APPROVAL OF MINUTES Moved by Doug Hardy and seconded by John Stein, to Approve the Minutes of February 12, 2013. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to SUPPORT the applications of LINTON DUELL to extend the existing catwalk 28'. Located: 450 West Bay Ave., Orient. The dwelling is to be elevated 3.1' to result in a first floor elevation of 8'. Located: 2205 Bay Ave., East Marion. Replace any face pilings and stringers removed, in-place. Install 95' of new vinyl sheathing, new backing system and new clamps and caps. Fill void area landward with clean trucked in fill approx. 240 cy. Regrade area and revegeate with native plantings to match existing. Located: 1655 Truman's Path, East Marion. SCTM#31-13-6 Inspected by: John Stein The CAC Supports the applications with the Condition the concrete pad is removed in a 15' non- turf buffer is installed landward of the top of bank. Located: 1755 Truman's Path, East Marion. SCTM#31-13-4 Inspected by: John Stein The CAC Supports the applications, however, has a concern with the location of the deck and patio seaward of the coastal erosion hazard line. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Derek Bossen, it was RESOLVED to SUPPORT the applications of AMY UYANIK to replace all existing pitings, all damaged walers, sheathing and deadman systems, inkind/inplace; replace existing beach stairs inkind/inplace; legalize existing 190' bulkhead and 100' jetty; and existing 10'× 10' platform and 4' wide staircase. Located: 55055 CR. 48, Southold. SCTM#-44-1-4 Inspected by: John Stein The CAC Supports the applications, however, requests clarification with regard to the structures being legalized for the purpose of repairs. Located: 775 Oakwood Dr., Southold. SCTM#90-4-22 Inspected by: John Stein The CAC does Not Support the application because allowing this would be a detriment to the entire area and cause flooding onto the adjacent properties. This is a wetland area that should be vegetated with native wetland species. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of DONALD STANTON & VIRGINIA STANTON FAMILY TRUSTS to reshape existing 53 If. of partially buried stone armor and 5' and 14' returns and supplement structure with additional 2.5'-3.5' dia. 1-2 ton stones to raise height of structure approx. 2' to match elevation of proposed stone armor on adjacent property to east; renourish and raise height of eroded beach landward of stone with approx 45 cy. of clean sand fill to be planted with beach grass and switch grass. Located: 1480 Leeton Dr., Southold. SCTM#58-2-3 Inspected by: Doug Hardy, Audrey Horton The CAC Supports the application, however, there is a concern with the flank erosion on the neighboring properties. Located: 2385 Pine Tree Rd., Cutchogue. SCTM#104-3-2 Inspected by: Audrey Horton, Doug Hardy The CAC Supports the application, however, has concerns with the location of the deck at the top of the bank. The CAC recommends a 15'-20' non-turf vegetated buffer along the top of the bank. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Derek Bossen, it was RESOLVED to SUPPORT the Wetland Permit application of THOMAS DOWLING to remove dilapidated timber bulkhead, reconstruct 189' navy style bulkhead in place of existing utilizing vinyl sheathing, reconstruct a 39' return, reconstruct an 11' return, both with vinyl, dredge area 10' off bulkhead in boat slip to a depth of -4'ALW, resultant spoil approx. 75 cy. to be used as backfill for new structure. Reconstruct 3'X 40' timber walk with untreated lumber, install a cantilevered 4'X 6' platform, 3'X 12' ramp and 6'X 20' floating dock secured by three (3) 10" pilings. Install electric/lighting to existing flagpole, install irrigation line to boat basin, and install pervious path steeping stones at existing 4' path to boat basin. Located: 1200 Broadwaters Rd., Cutchogue. SCTM#104-9-3 Inspected by: Audrey Horton The CAC Supports the application, however, the property wasn't staked the notice of hearing card was not posted. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to SUPPORT the Wetland Permit application of CHRISTIAN ZIMMER for the existing 100' wood bulkhead and existing 300 sf. deck; to replace 4'X 6' staircase, replace approx. 80 cy. of sand to toe of bank at various locations and against new retaining wall along southerly line. Burlap bank and plant beachgrass @ 1' on center; repair 3 treads on existing staircase; replace damaged log border to deck, as needed; and remove approx. 