The proposed construction on this conforming 57,717 square foot lot in the R-40 District, is not
permitted pursuant to Article ilIA Section 100-30A.3. which states;
"No building or premises shall be used and no building or part thereof shall be erected or
altered in the Low-Density R-40 District unless the same conforms to the requirements of the
Bulk Schedule and of the Parking Schedule with the same force and effect as if such
regulations were set forth herein in full."
Bulk schedule requires a minimum rear yard setback of fifty (50) feet. The proposed construction notes
a rear yard setback of five (5) feet and total lot coverage, following the proposed construction, would
be less than twenty (20) percent.

FINDINGS, DELIBERATIONS AND DETERMINATION
MEETING OF JANUARY 10, 2002

DATE OF PUBLIC HEARING: January 10, 2002
FINDINGS OF FACT
PROPERTY FACTS: The subject property is a parcel of 57,717 sq. ft. fronting on Village
Lane in Orient. It is improved with several historic buildings comprising the museums of
the Society.
BASIS OF APPEAL: Building Department Notice of Disapproval, dated October 2, 2001,
denying a permit to construct a handicap ramp at the rear of the Old Point Schoolhouse
because the ramp will be only 5 feet from the rear lot line whereas a 50-foot rear yard is
required.
AREA VARIANCE RELIEF REQUESTED: Applicant requests a variance authorizing
construction of the ramp as proposed, with a 5-foot rear setback.
REASONS FOR BOARD ACTION, DESCRIBED BELOW: On the basis of testimony
presented, materials submitted and personal inspection, the Board makes the following
findings:
1. The proposed ramp is an element in the Society's overall plan to improve access
to its buildings. The location was chosen to minimize the visual impact on the historic
structures.
2. The current rear setback of the Old Point Schoolhouse is 14 feet, and would be
reduced to 5 feet by the proposed ramp. A survey of the property shows that the Hallock
Building, to the north of the Schoolhouse, has a 5-foot setback from the same rear lot line.
Although the requested variance is substantial in terms of current Code requirements,
these buildings have stood for many years in their nonconforming locations and the ramp
will make little change. Grant of the requested variance will not produce an undesirable
change in the character of the neighborhood or detriment to nearby properties.
3. There is no evidence that grant of the requested variance will have an adverse
effect or impact on physical or environmental conditions.
4. Grant of the requested variance is the minimum action necessary and adequate to
enable applicant to construct a handicap ramp while preserving and protecting the
character of the neighborhood and the health, safety and welfare of the community.

The basic nature of the Hallock building will be an archival storage for the Historical Society.
This alteration does not change any characteristics of the appearance of the building other
than installing this toilet room and exterior ramp.
1. According to the NYS Building Code section 1236.1, whic~ determines the basic

Above reading altogether leads us that a ~ is an exception to the accessibility
requirements. Then the question is: is this toilet room alteration a 'minor alteration' or not'?
The accessibility, if it is a minor mteration, is not a code mcluirement, but the Owner's intention.
And the Owner's intention is fulfilled complying with the ADA (Federal Accessibility Code).

DMSION 1: GENERAL REQUIREMENTS
The General Requirements contained in this Division are intended to supplement conditions and requirements
of the Work set forth elsewhere in the Contract Documents. If these General Requirements conflict with other
requirements of the Contract Documents, the conditions imposing the most stringent requirements shall
control.
I. SUMMARY OF WORK
A. The work of all divisions, sections and trades is subject to the requirements of the Contract
Documents and this Division.
Scope: The work as required by Contract Documents shall include furnishing all labor,
materials, appurtenances, equipment and services necessary to complete all work shown or
reasonably inferred on the Drawings and/or specified herein:

