this project towards closing.
Applications & Inquiries for Uses or Structures on Preserved Property:
• SCTM #1000-121-7-14 & 120-3-8.38, 42, 44 (FARMVEU SUBDIVISION OPEN SPACE)
Review application re: potential donation of Subdivision Open Space
Melissa Spiro, as Land Preservation Coordinator, has had several meetings and telephone calls with
Frank Mele, President of Farmveu Homeowners Association, inquiring about the donation of its
subdivision open space land to the Town of Southold. The homeowners association has not yet met
to vote on said donation of land.
Melissa provided background information dating back to when the Farmveu subdivision was
approved, including recorded covenants and restrictions.
LPC is favorable to recommending that the Town Board accept the donation if the homeowners
association votes in favor of donating these parcels to the Town. In the event, the association votes
against said land donation, the LPC would like to ask that the association consider a trail easement to
connect trails with Laurel Lake Preserve.

Update re: status
Mary C. Wilson, Esq., as LPC special legal counsel, recommends that the LPC not accept this
donation of land from the property owner due to issues with the right-of-way that runs along the
southern boundary line which provides access to several residential homes located along the private
roadway.
LPC would like to explore options for dealing with the right-of-way issue with the adjacent landowners
so that acceptance of the donation would not include possession of the right-of-way (lot line change
possibility) and eliminate any Town responsibility towards its upkeep and maintenance.

General Land Preservation Items:
• UPDATE FROM JULY 23rtl SUFFOLK COUNTY FARMLAND MEETING
Melissa gave highlights of agenda item project relating to the Town of Southold.
o Lavender by the Bay (East Marion) -was granted approval for the construction of a gazebo
in the lavender field
o Dorset Farms (Cutchogue) -was granted approval for their proposed "Dinner in the Vines"
events.
o Sepenoski Farm - (Rt 48, Peconic) -County farmland application was approved for next step
in County application procedure
o Chapter 8 -revisions will be introduced soon to County Legislature.
• FY 2014 LAND PRESERVATION AND COMMUNITY PRESERVATION BUDGET
Melissa noted that she is working on propose budget. Intends to request budget similar to that of
current year. No major changes.
• ANNUAL FISHERS ISLAND TOWN BOARD MEETING: Wednesday, August 7, 2013
RSVP no later than Friday, August 2ntl. John Sepenoski will be attending.

• The next regular meeting will be on Tuesday, August 20, 2013 at 7:00 p.m.
Adjournment:
• The meeting was adjourned at 8:53 p.m. by the five attending LPC members.
