Proposed Wetland Permit for ALAN GARMISE

Suffolk Environmental Consulting, Inc. on behalf of ALAN GARMISE requests a Wetland Permit to
remove the existing damaged shed (128+ sq.ft.) and existing decking (308+ sq.ft.) within the southern
corner of the property along the shoreline and Great Peconic Bay and reconstruct same further
landward; the proposed reconstructed shed will measure 120+ sq.ft, and the proposed reconstructed
deck will be 300+ sq.ft.; additionally, a proposed rock revetment will be installed along the embankment
measuring 100.0'+ and be comprised of 1-3 ton stone installed atop a bed of corestone and filter cloth;
proposed beach access stairs (4.0'x34.0') will be constructed from the decking to the beach; also, 50+
cubic yards of clean sand will be deposited/graded/groomed behind the proposed revetment and
planted with native plantings (i.e., Cape American beach grass @ 1.0' o/c); finally, various storm-
damaged portions of the existing walk within the southwestern section of the property will be repaired
where deemed necessary. Located: 9980 Nassau Point Road, Cutchogue. SCTM# 119-1-19
The proposed actions have been reviewed to Chapter 268, Waterfront Consistency Review of the Town
of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that above actions are
CONSISTENT with the LWRP provided that:
1. The Board determines that the shed and deck structures are located landward of the
"top-of-bank".
2. The structures are located outside of the AE flood zone.

INSTRUCTIONS
1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions includin~
and other ministerial permits not located within the Coastal Erosion Hazard Area.

preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation

As indicated within Policy 1, 'Development that does not reinforce the traditional land use
pattern of the Town of Southold would result in a loss of the community and landscape
character of Southold.", this proposal is to simply reconstruct the existin.q Shed & Deckina
currently located alon~l the shoreline of subiect property to a location further landward and
away from the shoreline. This Shed & Decking1 have harmoniously existed upon this site for
several decades. The Shed benefits under a Certificate of Occupancy over the Drooertv, and
the Decking1 benefits from a previous Southold Board of Trustees. Consequently, these items
could be reconstructed/repaired 'as-of-ri~lht" in their current location. Further, review of the
surroundin.q nei~lhborinffi properties indicates structures of similar nature in similar locations (i.e.,
along the shoreline) of similar size, if not much laraer, which have existed without adversely
impacting1 the surroundin.q environment.
With respect to the proposed Rock Revetment, this form af development (i.e., shoreline
protection) is commonplace in Southold, most prevalent in the form of bulkheadina. This
application is instead for the placement of Stone aloha the shoreline, auamented by additional
clean sand and ve~letated with natural plantin.qs, providing1 a more environmental-fTiendly
approach to this type of development.
Consequently, we believe that this Droiect is compliant with this Policy.
