requests a Wetland Permit and a Coastal Erosion Permit to reshape existing +53 linear feet of partially
buried stone armor (and +5' and +14' returns) and supplement structure with additional 2.5' - 3.5'
diameter; 1 - 2 ton stones to raise height of structure approximately 2 feet to match elevation (8.5'
MSL) of proposed/approved stone armor on adjacent property to east; re-nourish and raise height of
eroded beach landward of stone with approximately 45 cubic yards of clean sand fill to be planted with
beach grass and switch grass (except in areas underneath dwelling or deck). Located: 1480 Leeton
Drive, Southold. SCTM# 58-2-3
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
wdtten determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This.
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).

NATURAL COAST POLICIES

The parpose of the project is to reshape and heighten the existing stone armor on the subject property to match that of the stone armor recently
approved for the adjacent easterly property pursuant to Town Wetlands and Coastal Erosion Management Permits 7589 and 7589C; and to renourish
and replant the existing natural protective feature, i.e., the beach area landward of the stone that has been eroded during the major storm events of the
past 3 years. The existing stone will soon be bounded to the east by stone approved to be approximately 2 feet higher than the existing structure and is
already bounded to the west by a much taller timber bulkhead. Therefore, without supplementing and raising the existing structure, the subject property
would become a low point between those two adjacent structures and thus more vulnerable to the impacts of flooding and erosion. Consistent with
Policy 4, the effects of the project would thus be to prevent this increased vulnerability and provide improved protection against flooding and erosion of
the mnourished and rovegetated beach areas (and ultimately the upland property) behind the stone in the face of increaalngly severe storm events and
storm surges. The project will not result in any seaward expansion of the existing structure nor encroachment on the beach area seaward of the existing
stmctore. Thus, the project will not have any adverse impacts on the fi'outing beach or adjacent properties, which either are or soon will be similarly
stabilized by hard structures.
The project is further consistent with Policy 4 because it limits the scope of the hard stabilization component of the project to the minimum scale
necessary and is based on sound engineering practices where a hard structure already exists; is already bounded to the west by an existing bulkhead and
will soon be bounded to the east by a similar stone structure; and where substantial natural protective features are absent and vegetative means of
erosion control alone would be ineffective against providing flood and erosion control protection given the narrowed beach and recently demonstrated
vulnerability of this stretch of shoreline to storm damage. Moreover, the project also incorporates use of vegetative non-structural measures, i.e., the
sand ranourishment and revegetation of the beach landward of the stone, which is the subject propetXy's sole natural protective feature.
