SETTING OF THE NEXT PLANNING BOARD MEETING
Donald Wilcenski: Good afternoon ladies and gentlemen, and welcome to the
regularly-scheduled Southold Town Planning Board Public Meeting for February 11,
2013. Our first order of business is to set Monday, March 18, 2013 at 6:00 p.m. at
the Southold Town Hall, Main Road, Southold, as the time and place for the next
regular Planning Board Public Meeting.

SET HEARINGS
Corazzini, Richard - This proposed site plan is for a 6,000 sq. ft. addition to an existing
3,150 sq. ft. building for office space and storage on a 6.S-acre parcel in the LI Zoning
District. The property is located at 6245 Cox Lane, +_560' n/e/o CR 48 & Cox Lane,
Cutchogue. SCTM#1000-84-1-32.1
James Rich: Mr. Chairman, I will offer the following:
WHEREAS, on September 15, 2009, the agent for the applicant, William Kelly,
submitted an application for site plan review; and
WHEREAS, this proposed site plan is for a 6,000 sq. ft. addition to an existing 3,150 sq.
ft. building for office space and storage on a 6.8 acre parcel in the LI Zoning District,
Cutchogue; be it therefore
RESOLVED, that the Southold Town Planning Board amends the resolution
approved at the January 14, 2013 public meeting setting a public hearing date
and time of 4:30 p.m. on February 11, 2013 and sets Monday, March 18, 2013 at
6:00 p.m. for a public hearing regarding the site plan for Richard Corazzini dated
October 28, 2008 and last revised January 17, 2013, prepared by S.L. Maresca
Associates.

8 Hands Farm - This site plan is for the proposed construction of a 60' x 120' (7,200 sq.
ft.) metal barn on a 25.69-acre Town of Southold Development Rights parcel and the
conversion of an existing 4,200 sq. ft. barn to a farm stand on the adjacent 1.84-acre
reserved parcel that includes a two-story dwelling in the A-C Zone. The property is
located at 4735 Cox Lane, Cutchogue. SCTM#1000-96-2-10.1
Martin Sidor: WHEREAS, on January 16, 2013, the applicant submitted an application
for site plan review; and

WHEREAS, this proposed site plan is for the proposed construction of a 60' x 120'
(7,200 sq. ft.) metal barn on a 25.69-acre Town of Southold Development Rights parcel
and the conversion of an existing 4,200 sq. ft. barn to a farm stand on the adjacent 1.84
acre reserved parcel that includes a two-story dwelling in the A-C Zone, Cutchogue; be
it therefore
RESOLVED, that the Southold Town Planning Board sets Monday, March 18, 2013 at
6:02 p.m. for a public hearing regarding the site plan "8 Hands Farm" dated January
10, 2007, prepared by Thomas Geppel and surveyed by John T. Metzger.

SITE PLAN DETERMINATIONS
Harbes Family Winery - This site plan is for the addition of retail winery and wine
production facilities to an existing farm stand. The existing farm stand (Bldg. One)
consists of a retail area, roof-over area, display preparation area & walk-in storage area
of 3,522 sq. ft. The proposed retail winery and wine production facilities will be
incorporated into existing agricultural buildings as follows: (Bldg. Two) Wine Tasting
Room No. 2 of 373 sq. ft.; (Bldg. Three) wine-making facility of 572 sq. ft.; (Bldg. Four)
Wine Tasting Room No. 3 of 3,198 sq. ft. having a deck addition of 4,431 sq. ft.; and
(Bldg. Ten) Wine Tasting Room No. 1 of 326 sq. ft. Other existing buildings on the site
include: a farm office of 292 sq. ft. (Bldg. Five); storage shed of 192 sq. ft. (Bldg.
Six); restrooms of 121 sq. ft. (Bldg. Seven); a frame shed of 68 sq. ft. (Bldg. Eight); a
farm office of 102 sq. ft. (Bldg. Nine); an open air pavilion of 3,200 sq. ft. (Bldg. Eleven);
and a new barn of 525 sq. ft. (Bldg Twelve). In addition, the site provides existing
parking of 27 spaces (Parking Area No. 1) and a seasonal overflow parking area
(Parking Area No. 2) for 51 spaces along with a new loading area for trucks. The overall
property is 15.61 acres in the A-C Zoning District located at the n/w corner of Sound
Avenue and Hallock Lane in Mattituck. SCTM#'s1000-120-1-4 &1000-112-1-7.1

