Present: John Viteritti, Dan Sarnowski, Eric Dantes, Rona Smith, Michael Herbert, LeRoy Heyliger, Beth
Motschenbacher and Phillip Beltz. Excused: Frederick Andrews, John Vahey, Jeanne Kelley and
Councilman Chris Talbot. Meetin9 began at 5:35 p.m.
Approval of Minutes: The minutes of April10, 2013 were approved.
Resale of Properties at Cottaqe Way: 935 Cottage Way closed in April and 720 Cottage Way
requires 60 day extension of pre-possession agreement as purchaser's mortgage was denied.
Update of Prospective Development of Apartments: Potential applicant seeking additional
sites while also developing a preliminary concept plan to present to the Planning Board. In
addition, an attorney representing another developer requested a copy of RFP.
Proposed CPF Tax Exclusion for First-Time Homebuyers: Southold Town Attorney Martin
Finnegan has contacted the Riverhead Town Attorney who will approach the Riverhead Town
Board--he indicated that there might be an interest of the proposed modified sales price.
Presentation by Ray Dickhoff, NF Mana,qement: Mr. Dickhoff spoke of his twenty years
experience in developing housing (Pheasant Run Estates in Greenport West hamlet) including
affordable housing (Elijah's Lane Estates in Cutchogue.) He recently completed the Summerwind
Square apartments in downtown Riverhead with 52 affordable apartments (primarily efficiencies
and one-bedrooms) with retail space. He received over one million dollars of funding assistance
from Suffolk County for land purchase and infrastructure improvements and partnered with the
Long Island Housing Partnership to verify applications and administer the lottery. He indicated
that the availability of infrastructure enhances the capacity to build affordable housing.
Comments on Zoninq Board of Appeals Memo: Review of memo, general consensus that few
have converted accessory structures so Town should not set arbitrary date of January 2008 but
allow apartments to be created at any time, including during construction. To be further discussed.
Implementation of 20'13 Goals and Objectives: Providing that the information is available from
Suffolk County, the next meeting will focus on setting affordable housing sales price, maximal
rental charges, Moderate Income Family Dwelling Unit (MIFDU) inclusionary zoning buyout and
the sanitary flow credit charge. In addition, HAC will discuss content of the educational forum.