Cantilevered steel shelving in the 2nd Floor East Storage, specified as #E7
in Section 10670 of this Specifications, including the installation of 2x4
back-up studs and re-iustallation of the GWB on the east wall.
"Provide" means furnish and install. All work indicated on Drawings as "N.I.C." or "Owner
supplied" will be furnished by others and installed this Contract.
The Owner reserves the right to perform construction or operations related to the Project
with the Owner's own forces. The Contractor shall participate with other separate
contractors and the Owner in reviewing their construction schedules.
GENERAL REQUIREMENTS
A. All work shall conform to the latest edition and addenda of the New York State Building
Code, Town of Southold Zoning Code, State Energy Code, requirements of, State Health
Department, and all oCher applicable codes and laws, rules, regulations, and requirements of
governmental Authorities and insurance companies having jurisdiction or coverage of the
locus or Owner.
B. Work shall be executed by licensed practitioners and personnel skilled in the trades.
C. Guarantee: General Contractor shall guarantee all Work and Materials for a period of one
(1) year from the date of final Certificate. Neither the final Certificate Payment, nor
termination of the guarantee period, shall relieve the Contractor of the responsibility for
negligence or faulty materials or workmanship within the extent and period provided for by
the law. More extensive warranties shall not be affected by this guarantee.
D. Carry all necessary insurance to fully indemnify Owner and Owner's representatives
harmless against all losses, expenses and claims for death, personal injury, and properly
damage arising out of Work done by Contractor or subcontractors.
E. The Contractor shall arrange and comply with all inspections required by local codes.
F. Special Conditions:
1. When the construction requires temporary cut of electricity, gas, water, waste, telephone
and/or like, or when any other part of the property need to be worked related to this
construction, the Contractor shall previously notice to the Owner with the schedule of the
work.

PREPARATION
A. Contractor shall examine the conditions and preparations made for the performance of each
section of work and notify the Architect of conditions detrimental to the proper and timely
completion of this work. Do not proceed with this work until conditions are made
satisfactogy for the performance of such work.
Verify all dimensions and job conditions prior to construction and report to the Architect any
discrepancies or omissions which would interfere with satisfactory completion of the work
prior to the start of work or construction of work in the area concerned.
Contractor shall protect all existing fixtures, surfaces, appliances, windows etc. from
damage. Contractor is responsible for damage to existing conditions. Contractor shall patch
and repair all existing conditions not within the cuntmct limit which may be disturbed by the
construction.
IH.
INSTRUCTIONS, CHANGES, SUBSTITUTES
A. Supplemental Drawings and Specifications: As finishes and details become further
developed and refined by the Architect, drawings & specifications will be issued during
construction. In the event that the Contractor feels these drawings affect the cost of work that
has already been bid, a Change Order will be negotiated prior to the execution of the work
involved.
Verbal Instructions: it is the Contractor's responsibility to advise the Architect regarding any
additional costs resulting from the Architect's verbal instructions; such advice shall occur
before any additional work is executed.
Considerations of substitutions: burden of proof of the merit of proposed substitutions upon
the proposer.
Approval by architect is required before installation.
If substitute material or equipment, or alternative configuration is installed before it is
approved by the Architect, the Contractor shall be liable for its removal and replacement at
no extra cost.

materials used. Copy or original installation instructions shall be provided to Owner.

