'C®btly ~ ~v`CfI®I.ll ~I®USINU I4D1lIS®IZY C®~iI~iIISSI®1V MEETING MINUTES x*.4 t MEETING #84 July 10, 2013 Present: Frederick Andrews, John Vahey, Eric Dantes, Rona Smith, LeRoy Heyliger, Beth Motschenbacher, Dan Sarnowski, Jeanne Kelley, Councilman Chris Talbot and Phillip Beltz. Excused/Absent: John Viteritti and Michael Herbert. Meeting began at 5:32 p.m. Approval of Minutes: The minutes of June 12, 2013 were approved. Proposed CPF Tax Exclusion for First-Time Homebuyers: Phillip reported that Fred provided an engaging discussion with the Town Board at their June 18`h meeting and that they agreed to proceed with the recommendation to offer the CPF tax exemption for first-time homebuyers. The Town Attorney is drafting proposed legislation to be forwarded to State Senator LaValle and Assemblyman Thiele. Habitat for Humanity Letter: They have requested that Southold allocate $10,000 of Community Development Block Grant funding for demolition of the site as well as waive tipping fees of the demolition. Councilman Talbot assessed it would be approximately $2,000. All in favor to support. Donation of House: An individual living near Paradise Point is planning a major renovation of his property and is willing to donate his existing house to anon-profit. Although cost-prohibitive, Habitat will meet with them to determine if it is worthwhile. Update of Prospective Development of Apartments: No report. Comments on Zoning Board of Appeals Memo re Accessory Apts: Phillip will email the original document of "recommendations to the Town Board" regarding accessory apartments for HAC to review and discuss before making any recommendations to the Town Board. Letter to USDA: Sent several weeks ago. Cottages at Mattituck Update: An additional six month pre-possession agreement has been passed by the Town Board as an applicant awaits approval for mortgage. In addition, a unit (745 Cottage Way) has submitted intent to sell-resale price is $191,731. Applicant on the waiting list from the previous lottery, Darren Hinderlighter, has been contacted. 2011 Housing Profile: HUD document distributed. Fall Housing Forum-Housing Options for Seniors: At the next meeting a list of prospective invitees with topics will be developed. Discussion of "elder law" should be someone in government (e.g. SC Bar Association and/or S.C. Office for Aging, etc.) Review of Resale Formula and Transfer of Subsidies: Rona and John will prepare a recommendation for future resale formula that will be tied to income, such as Federal Home Finance Agency index, etc. Phillip will email whatever data he has on change of Nassau/Suffolk income through the years. Other: Dan distributed a copy of article on Summerwind Square apartments that opened in downtown Riverhead. Phillip suggested that he email HAC the Affordable Housing Policies and Procedures (last reviewed in 2011) for review and discussion at the next meeting.
