Zehner PO Box 250 Greenport, NY 11944 Dear Mr. Zehner: In response to our phone conversation on October 20t~, 2005, the following are additional recommendations for SCTM# 1000-33-3 - 19.19. On September 15t~ a site visit was conducted on this property and the initial recommendations are dated September 27t~. Due to the fact that the pond is hydrologically connected to groundwater, it is highly recommended that the use of pesticides and fertilizers be minimized and that best management practices be utilized if indeed chemicals are needed. Best management involves applying the proper amount of chemicals at the correct time, using split application of nutrients and various other techniques; crop specific recommendations are available from this office. Additionally, it is recommended to establish a grass buffer immediately around the periphery of the pond with a minimum width of 50 feet. A grass seed recommendation is also available from this office. This grass buffer will act as a filter to remove any excess nutrients and/or sediment, thereby protecting the water quality of the pond as well as our groundwater. It should also help to minimize the over-growth of algae. Once again, if you require additional assistance, please do not hesitate to contact me at the above number. Zehner PO Box 250 Greenport, NY 11944 OCT I 7 2005 Sc[t 1o!d Dear Mr. Zehner: A site visit was conducted on September 15t~, 2005, in response to your request for a pond evaluation, in Greenport at SCTM# 1000-33-3-19.19. This parcel is a 7.5-acre fallow farm currently under the ownership of Douglas Schmieder. An evaluation of the farm pond was requested in order to aid in the decision making process of purchasing the above memioned property. Observations: At the time of the site visit, the field surrounding the pond was severely overgrown with various weed species; these include black locust, milkweed, goldenrod, multiflora rose, knapweed and pokeweed, among others. A thin layer of algae covered the pond surface. No aquatic plants or weeds were visible. Although the pond depth was not measured, it was estimated to be approximately 2-3 feet. Also of note, is a new residential development that was recently constructed north of the pond extending to the Long Island Sound. The following maps were utilized for this site evaluation and are enclosed for your reference: US Department of Agriculture Soil Survey of Suffolk County, Suffolk County Department of Public Works Topographic map, Suffolk County Department of Health Services Water Table Contours, 2004 Aerial Photography and the National Wetlands Inventory. Additionally, photos of the site are enclosed. Assessment: Upon evaluation of the above-mentioned maps it was determined that the surface elevation oftbe pond is 4.5 feet ( 1974 data). The groundwater elevation is within the range of 0-3 feet (2002 data). Therefore, the depth to groundwater (from the pond surface) is anywhere from 1.5i~to4.5 ft. Based upon this data, it is assumed that the pond is either entirely or partially fed by groundwater. However, updated data is needed to make a more accurate detenninatiun; a hydrogeolugist or wetland scientist should be contacted to confirm that the pond is groundwater fed. Surface topography indicates that the major portion oftbe watershed, or the area draining into the pond, extends north to the sound. The pond is fed by this surface runoff flow as well as groundwater, as stated above. Within the past year a new development was constructed in the watershed. As a result surface runoff, which once flowed into the pond, is now diverted into a recharge basin. Therefore, the pond level will likely decrease if it has not done so already. Declining groundwater levels will also cause a decrease in the pond depth. The depth of the pond is inadequate to be self-sustaining. Shallow ponds tend to be eutrophic and slowly over time, through suscession, become bogs and wet woods. Eutrophicatinn is a natural process through which ponds or lakes gradually age and fill in. Optimal depth for a pond is 6-7 feet with a minimum surface area of ¼ acre. From the aerial photo the surface area of this pond is estimated to be 1/10th of an acre. The overabundance of algae is indicative of excess nutrients and the beginning stages of eutrophication. A possible source of nutrients is residential septic systems and the recharge basin; this pollution is carried by groundwater to the pond. An additional source of nutrients is the groundwater itself; the upper glacial aquifer on the North Fork has high levels of nitrogen. Recommendations: Ia order to maintain the pond as a pond, it needs to be deeper (6-7 feet deep) and preferably larger (1/4 acre in surface area). To do this, the pond needs to be dug out with a drag line. However, since the pond is listed on the National Wetland Inventory, permits are needed from the Army Corp of Engineers and possibly the Town of Southold and NYS Department of Environmental Conservation. The other option is to leave the pond in its current form and control the algae. Varying success has been achieved using straw barley to control algae growth. The exact mechanisms are not known but as barley decomposes Ia the water column, it inhibits the growth of algae. Algae placed in the pond in early spring will provide summer control as it takes several months to break down. Apply barley at a rate of 0.8 ounces per 10 