MARCH 26, 2013:
RESOLVED that the Town Board of the Town of Southold hereby accepts the proposal of
Crown Sanitation opened on March 14 in response to the Town's Request For Proposals to
supply the town with hauling and marketing services for recycled mixed paper and cardboard
collected at the Cutchogue Transfer Station, all in accordance with the Town Attorney.

REQUEST FOR PROPOSALS

HAULING AND MARKETING OF SELECTED
MUNICIPAL RECYCLABLES
Town of Southold Solid Waste Management District
Objective and Scope
~Ihe Town of Southold seeks to engage a responsible and qualified (i.e., experienced)
contractor(s)/vendor(s) to remove and market selected recyclables collected through the Town's
municipal recycling program, such service to be performed for a minimum of two
(2) years from the date of award ora contract, expected to be sometime in the Spring of 2013.
Description of Work
Specifically, the work consists of hauling the Town's stream of 1) old corrugated cardboard
(OCC approx. 550 tons in 2012) and old newsprint (ONP approx. 825 tons in 2012), using
the vendor's equipment (containers, trailers, trucks, etc.) to a permitted facility of the
contractor's choosing. Town forces would load any containers provided by the vendor for this
work. The ()CC and ONP materials are collected through the Town's municipal recycling
program, which involves both residential drop off as well as commercial curbside collection of
largely source-separated recyclabtes. The OCC stream is predominantly corrugated boxes, with
a small percentage of non-corrugated boxes and brown paper. The ONP stream is mostly
newsprint, but also contains a substantial amount of mixed paper (i.e., magazines, catalogues,
junk lnail, office paper). The Town desires and expects the selected vendor to market at least
some, if not all, of the materials at a positive price to be rebated to the Town. This must be
reflected in the vendor's proposal as a separately quoted rebate price specifically based on the
market value of the material. Since prices for recyclable commodities fluctuate regularly, the
Town expects the vendor to quote any rebate to the Town to as a percentage of an indepeodent
index of market values. The vendor must state what index it intends to use, as well as the current
index value of OCC/ONP (at the time its bid is prepared). Under a contract pursuant to an offer
made in response to this RFP, the Town would commit to providing the vendor ALL of the
designated materials collected in the Town's municipal recycling program.

Responders To This RFP
The Town seeks from responders quotes for payment (or cost) to the Town on a per ton basis tbr
the materials collected. The Town is especially interested in hearing from responders who may
offer a minimum or "floor" price to the Town that would be adjustable upward based on
improved market conditions. Responders should propose any terms or circumstances that they
feel would improve chances of ensuring a positive payment to the Town for the recyclables,
including lengthening the term of an agreement beyond two (2) years; tying the price to a
published commodity index, adjustable at pre-determined intervals; or the manner in which thc
Town receives and handles the recyclables. To that end, responders should familiarize
themselves with the Town's recycling system, its current storage and transfer procedures, and the
operation of its municipal solid waste (MSW) transfer station in Cutchogue, NY. The Town
seeks proposals fbr hauling and marketing ONLY of the recycled materials identified herein.
Responders should have significant relevant experience trucking and marketing recyclables on
Long Island. They should be prepared to rely on the use of open top transfer trailers (not roll-off
containers) for hauling, as the Town does not possess a roll offtruck. The Town will, with
adequate prior coordination, "live-load" contractor trailers upon arrival or, alternatively
responders may propose sta~ng (leaving at the transfer station) empty trailers for the Town to
fill as needed. Responders must indicate which procedure (live-load vs. staging) its pricing is
based on, but the Town's preference will be for the lower-cost method. Responders must identify
the transfer station(s) or materials recovery facility(s) it proposes to ship recyclables to for
processing or transfer. Responders who are not the end marketer must also indicate who the
ultimate purchaser/user of the Town's recyclables will be or are expected to be. The Town will
need evidence that all facilities that will handle the Town's mcyclables, up to and including the
end useffprocessor, contain valid current permits for all transport, handling, storage, processing,
and use of the materials collected prior to executing any contract resulting from this RFP.
Responders should be prepared to enter into a binding, written contract with the Town of
Southold for the procurement of the services sought herein by the.Town.
Collection/Transport Data
A table showing the an~ounts (in tons) of recyclables subject to this Pd:P handled by the Town in
2012, by month, is attached. All loads were removed in 100 cubic yard transfer trailers. The
Town does not commit herein, nor will it do so under contract, to a guaranteed amount of
rccyclables to bc collected for shipment by and/or sale to the contractor.