CONSTRUCTION SCHEDULES
A. Submittal: the first schedule shall be submitted prior to the start of the Work; include
commencement, order and completion dates for the various parts of the work; submit
subsequent schedule changes as they arise.
The contractor shall schedule connection to existing building and systems at a time that will
be convenient for the Owner and cause minimum disruption to all parties involved.
VI.
CONSTRUCTION ADMINISTRATION
A. Job site: the Contractor shall maintain on the promises an up-to-date and complete set of
drawings, specifications, supplemental details, shop drawings, specification submittal, and
Architect correspondence for the duration of the project, for the sole purpose of keeping an
accurate record of changes made during the construction.
Telephone: Quick and accessible communication shall be provided in a manner acceptable to
both the contractor and the architect.
Supervision: the Contractor or Contractor's superintendent shall supervise and coordinate all
the Work defined by this document and Drawings whether by his own or his Subcontmctor's
forces. The Contractor's superintendent shall be personally present at the site for at least a
portion of each day that the work is in progress whether by his own or his subcontmctor's
force.
Contractor shall resolve all problems of related work. In case of conflicts due to improper
coordinating by the Contractor, the Architect's resolution will be final. No compensation will
be awarded for extra work required resolving the conflicts.
Trash removal: Contractor shall remove all trash from the site on a regular basis in
accordance with all regulations.
Material receiving, moving, storage and protection:
It shall be the Contractor's full responsibility to make all arrangements and pay all charges
for material moving, storage, removal etc.
Protect all equipment, materials and installations until final acceptance of work.
The Contractor shall be responsible for the security of his materials and equipment and those
items bought by the Owner and installed this contract. He shall not receive any additional
payments for replacement of such which are lost, stolen or in any way damaged or unfit for
use. Contractor shall be responsible for securing the site whenever the Work is not in
progress.

Punch List: the Architect shall attach to the Certificate of Substantial Completion a Punch
List setting forth the remaining work required to close-out the Contract; the Punch List and
deadline may be amended repeatedly as further deficiencies in the Work arise; if the Punch
List work is not completed by the deadline, the Owner may carry out the Work.
Cleaning: the property shall be left spotlessly clean and in first class condition and repair.
The entire interior of the property shall be vacuumed dust free including all cabinet interiors,
window sills, etc.; all floom shall be thoroughly cleaned and dust-mopped, damp-mopped, or
vacuumed as appropriate to the finish; all wall tile, glass, light fixtures, plumbing fixtures,
and hardware shall be spotless; the entire exterior of the project and site shall be cleaned
with the ways appropriate to the finishes and configurations; replace HVAC and water filters
ff units were operated during construction; cleaning operations shall be completed just prior
to Owner occupancy; Comply with manufacturer's instructions; Remove labels that are not
permanent; replace damaged materials; clean the landscape development of litter; repaint
any marred or stained surfaces; each Punch list item performed after Owner occupancy shall
be subject to the above cleaning requirements the Owner may car~ out the Work.
Owner's Manual: Provide Owner with all Owner's Manual and product service warranties
for HVAC equipment, all appliances, etc.; also include a typewritten list of all subcontractors
and their phone numbers and addresses; submit to Architect.
Final Payment: after the Contractor has completed the Punch List, submitted the Owner's
Manual, and submitted a complete release of liens to the Architect from every entity,
including Contractor, who could lawfully and possibly file a lien arising out of the contract
and related Work covered by the payment, the Amhitect shall issue the final Certificate for
Payment. The final payment to the Contractor shall be made no later than 30 days after the
date of issue and 7 days after the expiration of the final date for filing labor and material
liens.
Upon completion and final acceptance of the work, provide one complete check and
adjustment, including any refitting that may be required of all operating doors. This work is
to be performed at a time acceptable to the Owner belween six and twelve months after
Substantial Completion.

09300 TILE
PART 1: GENERAL
1.01 Scope of Work: Including all labor, materials, equipment and services for complete
installation of ceramic tile on floor in the Bathroom, indicated on Drawings and specified
herein.
1.02
Quality Standards: Comply with materials and installation standards of the Tile Council of
America, Inc. (TCA) and ANSI 137.1, current editions.
1.03 Submittal: Submit Color samples of grout to Architect for selection of colors.
PART 2: PRODUCTS
2.01 Grout: Commercially available grout. Hand mixed grout will not be accepted.. Sanded
grout for floor. Colors to be selected by Architect. Submit color samples for selection.
2.02 Tile Types:

