Minutes and Discussion Notes from Meeting held
Tuesday, April 16, 2013 at 6:00 p.m.

Commencement:
· The meeting began at 6:00 P.M. with 5 LPC members present.
Adoption of Meeting Minutes:
· Acceptance of meeting minutes from March 19, 2013
MOTION made by Sam McCullough, seconded by Maureen Cullinane, to accept the
3/19/2013 LPC meeting minutes.
Motion carried: 6/0/1 (Anne Murray abstained as she was not present during 3/19/2013 LPC
meeting.
· Acceptance of meeting minutes from April 2, 2013.
MOTION made by Eric Keil, seconded by Lillian Ball, to accept the 4/2/2013 LPC meeting
minutes.
Motion carried: 5/0/2 (Maureen and Sam abstained as they were not present during 4/2/2013
LPC meeting.
LAND PRESERVATION APPLICATIONS & INQUIRIES
Status of pending projects and inquiries
Melissa Spiro, Land Preservation Coordinator gave status update on several projects. She
noted that recent focus has been on the two projects with grant funding to ensure grant
eligibility.
New applications:
SCTM# 1000-23-1-14.8/14.9 & 23-2-5.7/5.8 (Stankevich)
The Committee discussed the new open space application. The landowner has offered the
property on north and south side of State Route 25 at market value. He is asking $4
million for the 4 tax parcels. The Committee expressed interest in the south tax parcels,
but only if offered to the Town at a significant bargain sale. The current offer for all 4 tax
parcels at a market value offer is not in accordance with the Town's Small Lot Policy.

Time did not permit review of this application.

Landowner requested meeting with LPC. Scheduled for 4/30/2013
The LPC did not review application; however LPC noted that this property was reviewed
recently as an inquiry and the LPC was not in favor of pursuing preservation at this time.
LPC asked Melissa to pass this information on to the applicant.
APPLICATIONS & INQUIRIES FOR USES OR STRUCTURES ON PRESERVED PROPERTY

Request for Agricultural Structure Placement on PDR Easement
7:30 p.m. appointment with applicant
Chris and Jonne Showalter described their proposed plan. They intend to have a horse farm
to breed, raise, train and board horses. Their plan is to have 30 horses on the 10 acre
property. They are proposing a 30 stall building wide enough to drive tractor through, with
an area for farm office, farm labor quarters (room for 1-3 laborers) and rest room, together
with several smaller stalls, maintenance building and parking, all as shown on plan provided
to LPC. They are somewhat flexible in location for the smaller stalls which are necessary to
separate, and if necessary, quarantine horses. They expect to have a limited amount of
boarders.
Questions were raised in regard to the number of horses on the property, how pasture would
be maintained with the number of proposed horses and whether there was potential for over
grazing and damage to the top soil.
The LPC generally felt the proposed use was consistent with the easement; however there
were concerns about the intensity of the use which includes 30 horses on the 10 acre farm.
LPC requested additional information about the intensity of use and asked applicant to
review plan with NRCS/Soil and Water.

Sarah Lansdale/Augie Ruckdeschel presentation/discussion re: County Chapter 8 Updates
Sarah and Augie presented and discussed A Summary and Overview of Proposed Changes to
Chpater 8 of the Suffolk County Code.
· Update re: April l0th CPF Advisory Opinions Bureau Meeting
Time did not permit this update.
NEXT REGULAR MEETING:
· The next regular meeting will be held on Tuesday, April 30, 2013 at 7:00 p.m. in the Annex
Executive Board Room.
Adjournment:
· The meeting was adjourned at 9:00 p.m. by the seven attending LPC members.
