Suffolk Environmental Consulting, Inc. on behalf of VINCENT MATASSA requests a Wetland
Permit to demolish existing two-story single-family residence, and construct a new two-story
single-family residence with deck in approximately the same footprint. Located: 920 Sandy
Beach Road, GreenporL SCTM# 43-3-7
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the denoted following Policy
Standards and therefore is CONSISTENT with the LWRP provided the following:
If the action is approved to further Policy 5: Protect and Improve Water Quality in the Town
of Southold and Policy 6; Protect and Restore the Quality and Function of the Town of
Southold Ecosystem it is recommended a 15' landscaped buffer is required landward from
the "edge of wetlands".
LANDSCAPED BUFFER -- A land area of a certain length and width which is planted with
indigenous, drought-tolerant vegetation similar to that found within the immediate proximity
of the parcel. Vegetation shall be installed in sufficient densities to achieve 95% ground
cover within two years of installation. Survival of planted vegetation shall be 90% for a
period of three years. Maintenance activities within the buffer are limited to removing
vegetation which is hazardous to life and property, trimming tree limbs up to a height of 15
feet to maintain viewsheds, replanting of vegetation and establishing a four-foot-wide
access path constructed of pervious material for access to the water body. [Added 12-15-

Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form sh
minor action list, policies and explanations of each policy contained in the Town of Southol,
Waterfront Revitalization Program. A proposed action will be evaluated as to its si
beneficial and adverse effects upon the coastal area (which includes all
If any question in Section C on this form is answered "yes", then the proposed f affect the
achievement of the LWRP policy standards and conditions contained in the ' review law.
Thus, the action should be analyzed in more detail to making a
determination that it is consistent to the maximum extent practicable policy
standards and conditions. If an action cannot be the LWRP policy
standards and conditions, it shall not be undertaken.

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section Ill - Policies; Page 2 for evaluation
criteria.

As indicated within Policy 1, "Development that does not reinforce the traditional load use pattern of th~.
Town of Southold would result in o loss of the community and landscape character of Southold.", thi,,
project is a proposal to demolish the existing two story single family residence, and replace it
with an updated two story single family residence within the same footprint. It is a property situated
within a neighborhood consisting primarily of similarly-sized single-family dwellings within similarly-
sized properties. The proposal, as designed, will not result in adverse effects to the surroundir,U
environment in that the project will not expand upon the "footprint" of the existing dwelling, and will not
encroach any further towards the surface waters of Greenport Harbor to the north. In addition, ti',,.
~urrounding neighborhood is comprised of older residential dwellings which have existed harmoniously
within this area for years and have not resulted in any form of adverse effects to the surrounding
environment. Accordinc~lv. we believe that this project is consistent with this policy.

property has been improved with a single-family residence for many years without any evidence of
resulting in adverse impacts to the neighborhood. ]n addition, the neighborhood itself is comprised of
similarly sized properties, improved similarly for many years, and which also has not resulted in any form
of adverse impacts to the surrounding area. Furthermore, this policy could not preclude both the leoal
creation of this property as a buildinq lot, or the improvement thereon.