PART 3: EXECUTION
3.01 Floor construction:
Floor general: Tile on 5/8" exterior grade plywood over existing sub floor (TCA method
F144-93). Set top layer of exterior plywood with minimal 1/8" gaps at joints, fill with epoxy
when tile is set.to be double-layer exterior plywood (method TCA F142-93.) Set top layer of
exterior plywood with minimal 1/8" gaps at joints, fill with epoxy when tile is set.
3.02
Coursing: Tile set origin to be determined by Architect, otherwise lay out tile on floors and
walls so that the field centers exactly on areas and on architectural features so that wherever
possible no tile less than 1/2 size occurs. Review tile layout with Architect prior to
proceeding with installation.
3.03 Set tile in light approximating final lighting to avoid flaws.
3.04
Tile joint: Maintain uniform, 1/16" or required minimum width to matntain modular
dimensions. Force grout into joitus, avoiding air traps or voids, and tool to depth of tile
edged. Using diagonal strokes across joints, remove all excess grout. Check for gaps or air
holes; fill same. Grout on surface of tile to be removed.
3.05
Cleanup: immediately upon completion of tile work, clean material in accordance with
manufacturer's recommendations. After the grout has sufficiently hardened, all tiles shall be
thoroughly cleaned with soap and water. Where soap and water fail to produce a satisfactory
clean surface on unglazed tile, such tiles may be cleaned with a 10% muriatic acid and
solution, and then rinsed with clean water.
3.06 Cure tile installation by keeping damp at least three (3) days during which time all traffic is
to be kept off.

on all new exposed surfaces and ail repainting on thc existing coated surfaces to remain,

Submittals: Purchase and apply test samples for approval in actual locations of all stain
colors 1'-0" square minimum sample before purchasing required quantities.

PART 3: EXECUTION
3.01 Verify all colors, including whites, with Architect prior to execution.
3.02
Existing woodwork, including doors, door and window frames and sills, wall molding and
base molding, exterior trims, fascias and rake boards, and other surfaces called out to be
refinished, shall be cleaned of loose paint, imperfections and holes shall be filled or repaired,
sanded and primed.
3.03
Remove hardware and accessories, device plates, lighting fixtures, factory finished work, and
similar items, or provide surface-applied protection. Reinstall removed items. Any such
item which is lost or damaged during this operation must be replaced with matching item at
Contractor's expense. Remove protruding objects and unnecessary wiring.

3.04 Apply painting and finishing materials in accordance with the manufacturer's instructions.
Use applicators and techniques best suited for the materials and surfaces to which applied.
Provide finish coats which are compatible with prime paints used. Provide barrier coats over
incompatible primers as required. Sand lightly between succeeding coats. Apply' each
material at not less than the manufacturer's recommended spreading rotc, to provide a total
dry film thickness of not less than 5.0 mils for the entire coating system of primer and finish
coat for 3-coat work.
3.05 Finish door tops, bottoms, and edges, same as faces, uniess otherwise directed.
3.06 Touch up and cleaning: at completion of the work, spots and splattering shall be removed
from all finished surfaces. Correct any painting related damages or imperfect by cleaning,
repainting or replacing and refinishing. All finished works shall be thoroughly cleaned and
left in a neat and perfect condition. Do not use any plumbing fixture or waste pipe for
disposal of any material.

PART1. GENERAL
1.01
A.
Drawings:
Drawings are diagrammatic and indicate the general arrangement of systems and work
required. Do not scale the Drawings. Consult the Architectural drawings and details, and
the drawings of other trades, for exact location of equipmem
Drawings shall be used in layout of work. Check reference drawings to verify spaces in
which the work will be installed. Maintain maximum headroom and space conditions.
Where headroom or space conditions appear inadequate, Architect shall be notified before
proceeding with installation.
If directed by the Arehitect. make minor modifications in the layout as needed to prevent
comlict with work of other trades or for proper execution of the work.
Coordinate the work with the requirements of architectural and structural drawings for
dimensions, locations and clearances. Locations of items exposed to view shall be taken from
the architectural drawings or located as directed.

