LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.

Applicant proposes to reconstruct in place the existing bulkhead on the property, lhe existing bulkhead
was heavily damaged by Hurricane Sandy. Additionally, the applicant proposes to reestablish the brady
landward of the bulkhead as it existed prior to the damage from Hurricane Sandy. £onsequentl¥
cubic feet of clean sand fill would be deposited landward of the reconstructed bulkhead.
reconstructed bulkhead would rise 6' 6" above the seaward grade of the shoreline, and would run 118'
along the eastern edge of the property. Furthermore a 10 foot return would be constructed on both the
northern and southern end of the reconstructed bulkhead.

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation
criteria.

As indicated within Policy 1, "Development that does not reinforce the traditional land use pattern of the Town of
Southold would result in a loss of the communi~_ and landscat~e character of Southold.". this project orol~oses to
construct new bulkheadina, retaining walls, etc.. to REPLACE the oriclinal structures that were heavily dama(]ed
from Hurricane Sandy. The proposal, as desianed, will not result in adverse effects to the surroundina
environment in that the project will not increase the structural coveraoe of the Dronertv, and will not encroach any
further towards the surface waters of Little Peconic Bav alone the eastern shoreline. In addition, the original
structures have existed harmoniously on this location for decades and which have not resulted in anv form of
adverse impact to the surrounding environment. Accordingly, we believe that this prelect is consistent with this
policy.

Subject proposal will not adverselv impact the visual quality of the surrounding area in that the surrounding
area is currently comprised by residential properties improved with similar appurtenances (i.e. bulkheading). Scenic
resources, assumedly views of Little Peconic Bay, are not at risk in that we are simply replacing structures that were
alreadv there. Accordingly, this proposal will comply with Policy 3.

Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP
Section III - Policies Pages 8 through 16 for evaluation criteria

design and scope as that of the surrounding bulkheading, which have not resulted in loss of life, structures, and

for many years harmoniously within the immediate environment, which are structures typical within this
