Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project seeks to replace an existing, permitted (see Town Wetlands Permit No. 5629) timber bulkhead with a vinyl bulkhead in the same location to maintain the property's historical method of protection against erosion and flooding; and to replace and extend the existing return adjacent to the road end to prevent erosion resulting from outflanking of the existing return as occurred during Hurricane Sandy. Other than the ecological benefit of replacing a treated timber bulkhead with untreated vinyl sheathing, the project will effectively maintain the historically preexisting conditions along this bulkheaded shoreline without any change in or significant adverse impact on the adjacent unvegetated wetlands area or tidal waters of the Town, as the proposed return extension will occur at the landward end of the existing return and landward of the intertidal & wetland areas. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation criteria. [-'-]Yes [---1 No [~ Not Applicable Attach additional sheets if necessary Policy 2. Enhance visual quality and protect scenic resources throughout the Town of Southold. See LWRP Section III - Policies Pages 6 through 7 for evaluation criteria ~] Yes ~] No [~ Not Applicable Attach additional sheets if necessary NATURAL COAST POLICIES Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria ~ Yes ~ No ~ Not Applicable 'ibc project seeks to replace an exislthg, permitted (see Town Wetlands Permit No. 5629) timber bulkhead with a vinyl bulkhead in the same location to maintain the proper¢'s historical method of protection against erosion and flooding; and to replace and extend the existing return adjacent to the road end to prevent erosion resulting from outflanking of the existing return as occurred during Hurricane Sandy The existing, developed site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977, and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location Without replacement and maintenm~ce of the bulkhead the subject and adjacent properties would be exposed to severe erosion, flooding. and damage to the residential structures located thereon, and without the proposed extension of the return, the upland would remain vulnerable to erosion caused by the outflanking of return at the end of the unprotected road end. Therefore the project is consistent with Policy 4 Attach additional sheets if necessary Policy 5. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III - Policies Pages 16 through 21 for evaluation criteria ~ Yes ~ No [~ Not Applicable The project is consistent with Policy 5 to the extent that the existing treated timber bulkhead will be replaced with a bulkhead constructed with vinyl sheathing. Attach additional sheets if necessary Policy 6. Protect and restore the quality and function of the Town of Southold ecosystems including Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III - Policies; Pages 22 through 32 for evaluation criteria. Yes ~ No ~-~ Not Applicable Other than the ecological benefit of replacing~ated timber bulkhead with untreated vinyl shying, the project will effectively maintain the historically preexisting conditions along this bulkheaded shoreline without any change in or significant adverse impact on the adjacent unvegetated wetland area or tidal waters of the Town. Therefore, to the extent Policy 6 is applicable to the project, the proposed work is consistent with the policy. Attach additional sheets if necessary Policy 7. Protect and improve air quality in the Town of Sonthold. See LWRP Section III - Policies Pages 32 through 34 for evaluation criteria.
