'C®btly ~ ~v`CfI®I.ll ~I®USINU I4D1lIS®IZY C®~iI~iIISSI®1V MEETING MINUTES x*.4 t MEETING #85 August 14, 2013 Present: John Viteritti, Michael Herbert, Frederick Andrews, Rona Smith, LeRoy Heyliger, Beth Motschenbacher, Dan Sarnowski, Jeanne Kelley and Phillip Beltz. Excused/Absent: John Vahey, Eric Dantes and Councilman Chris Talbot. Meeting began at 5:35 p.m. Approval of Minutes: The minutes of July 10, 2013 were approved. CPF Tax Exclusion for First-Time Homebuyers: Letter was mailed and Phillip will follow-up with Assemblyman Thiele and Senator LaValle. Habitat for Humanity: Town Board approved Community Development grant funding towards demolishing the blighted property. Phillip reported that several residents of Greenway have expressed concern about the project and specifically that there is a Homeowners Association. Supervisor Russell will meet with some of the neighbors on August 23'' and Dan volunteered to attend the meeting on behalf of HAC. Prospective Development of Apartments: The prospective developer met with Heather and Phillip indicating that he will provide preliminary site plan application to be shared with the Planning Board and HAC. Phillip stated that there is also an additional prospective development to convert an existing building to apartments-this is a preliminary concept and will be further explored. Accessory Apartment Recommendations to the Town Board: After review of previous recommendations to the Town Board, agreement to recommend to Town Board modification of the code to remove the date of 2004 and allow "as of right" including new construction as it will most likely be more affordable to create at construction rather than adapt to existing building. Review of Resale Formula: Rona presented a formula relating to the increase of median income however it did not provide significant difference than the current CPI increase. Review and Comments of Housing Policies and Procedures: Comments made that will be amended to the document. Review and Comments of Permanent Fixed Improvements Policy: Comments made that will be amended to the document. Phillip will check with Town Assessor and Town Attorney regarding inclusion of comment from John Viteritti regarding "possible reassessment of property at resale." Fall Housing Forum-Housing Options for Seniors: Agreement to set date before Thanksgiving at central location, possibly Peconic Lane Community Center. It would be beneficial to have a "Housing Resource Directory" as many seniors will likely want to know what options already exist for them. Phillip will meet with the Town's Senior Services Director, Karen McLaughlin, to discuss. To date the following invitees/topics are suggested: • SC Office for Aging: Housing Initiatives??? Discussion of Naturally Occurring Retirement Communities (NORC)??? • SC Bar Association: Elder Law • Family Service League: HOME Share program • North Fork Housing Alliance: Home Repair and Weatherization programs • Southold Senior Services: Residential Repair program • Supervisor Russell: Southold Accessory Apartment Code • John Viteritti: Reverse Mortgages Any additional topics will be discussed and finalized at the next meeting. Cottages at Mattituck Annual Certification: Letters have been mailed requiring certification that homes are not being rented.
