Horton Dredge & Dock on behalf of CYNTHIA O'LEARY requests a Wetland Permit to construct a
bulkhead the width (approximately 90') of the remaining and only un-bulkheaded waterfront section of
the property; the west end of the proposed bulkhead will tie into the existing bulkhead on the property;
the eastern end will tie into the existing bulkhead of the property adjacent to the east; to construct a 35'
return on the western end of the property; add clean fill (100-150 cubic yards) from an upland source.
Located: 280 Park Avenue, Mattituck. SCTM# 123-7-7.3
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed actions
are CONSISTENT with the Policy Standards and therefore CONSISTENT with the LWRP.
The Board acknowledged the bulkhead and groin in 1989.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
wdtten determination regarding the consistency of the proposed action.

Goals:
The plans proposed in the application are designed to achieve the following:
1.) Ensure stability of the bluff upland of the existing bulkhead to prevent further erosion
and damage as sustained through Super Storm Sandy.
2.) Protect native vegetation on the bluff and upland areas that are currently damaged,
destabilized by Sandy erosion.
3.) Achieve bluff stabilization for this property as well as the adjacent property to the
East that does have a bulkhead.
4.) Bluff revegetation with appropriate native vegetation within the proposed fill areas
and throughout the bluff where needed.
Current Status of bluff and upland areas.
1 .) The bluff along the Eastern waterfront portion of the property has been badly
damaged by Super Storm Sandy leaving mature natural vegetation destroyed, the bluff
badly eroded and unstable.
2.) On the Western waterfront portion of the property Super Storm Sandy washed away
considerable upland property behind the existing property. This is due o the adjacent
property not having a bulkhead and thus the force of the storm eroded massive amounts
of upland property immediately adjacent and as well, eroded the applicant's upland
property behind the bulkhead.
Proposed Scope of Work and Construction Details:
1 .) Bulkhead: Construct a bulkhead the width (approximately 90') of the remaining and
only un-bulkheaded waterfront section of the property. The west end of the proposed
bulkhead will tie into the existing bulkhead on the property. The Eastern end will tie
into the existing bulkhead of the property adjacent to the East.
Bulkhead Construction Material Specifics: (For both the proposed 90' Bulkhead
and 35' Upland Return) 1.) Pilings: 10" x 12'
2.) Sheeting: 10' Vinyl Sheet Pile
3.) Stringers 6" x 6" timber stringers - Top and bottom
4.) Clamp: 4" x 6" timber
5.) Cap: flow through grating or wood decking
6.) Backing System: 10" deadmen, 10' lay-logs and 1" galvanized steel tie-rods.
7.) Fill: Clean fill - 100 - 150 cubic yards from an upland source