Coordination with Other Trades
Closely schedule the work so that work will be installed at the proper time without delaying
the completion of the entire project.
Where the work will be installed in close proximity to the work of other trades, or where
there is evidence that the work will interfere with the work of other trades, arrange space
conditions to make a satisfactory adjustment. If work is installed before coordinating with
other trades, make necessary changes to the work to correct the condition without additional
cost to the owner.
The mechanical contractor shall prepare and submit for approval terminal point to terminal
point, completely coordinated and integrated wiring diagrams for all wiring requiring field
installations by the electrical contractor.
1.03

Codes, Permits and Inspections
All work shall meet or exceed latest requirement of national, state, county, municipal and
other authorities exemising jurisdiction of the work of this project.
Any portion of the work which is not subject to approval of an authority having jurisdiction
shall be provided in accordance with national fire protection association requirements.
Comply with applicable utility company rules and regulations.
Comply with occupational safety and health act (OSHA) requirements.
Secure permits and inspection certificates and transmit same to the owner at the completion
of the work.

Verifying Existing Conditions, Removals and Alteration
The contractor shall visit the premises to determine existing conditions and compare same
with drawings and specifications and satisfy himself of all conditions prior to the submission
ora bid proposal. No allowances will be made for the failure to comply with these
requirements and a bid proposal shall be construed as evidence he has done so.

Removals and Alterations
The contractor shall remove, relocate, replace, adjust, adapt and modify existing equipment
and/or systems as required when such work is uncovered and found to interfere with
completion of work in this contract or other contract work.
All removed equipment and material shall be removed from the project site, or to a location
as directed by the owner.

1.06 Identification of Equipment and Control
A. All equipment shall be stenciled or labeled with lamacoid plates screwed thereon which shall

C. All valves shall be tagged with 2" brass plated tags and chains and valves chart schedule
framed and wall mounted where directed.
D. Motor starters shall be provided with lamacoid plates which indicate system served.
1.07
Provide operation and maintenance manuals for all equipment. Perform a lesson/labeling
session with Owner for operation of the installed equipment, systems and controls.
1.08 Special Conditions
A. The contractor shall schedule connection to existing systems at a time that will be convenient
for the client and cause minimum disruption to all parties involved.

3.01 Unless otherwise noted, Contractor shall provide all equipment and fixtures with necessary
connections, fittings, trimmings, valves, supports, vents, access panels, protection and
covering required, specified, or indicated on the Drawings. Plumbing and drainage work
shall be done in strict accordance with the applicable requirements and approval of
jurisdictional au{horities, as well as all applicable building roles and regulations.
3.02
The size of the piping and vents shall be as determined by the local codes and regulations for
plumbing and drainage, and all fixed rules of installation, as set forth in the rotes and
regulations.
3.03 Provide clearly indicated labels for all valves and pipes.

PART
1.01
1: GENERAL
Scope of work: Including all labor, equipment, materials and services necessary for the
complete installation, testing, balancing and proper operation of the systems for new gas
fired furnace and central air conditioning system, and work specified, shown or as
reasonably inferred, including but not limited to the following:
Contractor to visit the site and evaluate the new central split HVAC system with
dehumidifier, based on the Drawings and Specifications.
Prior to any purchase or execution, submit a proposal for the new HVAC system. Such
submission shall include:
1. System diagram showing components, such as gas furnace and air-conditioning
unit, and zoning.
2. Specifications for each new system component, including performance data.
dimensions and appearance.
3. Sheet metal ductwork diagrams, piping diagrams, and layouts.
4. Electric wiring diagrams, automatic control diagrams, and sequence of operation.
Furnish and install a complete HVAC system, including equipment, ducts, pipes, vent,
diffusers, grilles and registers, and automatic temperature controls.