WHEREAS, the applicant, Edward Harbes, submitted a Site Plan Application on
January 23, 2008 for the addition of retail winery and wine production facilities to an
existing farm stand; and
WHEREAS, on January 28, 2008, the Planning Board formally accepted the agricultural
application for review; and
WHEREAS, on February 8, 2008, the Planning Board, pursuant to Southold Town
Code §280-131 C., distributed the application to the required agencies for their
comments; and
WHEREAS, on March 8, 2008, the Southold Town Fire Inspector reviewed and
determined that there was adequate fire protection and emergency access for the site
so long as Hallock Lane is maintained at a minimum width of 20 feet; and
WHEREAS, on March 10, 2008, the Southold Town Architectural Review Committee
reviewed the application, provided comments, and the plans were revised to the
satisfaction of the Planning Board; and
WHEREAS, on September 28, 2008, the Commissioners of the Mattituck Fire District
determined two (2) requirements to achieve adequate fire protection for the site and the
plans were revised to the satisfaction of the Planning Board; and
WHEREAS, on May 12, 2009, the Town of Southold LWRP Coordinator reviewed the
above-referenced project and has determined the proposed project to be consistent
with Southold Town LWRP policies; and
WHEREAS, on May 26, 2009, the Suffolk County Planning Commission reviewed the
above-referenced application and considered the site plan to be a matter for local
determination with no significant county-wide or inter-community impact; and
WHEREAS, on October 13, 2009, the Southold Town Planning Board, pursuant to
State Environmental Quality Review (SEQR) 6 NYCRR, Part 617, determined that the
proposed action is a Type II Action as it falls within the following description for 6
NYCRR, Part 617.5 (c) (3) "agricultural farm management practices, including

construction, maintenance and repair of farm buildings and structures, and land use
changes consistent with generally accepted principles of farming" and, therefore, not
subject to SEQRA review; and
WHEREAS, on March 29, 2010, the Southold Town Zoning Board of Appeals reviewed
the application and request for variances and granted the relief requested with one (1)
condition: the winery shall obtain site plan approval; and
WHEREAS, on July 12, 2010, a public hearing was held and closed; and
WHEREAS, on September 29, 2011, the Southold Transportation Commission
reviewed the application, provided comments (in addition to previous comments), and
the plans were revised to the satisfaction of the Planning Board; and
WHEREAS, on June 18, 2012, the Southold Town Engineer reviewed the above-
referenced application and has determined that the proposed drainage meets the
minimum requirements of Chapter 236 for Storm Water Management; and
WHEREAS, on February 11, 2013, the Southold Town Chief Building Inspector
reviewed and certified the proposed site plan as a permitted use in the A-C Zoning
District; and
WHEREAS, on February 11, 2013, the Southold Town Planning Board determined that
all applicable requirements of the Site Plan Regulations, Article XXIV, §280 - Site Plan
Approval of the Town of Southold, have been met; be it therefore,
RESOLVED, that the Southold Town Planning Board has determined that this proposed
action is consistent with the policies of the Town of Southold Local Waterfront
Revitalization Program;

Board grants Approval to the site plan entitled "Farmstand, Wine Making & Wine
Tasting; Edward W. Harbes Ill" prepared by Thomas C. Wolpert, P.E. on July 30, 2007,
last revised February 1, 2013, and authorizes the Chairman to endorse the site plan
including the following nine (9) plans:
