Suffolk Environmental Consulting on behalf of MURRAY GAYLORD requests a Wetland Permit for the existing 156' long bulkhead and installing ¼" PVC sheathing in 4'x3' sections along the landward face of the bulkhead; adding a 5"x6" follower opposite the existing 5"x6" wale on the top of the bulkhead; covered by a 1' wide wooden cap; deposit +50 cubic yards of clean sand fill behind the existing bulkhead; and the installation of a 10' wide non-turf buffer landward of the bulkhead vegetated with beach grass. Located: 765 Beachwood Road, Mattituck. SCTM# 116-4-20.1 It is my recommendation that the proposed action is INCONSISTENT with LWRP Policy 6.3 (below) and therefore, INCONSISTENT with the LWRP. 6.3 Protect and restore tidal and freshwater wetlands. Comply with statutory and regulatory requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction 1. Comply with Trustee regulations and recommendations as set forth in Trustee permit conditions. The structures described were not constructed pursuant to a Town of Southold Board of Trustees review or permit. Pursuant to Chapter 265, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). If any question in Section C on this form is answered "yes", then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a determination that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. Furthermore the applicant is proposin- to add a 5"x 6" follower opposite the existing 5"x 6" wale on the top of the bulkhead. The top of the bulkhead would then be covered by a wooden cap. Finally the applicant proposes to deposit roughly 50 cubic yards of clean sand fill to repair gaps in the soil behind the existing bulkhead. The 10' buffer landward of the bulkhead will then be vegetated with Beachgrass. The Bulkhead is 156 long on the subject property, and the bulkhead cap will be 1' in width (Coveting the 5" wale, 2" sheathing, and 5" follower) Bruce should be in later to sign the check!
