KEATING requests a Wetland Permit for the existing wood bulkhead (100'+) including return and stairway from bluff; replace approximately 18' of retaining wall approximately 8' in height at tallest point using pressure treated posts and whalers with shore-guard 225 O/E sheathing; replace approximately 10'x10' platform and in- ground support joists; decking of platform to be Trex O/E; joists to be pressure treated; replace damaged stairs and railing at platform with Trex O/E; replace landing and railing with Trex O/E; replace aluminum stairs from landing to beach. Located: 9275 Nassau Point Road, Cutchogue. SCTM# 118-4- 14.2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed actions are CONSISTENT with the Policy Standards and therefore CONSISTENT with the LWRP. A grandfathered permit (118-4-14.2) was issued by the Board for the bulkhead, stairs and platform in 1993. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. V'~ Yes ~ No ~ Not Applicable PREPARED BY ff~/C~4/fl~ff_. ~dL /(~//?.~ ~.~ TITLE Board of Town Trustees Town of Southold Application for permit under Chapter 275 - Wetlands and Shorelines For: Keating property: 9275 Nassau Point Road, Cutchogue, N.Y. 11935 275-6 Application responses as numbered: (1) See authorization form attached (2) Schedule: The rebuilding of the retaining wall, platform and landing, the repair of the steps and railing and the replacement of the aluminum staircase would take approximately 2 weeks after receipt of the permit to proceed (3) Purpose: to replace in kind the retaining wall, landing, platform and staircase and repair lower portion of staircase that had existed prior to hurricane Sandy. (4) A minimal amount of material may need to be removed (< 5 yds.). The slope has been rebuilt to its original configuration which required approximately 650 yards of sand. The slope was covered with burlap and replanted with beach grass at 1 ft. o/c (5) Area: Standing on the upper landing of the staircase in photo #1 and looking west across the refilled and planted slope. Standing on the existing overhang in photo # 2 and looking easterly across the replanted slope, the bottom of the staircase is the location of the proposed new platform, landing and aluminum pull up staircase. Standing on the overhang in photo # 3 shows the damaged retaining wall to be replaced. (6) Material will be moved to the site and deposited using a rubber tracked front end loader traveling on preplaced plywood to protect the existing vegetation from further damage. (7) Survey: See survey attached.Survey dated Sept. 1990, shows the existing staircase and the platform and landing which were lost due to hurricane Sandy. The retaining wall is not shown on the survey. However, the property has a granfathered permit issued in 1993 that refers to repair of a bulkhead. (8) See survey attached (9) There are no wetlands or tidal waters within the proposed work area. (10) There have been no previous operations on the property without a permit. There had been no permits previously issued for the proposed work. (11) See N.Y.S.D.E.C./U.S.A.C.E joint permit application attached (12) Erosion on the site is has been mitigated by the restabization of the slope and bank.
