A meeting of the Southold Town Conservation Advisory Council was held Wed., June 12,
2013 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30 PM by Chairman Peter Young.
REPORTS
Audrey Horton attended the regular meeting of the Board of Trustees on Wed., May 15,
2013. She was pleased that the Trustees were enforcing the requirement of non-turf
buffers. She also brought to the attention of the Trustees that site plans were not included
in the application packets making it difficult for the CAC to conduct a thorough review.
This will be further discussed with the Trustees' office. In the meantime, several CAC
members with create a model application packet, as a suggestion to the Trustees, to be
discussed at a future CAC meeting.

William McDermott suggested Joe Finora, Jr. attend a future CAC meeting. He is running
for Trustee this Fall and would like to get to know the committee.
APPROVAL OF MINUTES
Moved by John Stein, seconded by William McDermott, to Approve the Minutes of May 8,
2013.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT 8~ COASTAL
EROSION PERMIT APPLICATIONS
HARRINGTON FAMILY LIMITED PARTNERSHIP CIO DAVID HARRINGTON to
reconstruct 138 If. of 5' wide fixed wood pile and timber pier including four batter braced
tie-off piles and ladders waterward of the apparent high water line. Relocate 4' wide stairs
with a new 5'X 4' fixed landing and reconstruct an existing wood access ramp landward of
the apparent high water line.
Located: Private Rd. on Clay Point, Fishers Island. SCTM#2-1-12
The CAC did not make an inspection, therefore no recommendation was made.
ALEX WILMERDING to construct 47 If. of 4' wide fixed wood pile and timber pier
including 4 tie-off piles and an 8'X 16' float with associated hinged ramp and restraint
pilings all waterward of the apparent high water line. The overall length of the pier is 50 If.
Located: 4997 Equestrian Ave., Fishers Island. SCTM#9-9-3.1
The CAC did not make an inspection, therefore no recommendation was made.
RALPH CARBONE to demolish portions of existing dwelling, covered porch and deck;
construct new front porch, stairs, open decks and screened porch; construct new deck
over roof of great room; new dormer; open deck over screened porch; new roof over
existing Captain's walk; and 10' dia. stair tower.
Located: East End Rd., Fishers Island. SCTM#1-2-5
The CAC did not make an inspection, therefore no recommendation was made.
BRAD & MARY BURNHAM to construct aseawall/rock revetment along West Harbor
shoreline to prevent further erosion. Seawall will consist of 2-4 ton boulders placed in a
bed of rock chips and backed with filter fabric.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the application of ORIENT WHARF CO. to dredge roughly
2,150 cy. of material in the area surrounding the Orient Yacht Club in order to maintain the
navigability of the harbor.

The CAC Supports the application, however, questions the temporary spoil location and
the future use of the spoil. The CAC questions whether this project has DEC approval.

RESOLVED to SUPPORT the application of GREGORY & KARMEN DADOURIAN to
construct asingle-family dwelling with covered porch and garage, install an in-ground

hay bales along the landward edge of the 30' non-disturbance buffer and maintain
throughout construction activities.

on east and west side of property; 17' high tie wall from bulkhead to west corner of house;
4'X 6' platform for south facing steps; moving driveway to 30'X 20' location on bay side
and covering with 5 cy. of RCA and ''/2' beach stone. Construct a 6'X 6' seasonal deck and
40'X 6' beach stairs. Remove prior deck and walkway; replace 16 cy. of sand behind

bulkhead and 16 cy. of screened top soil for north facing lawn. Existing single-family
dwelling, entry stairs and platform, 40' bulkhead, exterior wood shed, picket fence,
propane tank and all landscaping.

aluminum retractable steps to beach and add 120 cy. fill and 50 yds. of topsoil

dwelling and raise to Town elevation; install approx. 350 cy. of sand loam; revegetate

dwelling; 5'X 14' addition to dwelling landward of dwelling; 15'X 20' deck with steps; 15'X
10' deck with steps; relocate sanitary system beyond 100' from seaward; and connect
gutters and leaders to drywells.

The CAC Supports the application and recommends the proposed location of the docking
facility is relocated from the center of the property to the east side to gain deeper water,

ASSOCIATION (76-3-15.1) EAST MARINA-to repair and/or replace two (2) floating docks
and ramps; both docks are located on a privately owned dredged canal with permission of
the owner Thomas O'Neill. (76-3-27) WEST MARINA-to repair and replace two (2) floating
docks and an existing dock damaged and on the shore to be used as scrap. (See detailed
description in the application.)

The CAC recommends an engineered bluff stabilization plan and to align the bulkhead
with the southern property owner's bulkhead. Also, there is a concern with the run-off
along the northwest corner of the house.

ton stone placed over 50 to 100 Ib. core stone and filter cloth; restore bluff face using
terrace retaining walls, approx. 600 cy. of sand renourishment (including 350 cy. to cover
proposed revetment), and native plantings; construct a 3' wide berm with 50 cy. of
sand/loam within 15' wide vegetated non-turf buffer to be established adjacent to bluff

crest to control stormwater runoff; and construct a new 4'X 50' elevated bluff stairway with
landings.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
& COASTAL EROSION PERMITS
Moved by John Stein, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of LAURA A. WEIL to Amend Wetland Permit
#4349 and Coastal Erosion Permit #4349C to reconstruct 12' of an existing 29' return,

backfill area that was scoured out during storm with 75 cy. clean sand trucked in from an
upland source, to construct a 4'X 3' set of inset beach access steps, to armor the return
and 27' of shoreline with toe armor consisting of 1-2 ton stone on filter fabric, and replant
and restore area with Cape American Beachgrass plugs 18" on center.

has asked Audrey Horton to chair the meeting.
There being no further business to come before the Council, the meeting was adjourned
at 8:00 PM.
