June12,2013
Present: Frederick Andrews, John Vahey, John Viteritti, Eric Dantes, Rona Smith, Michael Herbert, LeRoy
Heyliger, Beth Motschenbacher and Phillip Beltz. Excused/Absent: Dan Sarnowski, Jeanne Kelley and
Councilman Chris Talbot. Meetin9 began at 5:36 p.m.
Approval of Minutes: The minutes of May 08, 2013 were approved.
Proposed CPF Tax Exclusion for First-Time Homebuyers: Fred will meet with the Town Board
on June 18th to assess the Board's interest in proceeding with CPF tax exemption for first-time
homebuyers as the Town of Riverhead does not wish to consider.
Habitat for Humanity: Suffolk County Legislature has approved that Southold work with Habitat
to develop the site. Phillip reported that $20,000 in Community Development Block Grant funding
can be allocated towards the project for demolition. John Yahey questioned if the Town could
waive tipping fees of the demolition. To be determined.
SC 20'13 Budqet Modifications: The SC Legislature approved budget modification to increase
affordable housing by $5 million with 2.5 million each towards land acquisition and infrastructure
improvements.
Update of Prospective Development of Apartments: Michael reported that he contacted the
owner of property on Young's Avenue near the Southold hamlet train station and that the site is
currently being utilized for storage. Phillip reported that the prospective developer continues to
express interest and is negotiating price of land.
SC Housinq Impediments Survey: Reminder to take the online survey.
Housin,cl Re,clistry Database: Phillip reported that he has developed a current Excel database of
households requesting assistance with affordable housing, most of the households have extremely
Iow household incomes.
Comments on Zoninq Board of Appeals Memo re Accessory Apts: Consensus of HAC to
make recommendation that the Town Board consider removing the January 2008 date and allow
accessory apartments to be built during construction, etc. providing they meet code in order to
stimulate greater numbers of rentals.
Settinq Sales Price, Rental, MIFDU and Sanitary Flow Credit for 20'13: Formula set as in
previous years. For 2013, the median income decreased and rental amounts remain unchanged.
Letter to USDA: Review of proposed letter. Suggestion by Beth to include sentence that Southold
is a rural agricultural community. Fred suggested letter carbon copy Senators and Congressman.
Ideas/Content for Housinq Forum: HAC agreed on the following theme, to be further developed
at future meetings with an anticipated fall date "Housing Options for Seniors" - Aging in
Place/Naturally Occurring Retirement Communities (NORCs)j; HOME Share program, Elder Law
and Estate planning, North Fork Housing Alliance Home Improvement program and weatherization
programs, Human Resource Center Residential Repair program, Accessory Apartment
Legislation, etc. Rona suggested possible future topic of "Commute Options" so local businesses
could retain employees who live in nearby Towns with accessible transportation routes
Other: Suggestion to consider review of resale formula to ensure perpetual affordability,
expiration of subsidies and its impact on perpetual affordability. John Vahey will provide
information from Federal Housing Finance Agency. Tabled until next meeting or thereafter.
