MILLER RESIDENCE TRUST SCTM#1000-86-7-2.2 Horton Dredge & Dock on behalf of RUTH E. MILLER RESIDENCE TRUST requests a Wetland Permit to construct a retaining wall the width (approximately 90') of the property upland of the bulkhead; the west end of the retaining wall to tie into the recently constructed adjacent retaining wall; the eastern end of the retaining wall will have an upland return 6' to 8' in length; backfill with approximately 200 cubic yards of clean fill; upon completion of the retaining wall and deck stabilization, the steps will be repaired and possibly re-routed slightly to account for the new retaining wall. Located: 6400 Indian Neck Lane, Peconic. SCTM# 86-7-2.2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. It is recommended that a splash pad (constructed of natural materialS and located landward of the bulkhead) be integrated within the design. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. INSTRUCTIONS All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its ~iynificant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer most be explained in detail, listinl~ both supportin~ and non- supportin~ facts. See LWRP Section III - Policies; Pages 65 through 68 for evaluation criteria. ~] Yes ~ No ~Not Applicable Additional Application Information: Miller, 6600 Indian Neck Lane, Peconic- Goals: The plans proposed in the application are designed to achieve the following: 1 .)Ensure stability of the bluff upland of the existing bulkhead to prevent further erosion and damage as sustained through Super Storm Sandy. 2.)Sure up and stabilize the deck and steps that as a result of bluff erosion caused by Sandy have begun to collapse. (Deck and Steps approved by Trustees - Permit #5970) 3.)Protect native vegetation on the bluff and upland areas that are currently damaged, destabilized by Sandy erosion. 4.)Achieve bluff stabilization for this property as well as the adjacent properties that have also sustained substantial erosion and damage. (The property adjacent to the West, (John Scopaz, 6300 Indian Neck Lane) has recently received approvals and installed a secondary bulkhead/retaining wall designed to achieve the same desired outcome of bluff and property protection. 5.)Bluff revegetation with appropriate native vegetation within the proposed fill areas and throughout the bluff where needed. Current Status of bluff and upland structures: 1 .)The deck above and stairs along the bluff have been badly damaged by Super Storm Sandy leaving them unusable and more import: dangerous and gravely susceptible to further storm damage. Further storm damage would clearly result in not only more degradation of the bluff and vegetation but also result in additional severe damage to the upland structures including the house itself. Prooosed Scooe of Work and Construction Details: 1 .)Retaining Wall: Construct a retaining wall the width (approximately 90') of the property upland of the bulkhead. The west end of the retaining wall to tie into the recently constructed "Scopaz" retaining wall. The Eastern end of the retaining wall will have an upland retum 6'-8' in length. Retaining Wall Construction Material Specifics: .) Pilings: 10"x 12' .) Sheeting: 14' Vinyl Sheet Pile .) Stringers 6" x 6" timber stringers - Top and bottom .) Clamp: 4" x 6" timber .) Cap: flow through grating or wood decking .) Backing System: 10" deadmen, 10' lay-logs and %" galvanized steel tie-rods. .) Fill: Clean fill - approximately 200 cubic yards 2.)Stabilize Deck: Upon Completion of retaining wall the deck will be stabilized with new footings, stations and cross beams 3.)Repair Steps: Upon completion of the retaining wall and deck stabilization the steps aill be repaired and possibly rerouted slightly to account for the new retaining wall. More steps will not be added and will not require building beyond the current total area of the existing steps. If anything, the area required to re-construct the damaged steps will be less than currently used.