10 yds. of debris. Located: 7525 Nassau Point Rd., Cutchogue. SCTM#118-4-3 Inspected by: Audrey Horton The CAC Supports the application with a total of a 5' non-turf vegetated buffer and the beach stairs are removable. There is also a concern with the legality of the bath house with evidence of electricity. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was 7 RESOLVED to SUPPORT the Wetland Permit application of MARGARET & JOHN HOCHSTRASSER to construct 100' of new retaining wall with two 6' returns; recontour top of bluff as necessary; fill void area landward of retaining wall with clean trucked-in fill (approx. 200 cy.); regrade area between bulkhead and retaining wall and revegetate with beach grass; replace, repair and/or reconstruct existing stairway down bank in-place; install nineteen 10" dia. sister pilings adjacent to existing bulkhead face pilings and bolt together; and construct a new 4'X 5' cantilevered platform and 3' wide stairway from bulkhead to beach level in-place of existing. LEHNERT to install new retaining wall to hold back storm damaged bluff. Existing stairs to be repaired and replaced in-kind. Located: 5425 Nassau Point Rd., Cutchogue. SCTM#111-13-1 Inspected by: Audrey Horton, Doug Hardy The CAC Supports the application with the Condition of a 20' non-turf vegetated buffer. This property has extreme bluff erosion, the bluff is at a critical angle and the stairs are completely destroyed. This application will be repeated in another storm event. Located: 9280 Nassau Point Rd., Cutchogue. Construct a rock revetment along the embankment measuring 100' and comprised of 1-3 ton stone installed atop a bed of core stone and filter cloth. Construct beach access stairs 4'X 34' from the decking to the beach. Add 50 cy. clean sand behind the proposed revetment and planted with native plantings, and repair various portions of the existing walk where deemed necessary. Add 30 tons of new stone filler rocks to existing; remove any existing rock and debris from top surface area and place 150 ton of 1 ton cap rocks on filter cloth in-place. Add 75 tons of new rock armoring to existing; reconstruct existing platform and stairway to beach as needed and reinstall in-place. Fill void area (eroded area) with clean trucked-in fill approx. 400 to 450 cy; regrade areas and revegetate with native plantings to match existing. Located: 1305 West Rd., Cutchogue. Total overall length will be approx. 96 If. Located: 372 North Dr., Mattituck. HELIES to construct approx. 100 If. of vinyl bulkhead in place of and up to 18" higher than existing storm damaged timber bulkhead; construct +/-20' vinyl easterly return in place of and up to 18" higher than +/-12' timber return; remove and replace masonry landscape wall landward of bulkhead; remove and replace as needed 4' wide wood walkway landward of bulkhead; reconstruct storm damaged 4.5'X 4' wood platform and steps to beach; and renourish 10' wide storm eroded area landward of bulkhead with 40 cy. clean sand to be revegetated with native vegetation and maintained as a non-tuff buffer. Remove a portion of the existing deck and construct new stairs affixed to the remaining existing deck. Existing walkway and stairs to entrance of house to be removed and new entrance walkway to be added with stone steps approx. 4' wide. Legalize existing dwelling, deck and stairs on east side of dwelling. Located: 480 North Oakwood Rd., Laurel. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS Moved by John Stein, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of LAZARUS ALEXANDROU to Amend Wetland Permit #7752 to authorize the as-built location of a 3'X 88' timber stairway with associated wood landings and platforms and to require the native revegetation of all areas adjacent to the stairway that were disturbed during construction. Located: 2800 Sound Dr., Greenport. SCTM#33-1-11 Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of CHRISTOPHER STABILE to Amend Wetland Permit #8027 to allow the construction of two returns, a 16' return on the northern side of the property and a 20' return at the southern end of the property. Located: 9975 Nassau Point Rd., Cutchogue. SCTM#119-1-10 Vote of Council: Ayes: All Motion Carried Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed., March 20, 2013 at 5:30 PM. The next meeting of the Conservation Advisory Council has been set for Wed., April 10, 2013 at 4:30 PM at Down's Farm Preserve.
