HomeMy WebLinkAbout05/20/2013Southold Transportation Commission Southold Town Hall May 20, 2013 Meeting Called to Order 10:03 AM by Chairman Neb Brashich. Members Present: Frank Field, Chief Martin Flatley, Margaret Brown, Councilman Chris Talbot, Highway Superintendent Pete Harris, Planning Director Heather Lanza, Town Engineer Jamie Richter, Jim Baker, Greenport Rep. Bob Feger, New Member Rona Smith and Tom Fox. Minutes of April 22, 20'13 After two corrections were noted by Councilman Talbot, a motion to approve the minutes was made, seconded and carried. For the sake of the record, the amended April minutes are attached. East End Transportation Council L I R R "Scoots" It was reported that the LIRR is studying the use of new diesel equipment for shuttle service on the East End. However, only one manufacturer is available and, as diesel equipment can only be serviced at the LIRR's Hillside Facility in Queens, operational problems may result from any downtime. SC Transit The summer schedule will provide for service on Sundays and holidays from May 27th through October 7th. System wide, the paratransit fare will increase from $3 to $4. East End Tourism Alliance Under the "1 Love NY" program, a $345,000 grant has been received from NYS. The South Fork would promote two weekends in September and October, while the North Fork's two promotional weekends would extend from October through early December. East End towns are encouraged to promote tourism events and it was suggested that Hampton Jitney might provide weekend shuttle service from Riverhead to Orient. A publicity campaign supported by the towns would be very useful in promoting tourism. Peconic Bay Water Jitney There will be no service during the 2013 season. However, the operator is seeking a $1,000,000 grant to purchase two boats and Congressman Bishop will seek support for the two vessels, which are understood to cost about $350,000 each. Supervisor's Requests MTA Capital Plan for 2015-2019 A letter from Mitchell H. Pally of the MTA Board of Commissioners, dated April 1,2013 and originally addressed to Legislator Krupski, sought input from local governments concerning capital projects of interest for inclusion in the above Plan. The LIRR is expected to receive between $1.50 and $2.00 billion, some of which are allocated to the purchase of new rolling stock and other large scale items. However, some of those funds may be made available for smaller scale local projects. Heather Lanza observed that the introduction of new equipment for enhanced East End "Scoots" shuttle service would be a positive development for the North Fork and should be encouraged by the EETC, as well as by towns and villages. It was noted that the LIRR has revised its seasonal "Cannonball" service on the Montauk Line to provide for nonstop service from Penn Station to the Hamptons with Westhampton Beach as the first stop. NYSDOT Transportation Enhancement Program - Workshop - May 15, 2013 Neb and Heather attended the workshop at Republic Airport and reported that seeking federal funding for local transportation-related projects is very time consuming and requires great diligence in complying with the application process. Street Parking on Second Street, New Suffolk Local residents submitted a letter requesting No Parking on Second Street between Jackson and Main Streets. Jim Baker and Margaret Brown note that the issue arises from beach-related parking without permit stickers, which the Commission recognizes as a town-wide problem. It was suggested that No Parking signs with time limits in way of the affected areas, as well as towaways of offending vehicles may be solutions. Planning Board Requests Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has now been delayed to December 2013. Possible EETC Project Involvement - Fleet Fuel Management Subsequent to the discussion referenced in the April 2013 meeting, a map of all of the current and potential alternate energy fueling stations on Long Island was circulated for review. The EETC will continue to discuss the issue, although it was reported that LIPA contends that its current electric capacity may be insufficient to service the suggested new demand. Current Transportation Issues Southold/Greenport Bus Shelters The project continues to move forward and advice is awaited from the SCDPW concerning its visit to the suggested placement locations. Orientation / Interpretive Si.qnage Project Neb reported that the RFP was published and that RBA had received four bids in response. RBA had estimated that the entire project would require $123,660 to complete. The lowest bid received was for $120,005, with the others at $122,911, $154,560 and $720,940. As previously reported, about $90,000 is available for construction and installation of the project. On that basis, as funding allows, priority will be given to the five kiosks with the four interpretative signs to follow. The Supervisor will seek funding for the difference between the $90,000 currently available and RBA's estimated cost. Old Business Parking Issues- Sterling Street, Greenport Bob Feger reported that some local residents are objecting to the potential loss of two parking on that street. However, although there is currently no parking on the west side of Sterling Street, the current situation impedes access by emergency vehicles to that area. Accordingly, the Commission suggests that public safety is an overriding issue and the proposal should be considered on that basis. New Business None Next Meeting The next meeting will take place on June 17 20, 2013 at 10:00 AM in the conference room at Town Hall.
