Suffolk Environmental Consulting, Inc. on behalf of DAVID C. ESSEKS requests a Transfer of Wetland
Permit #5974 from Jennifer & Philip Stanton to David C. Esseks, as issued on August 18, 2004, and
Amended on May 18, 2005, and Amended again on December 16, 2009; and for an Amendment to
Wetland Permit #5974 to maintain the original "L" configuration of the floating dock; and install two (2)
mooring pilings (8.0" El) with SlideMoor Systems off of the seaward end of the floating dock. Located:
522 Town Creek Lane, Southold. SCTM# 64.-1-14.7
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

Sub!ect proposal is consistent with this policy in that the proposal to/enhance an existing dock assembly
attendant to this property reflects the maiority of existing docks attendant to properties along this
shorehne and is characteristic of waterfront communities. In addition, this proiect will be in harmony with
the "... benet~cial use o£~ coastMlocztion..." in that the proposal is to enhance the usage of a dock assembly,
which provides practical & efficient coastal access to the surface waters of Town Creek and beyond.
Accordingly, we believe that this pro!ect is consistent with this policy..

Subiect proposal will not adversely impact the visual qualitw, of the surrounding area in that the adiacent
shoreline is currently comprised of properties improved with ~imilar structures (i.e. dock assemblies) and
scenic resources, assumedly views of the waterway, are not at risk due to the original dock existing at this site
for years without adversely impacting the visual quali _ty of the surrounding area. Accordingly, this proposal
will comply with Policy 3.

Permit #5974 to allow for the replacement of an existing fixed timber dock with a dock
consisting ofa 4'X 56' fixed timber catwalk; 3'X 14' ramp and 6'X 20' "T" float secured
by (2) 8" diameter pilings, and all as depicted on the plan prepared by Eh-Consultants,
Inc. last dated January 5, 2005.
