Box 1179 Southold, NY 11971 Telephone: 631 765-1938 Fax: 631 765-3136 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Jim King, President Town of Southold Board of Trustees From: Mark Terry, Principal Planner LWRP Coordinator Date: February 15, 2013 Re: Proposed Wetland Permit for BARBARA KELSEY SCTM#1000-128-6-2 Suffolk Environmental Consulting, Inc. on behalf of BARBARA KELSEY requests a Wetland Permit to repair the existing bluff staircase that was damaged by Hurricane Sandy; to construct a 5 foot high retaining wall, roughly 16 feet landward of the existing bulkhead; and reconstruct damaged bluff stairs; construct a 6'x4' wooden platform on top and seaward of the existing bulkhead which will allow for the installation of 2' wide retractable aluminum beach access stairs; in total there will be 115' + of new retaining wall; after construction of the retaining wall and stairs has finished, roughly 100 cubic yards of fill will be deposited behind the retaining wall and in the space between the retaining wall and existing bulkhead. Located: 4000 Great Peconic Bay Boulevard, Laurel. SCTM# 128-6-2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed actions are CONSISTENT with the Policy Standards and therefore CONSISTENT with the LWRP. The Board issued a grandfathered permit (128-6-2) for the staircase and bulkhead in 1993. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
