En-Consultants on behalf of CAROLINE & DOUGALL FRASER, JR. requests a Wetland Permit to
Construct a +50' Iow-profile vinyl groin in-place of existing +64' groin and remove most seaward ±14' of
existing groin. Located: 7955 Nassau Point Road, Cutchogue. SCTM# 118-4-7
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

2. Before answering the questions in Section C, the preparer of this form should iew the exempt
minor action list, policies and explanations of each policy contained in the T of Southold Local
Waterfront Revitalization Program. A proposed action will be evalu as to its significant
beneficial and adverse effects upon the coastal area (which includes all

affect the achievement of the LWRP policy standards and condit the consistency
review law. Thus, each answer must be explained in detail both sn md non-
supporting facts. If an action cannot be certified the LWRP policy standards and

The project consists of the ordinary and routine maintenance of a historically existing erosion control structure, specifically the in-place replacement of an existing,
functional, and previously permiaed (Town Wetlands Permit No. 4991 ) groin with a shortened (64' to 50'), Iow-profile, vinyl groin. The project is consistent with
historically existing and pertained reconstructed groins to the north and south and will serve to maintain existing shoreline conditions. Ihe project is consistent with
Policy 4 in that the maintenance of the existing hard structural erosion protection measure is the only practical design consideration and is essential to protecting the
principal residential use. Specifically, the fetch and exposure of this location to the bay warrants the continued use of the hardened control structure to slow and trap the
predominately north to south migration of sand, where vegetation is not a practical beach retention method. Further, the replacement groin is designed to the minimum
scale necessary as the existing +/-64' structure will be replaced with a +/-50' structure terminating at apparent Iow water.

The replacement of the existing CCA-treated timber sheathing with vinyl sheathing provides a benefit to the quality of the adjacent
surface waters, consistent with the objectives of Policy 5.
