Commencement:
· The meeting began at 7:'12 p.m. with four LPC members present.
Adoption of Meeting Minutes:
· Acceptance of LPC meeting minutes from April 16, 2013 and April 30, 2013
MOTION made by Maureen Cullinane, seconded by Sam McCullough, to accept the 4/'16/20'13 LPC
meeting minutes.
Motion carried: 4/0 (Lillian Ball not present at time of vote)
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 4/30/20'13 LPC
meeting minutes as amended.
Motion carried: 5/0
Land Preservation Applications and Inquiries:
· STATUS OF PENDING PROJECTS AND INQUIRIES
Melissa Spiro, Land Preservation Coordinator presented status of pending projects and noted the
following:
Maaratooka North LLC - working on grant related issues
Macari Farms LLC - working on grant related issues
New Suffolk Land Co IV, LLC - scheduled closing for 5/2'1/'13

Update re: status and contract
The Town was recently awarded a USDA-NRCS grant in the amount of $1,898,000 towards the
purchase of the Sidor farmland development rights easement.
Contract has not yet been sent to landowner. Several items need to be dealt with regarding allowance
for future potential agricultural subdivision of the easement area and whether or not any drainage
controls are needed or should be required. There is a NRCS conservation plan already in place on
this property. It is currently being updated.

Inquiry re: potential preservation
Landowners are inquiring about preservation options for property located in the vicinity of Dam Pond.
LPC reviewed inquiry for preservation as part of a potential conservation subdivision. Although the
property is in the vicinity of other preserved lands, the Committee did not feel that there is enough
benefit to the Town to pursue preservation with the Town's limited preservation funding.

Inquiry re: potential preservation
Landowner is offering fee title to the Town at market price for the 5.9 acre parcel. The property is
subject to a covenant & restriction prohibiting further subdivision. Although the property is in the
vicinity of other preserved lands, the Committee did not feel that there is enough benefit to the Town
to pursue preservation with the Town's limited preservation funding.

Inquiry re: potential preservation
Landowner has offered 20.6 acres of farmed lands and wetlands at market value for property that lies
within both R-80 and 5-acre zoning. Land lies adjacent to properties preserved by the State and
Town. LPC interested in pursuing preservation options. Melissa to review details and options for
preservation and funding availability. Melissa will present her findings at next LPC meeting.

Inquiry re: potential preservation
Landowner has inquired into preservation options for 16.76 acres located in M-2 zoning district near
entrance to Mill Road Preserve. LPC interested in pursuing preservation options. Melissa to review
details and options for preservation and funding availability. Melissa will present her findings at next
LPC meeting.

Inquiry re: potential preservation
Landowner Roy Fuchs has made an inquiry again regarding Town's interest to purchase property
adjacent to the Blocker property (Town/County acquisition off Main Bayview Avenue in Southold).
Melissa contacted County and they may be willing to partner with Town and to start appraisal process
if Town is a willing participant in the purchase. LPC interested in exploring preservation options.
Melissa will contact landowner for further information.

LCP application re: potential preservation
George Stankevich received letter sent in response to his preservation application. He requested
meeting with LPC to discuss options for purchasing his properties that may not have been discussed
at prior LPC meeting at which he was not in attendance. LPC requested that he send his proposal in
writing to LPC for review prior to scheduling an appointment.
Applications & Inquiries for Uses or Structures on Preserved Property:
· SCTM #1000-94-3-1.13 (SHOWALTER)
FYh Applicant unable to make meeting. Scheduled for June 11th LPC meeting.
Stewardship and Management:
DOWNS FARM PRESERVE: DPW installing Wildflower/Butterfly Garden
LPC to review proposed location and proposed planting plan.
Questions were raised and discussed regarding proposed seed mix and potential introduction of
invasive plants. Discussed difference between butterfly garden and wildflower garden/native meadow.
Butterfly garden would be more difficult to maintain. Concluded that what is being proposed is and
should be called a native meadow.
LPC concluded that the initial projects should be as follows:
Highest priority should be working and re-developing self-guided trail brochure Jim had in his overall
proposal for Downs Farm Preserve; LPC will support the installation of the native meadow; and LPC
recommended including a birding feeding program.
TOWN OPEN SPACE PRESERVES
Discuss potential policy regarding dogs
LPC discussed establishing a policy pertaining to pets on Town preserves.
MOTION made by Lillian Ball, seconded by Maureen Cullinane, to adopted the following policy
regardin9 "Pets on Town Preserves":
o Unless posted otherwise, pets are allowed on Preserves. All pets must be leashed and under
control at all times on all Town Preserves.
o The Town may permanently or temporarily restrict pets from Preserves or designated areas
of Preserves for reasons including, but not limited to, wildlife and nesting habitat protection.
Such restriction will be made by the Town Board upon recommendation of the Land
Preservation Committee and will be include in the Management Plan for the Preserve.
o All pet waste must be picked up and properly disposed of as required by Southold Town
Code.
o Failure to follow pet rules may result in all pets being prohibited from using Preserves.

· SOUND VIEW DUNES PARK
Schedule LPC Site Visit
Melissa will schedule site visit date and time to address concerns which have been raised regarding
trail location.

Additions to Agenda (per Supervisor Russell):
· LAND PRESERVATION BOND FOR NOVEMBER BALLOT
In response to a request made by Supervisor Russell for a recommendation pertaining to whether or
not a bond should be placed on the November ballot, the following Motion was made:
MOTION made by Maureen Cullinane, seconded by Lillian Ball, to recommend that the Town of
Southold put a bond in the amount of $4 million dollars for the purchase of farmland development
rights and open space preservation on the November 2013 ballot.
Motion carried: 5/0
PIPES COVE BRIDGE (per Supervisor Russell)
Update
Supervisor Russell reported that the Town Board has reviewed several renditions for replacing the
Pipes Cove Bridge that washed away during Hurricane Sandy. Town Board is moving forward with
wooden bridge proposed with pilings at an estimated cost of $60,000 reimbursable by FEMA funds.
No CPF money is required for this project.

Next Regular Meeting:
Due to unavailability of Melissa Spiro, Land Preservation Coordinator, to attend the next scheduled
meeting for Tuesday, May 28, 2013; next regular meeting will be on Tuesday, June 11, 2013 at
7:00 p.m.
