Commencement:
· The meetin9 began at 7:03 p.m. with five LPC members present.
Adoption of Meeting Minutes:
· Acceptance of LPC meeting minutes from March 5, 2013
MOTION made by Sam McCullough, seconded by Maureen Cullinane, to accept the 3/5/20'13 LPC
meetin9 minutes.
Motion carried: 4/0/'1 (Allan Connell abstained as he was not present durin9 3/5/20'13 LPC
meeting Eric Keil was not in attendance at time of vote.)
Land Preservation Applications and Inquiries:
· STATUS OF PENDING PROJECTS AND INQUIRIES
Melissa Spiro, Land Preservation Coordinator 9ave status update on several projects.
DiVELLO development rights easement purchase offer expired on 3/'15/20'13 havin9 received no
response from landowner.
SCTM #1000-106-9-2.3 (COOPER AgPDD)
Update re: meeting with Doug Cooper
Melissa Spiro met with Doug Cooper and received his response to LPC's letter and LPC revision to
same, in accordance with previous request of Mr. Cooper regarding time frame for LPC approval of
an agricultural structure placement request. Mr. Cooper requested additional change to LPC's
revision from 30 days to '10 business days. LPC feels that 30 days is a reasonable time frame and no
further revision was made.

END OF EXECUTIVE SESSION
MOTION made by Lillian Ball, seconded by Allan Connell, to direct Melissa Spiro, as Land
Preservation Coordinator, to present a purchase offer to landowner Mar~in Sidor, and others, for the
purchase of a 52+ acre farmland development rights easement on par~ of SCTM #1000-100-4-4 for a
price per buildable acre as supported by an appraisal. Landowners will retain two Reserve Areas (one
with road frontage on Oregon Rd = 5+ acres, one with road frontage on Wickham Avenue = 3+
acres). The purpose of this acquisition will be for farmland protection. This project will be the subject
of a federal grant proposal submitted to USDA-NRCS for partial acquisition costs although the
contract will not be contingent upon a grant being awarded for this project. For grant eligibility, the
Committee is restricting impervious surfaces to 7% lot coverage. In addition, the Committee is
requiring that at least one Reserve Area remain attached to the area subject to the Easement.

Applications & Inquiries for Uses or Structures on Preserved Property:

Stewardship and Management:
· STEWARDSHIP UPDATE
Laura Klahre will resign from her par~-time position as Land Management Specialist II for the Land
Preservation Department as of April 1, 2013. LPC members were thankful for her services.
PAUL STOUTENBURGH PRESERVE (f/k/a Arshamomaque Pond Preserve) - Laura is working on
finishing DEC application for boardwalk. Plans for an 84' boardwalk as had been presented to LPC
have now been amended to a ~128' boardwalk to allow for rising water levels now, and as anticipated
in the future. Budget increase expected for additional labor & materials. LPC favorable to revision.
SOUND VIEW DUNES PARK (Bittner property) - Supervisor Russell met with easterly neighbors,
Jim Gray and his wife, regarding their concerns about trail placement near to their proper~y line, and
unleashed dogs running through the park. Although all agree that unleashed dogs within the park are
an issue, there has been no successful remedy for this situation to date. LPC will meet at park in the
near future to review the trail design that runs closest to the Gray's proper~y line.
General Land Preservation Items:
· NYS OPEN SPACE REGIONAL ADVISORY COMMITTEE UPDATE
Melissa Spiro, appointed to the NYS Regional Advisory Committee for the 20~13 Open Space Plan,
met with fellow appointees for its first meeting is on March ~15, 20~13. Melissa gave LPC overview of
Regional Committee's tasks. Melissa will need to bring list of Southold Town proposed projects to
next meeting on April 19th.
· COUNTY FARMLAND CHAPTER 8 UPDATE FROM 3/19/2013 MEETING
Melissa Spiro, as Land Preservation Coordinator, attended meeting this afternoon where a topic was
proposed revisions to County Chapter 8. Some of the proposed revisions were discussed with LPC.
County open to comments.
EASEMENT/POLICY DISCUSSION
Melissa went over existing definitions of "development rights" as set forth within the Town Code.
Melissa would like to meet in small groups to work toward defining a "development rights" that would
be acceptable to Land Preservation and Town Board.
Next Regular Meeting:
· The next regular meeting will be held on Tuesday, April 2, 2013 at 7:00 p.m. in the Annex
Executive Board Room.

· The meeting was adjourned at 9:15 p.m. by the six attending LPC members.
