HomeMy WebLinkAboutFD FEMA 3 Dec 2012 - Exhibit E Fishers Island Ferry District Hurricane Sandy Preliminary Damage Assessment Fishers Island Ferry District Three primary areas: 1.Ferry Operations i.Marine fleet ii.New London Terminal iii.Fishers Island Terminal & Grounds 2.Elizabeth Field Airport 3.District Maintained Lands, Buildings and Roads including Community Theater Fishers Island Ferry District 1.Ferry Operations i.Marine fleet: bƚ ķğƒğŭĻ Ʒƚ ǝĻƭƭĻƌƭ͵ Expenses incurred preparing and riding out the storm. i.New London Terminal Grounds were flooded. Minor damage to facility. Damage primarily included automatic gate electronics and pole lighting. Assessment ongoing and waiting on replacement parts pricing. ii.Fishers Island Terminal North facing parking lots flooded with storm surge and wave action. Debris, stone and erosion. Backhoe clean-up, but lots will require grading. Fishers Island Ferry District Fishers Island Ferry District Fishers Island Terminal Storm surge flooded facility with stone, dirt and debris littering the two parking lots. Clean-up required backhoe and grading. Buildings did not sustain damage. This is section A on the map. Fishers Island Ferry District Airport and Parade Grounds sustained storm surge related flooding , breaching seawalls and debris incursion. Area within pink on map denotes extent of flooding. Highway Dept. and Transfer Station of FI Waste Management District sustained flooding. Except as specifically noted hereafter airport had debris from flooding and lighting system is at < 50% usefulness. Engineers are accessing the lighting systems and obstructions on December 4. th Fishers Island Ferry District Elizabeth Field Airport Fishers Island Ferry District Section C on map. Debris, beach sand and stone covered the concrete apron. Backhoe cleared apron . Waste needs to be leveled at western end (RFP outstanding). Waste is >6 feet. Sand and beach stone may need to be leveled based on Fishers Island Ferry District Storm surge with breaking waves battered the stone seawall on the south side and surged around wall on the south east side depositing large quantities of sand and stone on the concrete apron on map section G. Wall sustained damage. Incursion of sand and stone has been moved. Sand and stone needs to be removed from apron edge. Seawall needs to be rebuilt and possibly extended. Sand and beach stone may need to be leveled based Fishers Island Ferry District Section G continued (before and after) Fishers Island Ferry District Section G continued. Wall should be extended beyond FAA obstruction light at the end of the seawall. Fishers Island Ferry District Section F of the airport sustained the most damage. The seawall along the south beach has been destroyed. Sand and beach stone covers the entire concrete apron and 30% of runway 7. A tremendous amount of sand. Fishers Island Ferry District Section F continued Fishers Island Ferry District Section F continued Fishers Island Ferry District Public access roads marked as B, D and E on map sustained beach stone and sand incursion made the roads impassible. An RFP has been issued to clear the road. Section B below: Fishers Island Ferry District Section D Fishers Island Ferry District Section D Fishers Island Ferry District Section E Fishers Island Ferry District District Maintained Lands, Buildings and Roads including Community Theater Community Theater sustained little or no damage and minor water infiltration Buildings next to Transfer Stations sustained flooding, but tenants have not notified FD of any claims. South beach parking lot and service road sustained minor sand and beach stone incursion. US Navy cleared out to their trailer station. Fishers Island Ferry District South Beach parking lot and service road Fishers Island Ferry District Service road next to transfer station Fishers Island Ferry District Parade grounds has a drainage system that has become blocked with storm debris. Ground has been too wet to assess requirements. Fishers Island Ferry District Overview of work to date: Marine Fleet two crews w/ 18 hours of OT to prepare & ride out storm. New London Terminal minor staff repairs and clean up. Service providers required to repair facilities, i.e., lighting and gate. FI Terminal eight hours of backhoe and labor time to clear parking lots and grounds. Elizabeth Field Airport - 21 hours of backhoe time and six hours of management time have been expended at the airport. Various engineer reports pending on sea walls, electrics/lighting and FAA requirements. Other FD managed assets minimal labor and management time. Fishers Island Ferry District Elizabeth Field Airport requires the bulk of repair work. Lighting , beach incursion removal, and rebuilding seawalls are bigger projects that the FD cannot do with its current machinery and labor and within its budget.