PROPOSALS (pages 4 and 5 of this Announcement) and cover letter, to be mailed or hand-

Friday March 8, 2013
Jet Paper Stock has been in the secondary fiber, recycling business since 1967.
Currently operating under NYS, DEC permit # 1-4728-00720/00001.
Materials are ultimately sold through our broker; N&V International. Markets are both domestic
and abroad, based on mill needs.
Jet will use subcontracting services of Trinity Transportation Corp. (an ownership related
company), to provide and haul 100 cu. yd. walking floor trailers for hauling. Jet can also accept
materials from other Town directed vehicles.
Jet has provided recycling services to multiple Townships, INCLUDING the Town of Southold.
Jet possesses all necessary insurances and will provide proof of same, if selected.
Jet will use the publication "PPI", (pULP & PAPER WEEK) as the pricing guide for re-
imbursement to the Town for recyclable products. A copy, (items highlighted) is included in this
submission.
Payments to the Town will be calculated at the "PPI" respective commodity price index, New
York, first week of each month, LESS $30.00 per ton Floor price for each commodity is submitted
as $25 00/ton.

some, if not all, of the materials at a positive price to be rebated to the Town. This must be
reflected in the vendor's proposal as a separately quoted rebate price specifically based on the
market value of the material. Since prices for recyclable commodities fluctuate regularly, the
Town expects the vendor to quote any rebate to the Town to as a percentage of an independent
index of market values. The vendor must state what index it intends to use, as well as the current
index value of OCC/ONP (at the time its bid is prepared). Under a contract pursuant to an offer
made in response to this RFP, the Town would commit to providing the vendor ALL of the
designated materials collected in the Town's municipal recycling program.

Responders To This RFP
The Town seeks from responders quotes for payment (or cost) to the Town on a per ton basis t:br
thc materials collected. The Town is especially interested in hearing from responders who may
offer a minimum or "floor" price to thc Town that would be adjustable upward based on
improved market conditions. Responders should propose any terms or circumstances that they
feel would improve chances of ensuring a positive payment to the Town fbr the recyclables,
including lengthening the term of an agreement beyond two (2) years; tying the price to a
published commodity index, adjustable at pm-determined intervals; or the manner in which the
Town receives and handles the recyclables. To that end, responders should familiarize
themselves with the Town's recycling system, its current storage and transfer procedures, and the
operation of its municipal solid waste (MSW) transfer station in Cutchogue, NY. The Town
seeks proposals fbr hauling and marketing ONI,Y of the recycled materials identified herein.
Responders should have significant relevant experience trucking and marketing recyclables on
Long Island. They should be prepared to rely on the use of open top transfer trailers (not roll-off
containers) for hauling, as the Town does not possess a roll off truck. The Town will, with
adequate prior coordination, "live-load" contractor trailers upon arrival or, alternatively
responders may propose staging (leaving at the transfer station) empty trailers for the Town to
fill as needed. Responders must indicate which procedure (live-load vs. staging) its pricing is
based on, but the Town's preference will be for the lower-cost method. Responders must identify

NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN, in accordance with the provisions of Section
103 of the General Municipal Law, that REQUEST FOR PROPOSALS For HAULING
AND MARKETING OF SELECTED MUNICIPAL RECYCLABLES, Town of
Southold Solid Waste Management District by the Town of Southold for one year.
Specifications and bid proposal form may be obtained at the Office of the Town Clerk,
Town of Southold, Town Hall, PO Box 1179, 53095 Main Road, Southold, New York
11971.
The sealed bid, together with a Non-collusive Bid Certificate and bank raft or
certified check in the amount of $100.00, will be received by the Town Clerk, at the
Southold Town Hall, PO Box 1179, 53095 Main Road, Southold, New York, until 10:00
A.M., Thursday, March 7, 2013 at which time they will be opened and read aloud in
public. The Town Board of the Town of Southold reserves the right to reject any and all
bids and waive any and all informalities in any bid should it be deemed in the best
interest of the Town of Southold to do so.

