bluff face with approximately 130 cubic yards of clean sandy fill to be trucked in from an approved
upland source; re-vegetate bluff face with native vegetation; remove collapsed stairway and construct
new 4'x50' stairway with landings down bluff face; construct 5'x6' landing and 4'x12' steps to beach off
proposed bulkhead; replace collapsed brick patio on grade behind proposed retaining wall; and
establish approximately 10' wide non-turf buffer seaward of Coastal Erosion Hazard Area boundary.
Located: 20275 Soundview Avenue, Southold. SCTM# 51-4-8
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
$outhold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP.
The due to property size, the relocation of the existing structure is not practical.

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation
criteria.

NATURAL COAST POLICIES
Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP
Section II1 - Policies Pages 8 through 16 for evaluation criteria
~ Yes -- No ~ Not Applicable
The project seeks to replace an existing storm damaged concrete seawall with a steel bulkhead in the same location (and +/-12" higher);
to restore and provide a reasonable increase in the historically maintained protection of the bluff, upland property, and existing residence
against erosion and flooding; to restore the bluff via terracing, sand renourishment, and revegetation; and to restore and maintain
pedestrian access down the bluff and to the beach. The existing, developed site has been improved with and supported and protected
from flooding and erosion by the existing concrete seawall since prior to 1977, and there is no viable non-structural alternative means of
maintaining and protecting the bluff and the upland portion of the property in their current location. Without replacement and
maintenance of the seawall, the subject and adjacent properties would be exposed to severe erosion, flooding, and damage to the
residential structures located thereon; and without the restoration of the vegetated bluff face, it would not be able to serve its protective
role to the property as its sole natural protective feature. The project will effectively maintain the historically existing conditions along
this bulkheaded shoreline without any significant change hi or significant adverse impact on the adjacent beach or neighboring
properties, which are also stabilized at the blufftoe by bulkheads, except that the project will result in 1) a net reduction in the area of
the fronting beach occupied by structure as a result of the removal of the large concrete "knees" supporting the existing seawall; and 2)
the vegetative restoration of the bluff face currently covered by collapsed structures. Therefore the project is consistent with Policy 4.
Attach additional sheets if necessary
Policy 5. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III
- Policies Pages 16 through 21 for evaluation criteria
Yes ~ No ~ Not Applicable
The project is consistent with Policy 5 to the extant that the existing concrete seawall partially collapsing into the adjacent surface
waters will be replaced with a steel bulkhead that will occupy a smaller footprint on the adjacent beach.
Attach additional sheets if necessary
Policy 6. Protect and restore the quality and function of the Town of Southold ecosystems including
Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III - Policies; Pages 22
through 32 for evaluation criteria.
RYes ~ No -- Not Applicable
Other than the ecological benefit of replacing a treated timber bulkhead with untreated vinyl sheathing, the project will effectively
maintain the historically preexisting conditions along this bulkheaded shoreline without any change in or significant adverse impact on
the adjacent unvegetated wetland area or tidal waters of the Town, except that the project will result in 1) a net reduction in the area of
the fronting beach occupied by structure as a result of the removal of the large concrete "knees" supporting the existing seawall; and 2)
the vegetative restoration of the bluff face currently covered by collapsed structures. Therefore, to the extent Policy 6 is applicable to
the project, the proposed work is consistent with the policy.
Attach additional sheets if necessary
Polley 7. Protect and improve air quality in the Town of Southold. See LWRP Section III - Policies
Pages 32 through 34 for evaluation criteria.
~ Yes ~ NoR Not Applicable

Policy 8. Minimize environmental degradation in Town of Southold from solid waste and hazardous
substances and wastes. See LWRP Section III - Policies; Pages 34 through 38 for evaluation criteria.

PUBLIC COAST POLICIES
Policy 9. Provide for public access to, and recreational use of, coastal waters, public lands, and public
resources of the Town of Southold. See LWRP Section III - Policies; Pages 38 through 46 for evaluation
criteria.
Yes No Not App eable
Insofar as Policy 9 can be applied to the current project, the project is consistent with Policy 9 because the proposed replacement of the
existing structure will in no way impede or preclude public access along the adjacent shoreline. In fact, the removal of the concrete
"knees" associated witht he existing seawall will actually result in improved public access along the shoreline.
Attach additional sheets if necessary
WORKING COAST POLICIES

suitable locations. See LWRP Section IH - Policies; Pages 47 through 56 for evaluation criteria.