fia of pond surface area. In order to be effective, the straw must be unbundled and placed loosely in a mesh bag with a float. The bag must then be anchored with a brick or some sort of weight. If the straw is allowed to sink to the bottom it will be ineffective. It is also suggested to use an aerator during this process as decomposfion of the straw will require oxygen. Haven soils are deep, well drained, medium-textured soils that formed in a loamy or silty layer over stratified coarse sand and gravel. The texture from 0 to 19 inches is loam, silt loam, and very fine sandy loam. From 19 t6 28 inches, the range is silt loam, very fine sandy loam, and gravelly loam, while the texture from 28 to 55 inches is gravelly sand, loamy sand, sandy loam or stratified sand and gravel. The permeability is moderate in the root zone (surface layer and subsoil) and rapid or very rapid in the underlying layer. These soils have moderate to high available moisture capacities. Haven soils have Iow organic matter content and Iow natural supply of plant nutrients, but crops respond well to lime and fertilizer. When the soils arc intensively cultivated, the likelihood of cresting is great; however, the returning of cover crop residue decreases this problem. Generally, these soils are well suited to crops commonly grown in Suffolk County. HaA Haven loam, 0 to 2 percent slopes. These soils are usually large in area and nearly level with some areas of slight undulation. The erosion ba?ard of these soils is slight but erosion problems are likely to occur in undulating areas. Irrigation water should be applied at a moderate rate. Management concerns include crusting after rain, maintaining tilth, and reduction of the plow pan. Mailine Address: P.O. Access to proposed Lot 19 shall be from Homestead Way only. There shall be no vehicular access permitted from lot 19 onto C.R. 48 (Middle Road). 7. There shall be no on-street parking on any street within the Rockcove Estates subdivision. 8. There shall be no further subdivision of any lot within the subdivision in perpetuity. ~ 9. No sanitary disposal ~facility shall be installed or constructed within 100 feet of the top of the bluff. 10. No stormwater runoff resulting from the development and improvement of the subdivision or any of its lots shall be discharged down the face of the bluff in any manner. 11. No grading shall be permitted within 100 feet of the top edge of the bluff except that which may be necessary to control or remedy erosion or to prevent stormwater from flowing over the edge of the bluff. 12. All lots will be required to have individual test wells prior to approval to construct. Any lot which does not meet the water quality standards shall not be built upon until public water is available. 13. The owner shall connect to public water when public water becomes available. 14. There shall be no transfer of any of the lots prior to the installation of dry water mains and without an acceptable test well. 15. The Declarants grant the continuing right in perpetuity to the Town of Southold or any of its designated representatives to inspect any areas designated as open space, common areas, open space easements, or any similar nomenclature so as to ensure continued compliance with the covenants, terms and provisions designated herein in regard to same and to ensure that such covenants, terms and provisions have not been violated. 16. Tax Map No. 1000, Section 33, Block 3, Lot 19.19 Dear Mr. Krupski: I am investigating the purchase of a certain property, details to follow, that contain.~ a freshwater pond. The property was formerly ( about 30 years ago ) a dairy farm owned by the Burt family. A visit by Nicole Spinelli of the Suffolk Cty. Soil and Water Conservation District in Riverhead, with me, on Sept. 15, 2005, to the property, suggested that the dense vegetation around the pond be removed and replaced with short grass to allow rain runoff to enter the pond. The pond no longer gets runoff from the properties higher and to the North, since this Rock Cove develop- ment has storm sewers that enter into a discharge basin. The property is a Rock Cove Estates easement allowing only farm usage and the pond would be useful for irrigation and esthetics, being used in the past for cattle watering. Edgar Burt advised me, before his recent death, that he would occasionally dredge the pond to maintain the depth and clarity. It now has a surface scum and the depth h~q been reduced by natural fill-in. I would appreciate a Trustee field visit to pond area to determine the permitted clearance oftbe foliage around the pond and possible dredging therein. The owner of the property is anxious and I need your input to determine my interest in the property. The owner, Mr. Douglass Schmieder, Tel. No. 631-723-7020, has sent a FAX to the Trustees to allow a Trustee visit. This was arranged by only a telephone call by Ms. Spinelli. A previous submission of this request was withheld on Sept. 28, 2005, by the Planning Board, which would have requested a visit by you folks on Oct. 13, 2005. Enclosed is a check for $50.00 for the field visit. Also enclosed is a copy of the Covenant and Restrictions for the property, a Suffolk Cty. Tax Map, a Survey, and a copy of the report from Ms. Spinelli of the S.C. Soil and Water Conservation District. This 7.5 acre easement can be entered from Homestead Way, just offMoores La.