Announcement of a
REQUEST FOR PROPOSALS
For
HAULING AND MARKETING OF SELECTED
MUNICIPAL RECYCLABLES
Town of Southold Solid Waste Management District
Obiective and Scope
The Town of Southold seeks to engage a responsible and qualified (i.e., experienced)
contractor(s)/vendor(s) to remove and market selected recyclables collected through the Town's
municipal recycling program, such service to be performed for a minimum of two
{2) years from the date of award of a contract, expected to be sometime in the Spring of 2013.
Description of Work
Specifically, the work consists of hauling the Town's stream of 1) old corrugated cardboard
(OCC - approx. 550 tons in 2012) and old newsprint (ONP - approx. 825 tons in 2012), using
the vendor's equipment (containers, trailers, trucks, etc.) to a permitted facility of the
contractor's choosing. Town forces would load any containers provided by the vendor for this
work. The OCC and ONP materials are collected through the Town's municipal recycling
program, which involves both residential drop off as well as commercial curbside collection of
largely source-separated recyclables. The OCC stream is predominantly corrugated boxes, with
a small percentage of non-corrugated boxes and brown paper. The ONP stream is mostly
newsprint, but also contains a substantial amount of mixed paper (i.e., magazines, catalogues,
junk mail, office paper). The Town desires and expects the selected vendor to market at least
some, if not all, of the materials at a positive price to be rebated to the Town. This must be
reflected in the vendor's proposal as a separately quoted rebate price specifically based on the
market value of the material. Since prices for recyclable commodities fluctuate regularly, the
Town expects the vendor to quote any rebate to the Town to as a percentage of an independent
index of market values. The vendor must state what index it intends to use, as well as the current
index value of OCC/ONP (at the time its bid is prepared). Under a contract pursuant to an offer
made in response to this RFP, the Town would commit to providing the vendor ALL of the
designated materials collected in the Town's municipal recycling program.

Responders To This RFP
The Town seeks from responders quotes for payment (or cost) to the Town on a per ton basis for
the materials collected. The Town is especially interested in hearing from responders who may
offer a minimum or "floor" price to the Town that would be adjustable upward based on
improved market conditions. Responders should propose any terms or circumstances that they
feel would improve chances of ensuring a positive payment to the Town for the recyclables,
including lengthening the term of an agreement beyond two (2) years; tying the price to a
published commodity index, adjustable at pre-determined intervals; or the manner in which the
Town receives and handles the recyclables. To that end, responders should familiarize
themselves with the Town's recycling system, its current storage and transfer procedures, and the
operation of its municipal solid waste (MSW) transfer station in Cutchogue, NY. The Town
seeks proposals for hauling and marketing ONLY of the recycled materials identified herein.
Responders should have significant relevant experience trucking and marketing recyclables on
Long Island. They should be prepared to rely on the use of open top transfer trailers (not roll-off
containers) for hauling, as the Town does not possess a roll offtruck. The Town will, with
adequate prior coordination, "live-load" contractor trailers upon arrival or, alternatively
responders may propose staging (leaving at the transfer station) empty trailers for the Town to
fill as needed. Responders must indicate which procedure (live-load vs. staging) its pricing is
based on, but the Town's preference will be for the lower-cost method. Responders must identify
the transfer station(s) or materials recovery facility(s) it proposes to ship recyclables to for
processing or transfer. Responders who are not the end marketer must also indicate who the
ultimate purchaser/user of the Town's recyclables will be or are expected to be. The Town will
need evidence that all facilities that will handle the Town's recyclables, up to and including the
end user/processor, contain valid current permits for all transport, handling, storage, processing,
and use of the materials collected prior to executing any contract resulting from this RFP.
Responders should be prepared to enter into a binding, written contract with the Town of
Southold for the procurement of the services sought herein by the Town.
Collection/Transport Data
A table showing the amounts (in tons) of recyclables subject to this RFP handled by the Town in
2012, by month, is attached. All loads were removed in 100 cubic yard transfer trailers. The
Town does not commit herein, nor will it do so under contract, to a guaranteed amount of
recyclables to be collected for shipment by and/or sale to the contractor.

Submissions in response to this solicitation should consist of completed CONTRACTOR COST
PROPOSALS (pages 4 and 5 of this Announcement) and cover letter, to be mailed or hand-
delivered to the Town Clerk of the Town of Southold, Southold Town Hall, PO Box 1179, 53095

In response to this RFP, Jet Paper Stock Corp. and Trinity Transportation Corp., (as
hauler) offer to the Town of Southold the following proposal;
Trinity Transportation Corp. will provide 100 cu. yd. walking floor trailers to the Town,
for the collection of both corrugated and residential newspaper to be transported to the
Jet Paper Stock recycling facility at the pricing provided in the CONTACTOR COST
PROPOSALS.
Jet Paper Stock Corp. will accept the recyclable materials and reimburse the Town fair
market value, as per formula;
*** "PPI PULP&PAPER WEEK" (copy attached), "New York" pricing for respective
commodity LESS $30.00 per ton. Using first issue of each month. Floor price of $25.00
per ton, (2000.lbs) is guaranteed for OCC and ONP.
Jet Paper Stock has accepted recyclable materials from the Town of Southold in the
past. Jet has 2 site scales for proper weighing of individual loads. Jet has been in the
secondary fiber material recycling business since 1967, incorporated in the State of NY.
Billing for transport services and payment for commodities will be done monthly by the
respective companies. ,,let Paper Stock and Trinity Transportation share a common
ownership thread - Patricia DiMatteo, as owner and executive of each company and
makes this presentation to the Town of Southold.