16050 ELECTRICAL
PART 1: GENERAL
1.01 Scope of work: Including all ne~v connections, distributions, wiring and switch legs as
required for outlet and lighting on Drawings; including general convenience receptacles as
indicated on Drawings; including separate circuits and wiring for all items of mechanical
equipment and thermostat control; including all lighting fixtures, fans, cable TV and
telephone wiring; including fire detector/alarm system.

Permits and Certificates
Prior to proceeding with any installation, prepare and submit to the proper authorities, for
their approval, all required documentation. Provide all necessary notices, obtain all permits
and pay all local, state and federal taxes, fees and other costs in connection with the work.
Thc contractor shall be responsible for performing all controlled inspections required by
applicable Administrative building Cede.

Coordination with other trades:
Closely schedule the work so that work will be installed at the proper time without delaying
the completion of the entire project.
Where the work will be installed in close proximity to the work of other trades, or where
there is evidence that the work will interfere with the work of other trades, arrange space
conditions to make a satisfactory adjustment. If work is installed before coordinating with
other trades, make necessary changes to the work to correct the condition without additional
cost to the owner.
The electrical contractor shall install all wiring for the mechanical systems requiring field
wiring, according to the wiring diagrams provided by the mechanical contractor.

Examine and evaluate existing fire alarm system including smoke, fire, heat, and/or carbon
monoxide detectors. And propose additional detector/alarm system, as required, complying
with all applicable codes. The bid shall be based on each Bidder's evaluation.
PART 2: PRODUCTS
A. Local wall switches:
1. Install flush type tumbler switches at each switch outer, grouped in common faceplate,
where two or more are shown together.
2. Install switches so operating lever is down when switch is in "off" position.
3. Leviton toggle switch, g 1200 series, white color, or equal, with stainless steel cover plate as
specified.
4. Dimmers: Leviton 6641 series toggle dimmers, white color, with stainless steel cover plate as
specified.
Duplex Convenience Receptacles:
Leviton #5262-W, or #5362-W, white color or equal.
Leviton Decora series Ground Fault Circuit Interrupter (GFCI) receptacles, ~6598-W, white
color, or equal.

Cover Plates:
Provide for each outlet installed Leviton standard style, stainless steel cover plate.
Where two or more switches or devices are indicated at one location, mount under common

duct, with weather cover,
Surface Raceway: steel surface raceway system by Wiremold Company, 60 Woodlawn
Street, West Hartford, CT 06110, phone: 800 621 0049, fax 860 232 2062. or equal.
PART 3: EXECUTION
3.01 General:
A. Provide electrical hook-up wiring power requirements for receptacles, lighting, appliances,
and mechanical equipment shown on the respective Drawings. All wiring shall be fully
concealed except as noted.
B. All service entrance and metering will be in accordance with the National Electrical Cede,
local codes and utility company requirements. Verify capacity of existing service with new
load requirements, prior to bid submittal.

Notify Architect of condition of existing wiring of any outlets not functioning or illegal.
Comply with all appropriate municipal and regulatory agencies, codes and requirements.
Obtain Board of Fire Underwriter/Licensed Electrician Certificates for wiring.
Inspect existing circuit breakers. Add additional circuit breakers to the service box as
necessary to correct improper, unsafe wiring.
All existing circuiting shall remain intact for reuse as shown.
All outlets within 6 feet of wet areas shall be Ground Fault Circuit Interrupter (GFCI).
Before the rough wiring, verify at the site all outlet and surface raceway locations with
Architect and Owner.
Provide new outlets and wiring as indicated on Drawings.
All new and existing lighting fixtures to be circuited to wall switches.
Typical location of switches and outlets:
New switches to match height of existing, or locate at 42"AFF, unless othenvise noted.
New receptacles to match height of existing, or locate at 18" AFF, unless otherwise noted.
Locate all receptacles so that the long dimension of the faceplate is perpendicular to the floor
unless otherwise noted.
Locate all switches so that the long dimension of the faceplate is perpendicular to the floor
