Minutes & Discussion Notes from Meeting held
Tuesday, June 11, 2013 at 7:00 p. m.

Commencement:
• The meeting began at 7:17 p.m. with five LPC members present.
Adoption of Meeting Minutes:
• Acceptance of LPC meeting minutes from May 14, 2013
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 5/14/2013 LPC
meeting minutes.
Motion carried: 4/0/1 (Eric Keil abstained as he was not present for 5/14/2013 LPC meeting)
Land Preservation Applications and Inquiries:
• STATUS OF PENDING PROJECTS AND INQUIRIES
Melissa Spiro, Land Preservation Coordinator presented status of pending projects and noted the
following:
MACARI -Still waiting for closing date. Trying to get subdivision waiver approved by USDA-NRCS
for grant funding.
SIDOR -Cooperative Agreement received from USDA-NRCS for grant funding towards purchase of
development rights easement. Cooperative Agreement includes restriction which prohibits agricultural
subdivision. Melissa working with USDA-NRCS to include allowance for agricultural subdivision
before agreement can be executed. Easement purchase contracts are with landowners for signature.

Review item in Environmental Site Assessment Report
Eric Keil was not present during this discussion item as he has a personal interest in the project.
LPC members discussed ESA Summary that disclosed debris along northern boundary line and
suggested that said debris be removed although it is not expected to adversely impact the subject
property. LPC found that the old deteriorating wooden pallets piled in the shrubbery had likely been
from agricultural use and were not impacting the farmland area.
LPC then requested Eric's attendance as landowner to discuss possible removal. With Eric Keil being
present, it was agreed that if the debris was found to be within the property boundary line, then
landowner would remove debris found there by the end of winter season in 2014. If debris is found to
be on neighboring property, then it would remain as is.

Review PRD/OS application
Melissa Spiro was looking into preservation options for this parcel. She had contacted NYS DEC and
is waiting for a response to set up a site visit with them.

Review Open Space inquiry
Landowner is exploring preservation options for property located next to Mill Road Preserve. LPC has
interest in open space purchase of offered acreage; however, purchase funding for open space is
limited at this time. Decision was made not to pursue at this time.

Update re: status
Title report has disclosed that there are two other living persons (siblings of Frederick Mayne) having
an interest as residuary beneficiaries that the Town was not aware of at time of public hearing and
contract signing.
LPC's attorney to send letter to landowners explaining options necessary to proceed.
Addition to Agenda:
• SCTM #1000-81.-1-24.3 (PARADISE POINT)
Inquiry
Landowners have contacted both Peconic Land Trust and The Nature Conservancy to explore
preservation options fora 2.5 acre beachfront property that sustained damage (loss of structure)
during Super Storm Sandy. They are not in favor of the end result including public access.
LPC was not in favor of recommending a purchase without public access.
Applications & Inquiries for Uses or Structures on Preserved Property:

Applicant to present additional information re: request for use/structures within PDR
easement (Joanne Showalter -appointment)
Joanne Showalter presented a Pasture Management Plan for the farm.
LPC will review information in further detail.
Stewardship and Management:
• TRAIL MAINTENANCE STANDARDS
Melissa Spiro suggested inviting Jeff Standish, Director of Public Works, to attend next LPC meeting
and subsequent meetings throughout the year to move forward with plans for trail maintenance at
Town preserves. It has been found that certain trail projects have not yet been implemented or those
that were started, were not followed-up. LPC agreed that open discussions with Jeff were necessary
and to ask Jeff to attend the next LPC meeting if he is available.
General Land Preservation Items:
• LAND PRESERVATION BOND
Update re: Town Board work session items
Supervisor Russell discussed bond issue with Town Board at their meeting held on June 4, 2013.
Town Board was concerned with impact of this bond debt to the general fund along with other major
projects that need to be addressed in the Town while still staying below the mandatory 2% cap.
Town Board will discuss issue when dealing with the 2014 Town Budget.
Informational:
• PAUL STOUTENBURGH PRESERVE DEDICATION -Thursday, June 13th @ 1:00 p.m.
Used boardwalks have been installed at site by DPW which may eliminate need for proposed bridge
construction and permit application to the DEC. Grounds have been mowed, garbage removed, and
sitting bench has been returned.
Next Regular Meeting:
• The next regular meeting will be on Tuesday, June 18, 2013 at 7:00 p.m. Lillian Ball will be unable
to attend this meeting.
Adjournment:
• The meeting was adjourned at 9:07 p.m. by the five attending LPC members.