Announcement of a
REQUEST FOR PROPOSALS
For
HAULING AND MARKETING OF SELECTED
MUNICIPAL RECYCLABLES
Town of Southold Solid Waste Management District
Obiective and Scope
The Town of Southold seeks to engage a responsible and qualified (i.e., experienced)
contractor(s)/vendor(s) to remove and market selected recyclables collected through the Town's
municipal recycling program, such service to be performed for a minimum of two
(2) years from the date of award of a contract, expected to be sometime in the Spring of 2012.
Description of Work
Specifically, the work consists of hauling the Town's stream of 1) old corrugated cardboard
(OCC - approx. 550 tons in 2012) and old newsprint (ONP - approx. 825 tons in 2012), using
the vendor's equipment (containers, trailers, trucks, etc.) to a permitted facility of the
contractor's choosing. Town forces would load any containers provided by the vendor for this
work. The OCC and ONP materials are collected through the Town's municipal recycling
program, which involves both residential drop off as well as commercial curbside collection of
largely source-separated recyclables. The OCC stream is predominantly corrugated boxes, with
a small percentage of non-corrugated boxes and brown paper. The ONP stream is mostly
newsprint, but also contains a substantial amount of mixed paper (i.e., magazines, catalogues,
junk mail, office paper). The Town desires and expects the selected vendor to market at least
some, if not all, of the materials at a positive price to be rebated to the Town. This must be
reflected in the vendor's proposal as a separately quoted rebate price specifically based on the
market value of the material. Since prices for recyclable commodities fluctuate regularly, the
Town expects the vendor to quote any rebate to the Town to as a percentage of an independent
index of market values. The vendor must state what index it intends to use, as well as the current
index value of OCC/ONP (at the time its bid is prepared). Under a contract pursuant to an offer
made in response to this RFP, the Town would commit to providing the vendor ALL of the
designated materials collected in the Town's municipal recycling program.

Responders To This RFP
The Town seeks from responders quotes for payment (or cost) to the Town on a per ton basis for
the materials collected. The Town is especially interested in hearing from responders who may
offer a minimum or "floor" price to the Town that would be adjustable upward based on
improved market conditions. Responders should propose any terms or circumstances that they
feel would improve chances of ensuring a positive payment to the Town for the recyclables,
including lengthening the term of an agreement beyond two (2) years; tying the price to a
published commodity index, adjustable at pre-determined intervals; or the manner in which the
Town receives and handles the recyclables. To that end, responders should familiarize
themselves with the Town's recycling system, its current storage and transfer procedures, and the
operation of its municipal solid waste (MSW) transfer station in Cutchogue, NY. The Town
seeks proposals for hauling and marketing ONLY of the recycled materials identified herein.
Responders should have significant relevant experience trucking and marketing recyclables on
Long Island. They should be prepared to rely on the use of open top transfer trailers (not roll-off
containers) for hauling, as the Town does not possess a roll off truck. Responders who propose
staging (leaving at the transfer station) empty trailers for the Town to fill will be strongly
preferred. Responders must identify the transfer station(s) or materials recovery facility(s) it
proposes to ship recyclables to for processing or transfer. Responders who are not the end
marketer must also indicate who the ultimate purchaser/user of the Town's recyclables will be or
are expected to be. The Town will need evidence that all facilities that will handle the Town's
recyclables, up to and including the end user/processor, contain valid current permits for all
transport, handling, storage, processing, and use of the materials collected prior to executing any
contract resulting from this RFP.
Responders should be prepared to enter into a binding, written contract with the Town of
Southold for the procurement of the services sought herein by the Town.
Collection/Transport Data
A table showing the amounts (in tons) of recyclables subject to this RFP handled by the Town in
2012, by month, is attached. All loads were removed in 100 cubic yard transfer trailers. The
Town does not commit herein, nor will it do so under contract, to a guaranteed amount of
recyclables to be collected for shipment by and/or sale to the contractor.

Submissions in response to this solicitation should consist of completed CONTRACTOR COST
PROPOSALS (pages 4 and 5 of this Announcement) and cover letter, to be mailed or hand-
delivered to the Town Clerk of the Town of Southold, Southold Town Hall, PO Box 1179, 53095
Main Road, Southold, NY 11971 on or before Thursday, January 24. Responders may also
submit additional supportive statements or information at their discretion.
