Parks, Beaches and Recreation Committee
MINUTES March 19, 2013 Meeting
6:30 P.M. in the Conference Room, Annex
Present were: Chairman, Vincent Orlando; Members: Jeff Standish, Ken Reeves, John Betsch,
Jesse Johnson, Carlos Gonzalez, Nancy Foote and guests Ben Silva and Jack Hamilton,
representatives for Mattituck Lions Club
Call to order: Chairman Vincent Orlando called the meeting to order at 6:30 P.M. Below are
discussion items:
Mattituck Lions Club Community Proiect - Ben Silva asked the committee if the Mattituck Lions
Club could sponsor a clean up project at Strawberry Fields at no expense to the town. The club
would like to clear out the overgrown Russian Olive growing on the west end of the Town owned
piece at the field. Russian Olive is an aggressive, invasive plant that can encroach on the additional
property. Once the plant is cut out regular mowing will manage it. Jeff Standish invited Ben to speak
to the committee involving the project and suggested that the project be offered to a scout for an
Eagle project.
Field Usaqe Application - Committee reviewed final proposals for the Town Field Usage
application and will present to the Town Board at the next Board meeting. Items reviewed for the
application changes are as follows: Committee believes at least 65% team roster should be Southold
Town residents, organizations supplying addresses to Ken Reeves at time of application. Fields will
be scheduled for games and scrimmages. Practice time would not be scheduled and only available
on a first come, first serve basis. Organizations can donate equipment or make improvements to
playing fields in place of fees for use. Ken Reeves will email all leagues to remind them of the policy
to pick up all equipment and garbage at the end of each game and/or field use. Tennis courts are to
be used for recreational purposes only and not scheduled private lessons. Fee can be added for
tennis court use at a future date if needed.
Beach Openinqs- Ken Reeves informed the committee that beaches open June 22, 2013. Post
Hurricane Bathing Beach Certifications need to be completed and will be handled by Jeff Standish.
Klipp Park's septics have been checked by DPW and need some sand pumped out. Jeff believes
beaches will be graded before opening day. Jeff informed the committee that lifeguard stands are
being repair. Materials to do the job have already been purchased and DPWwill be doing the work.
Committee discussed replacing signage at McCabe's Beach with a consolidated version, taking into
consideration Board of Health requirements for sign posting. Jesse Johnson suggested a kiosk with
plexiglass for the signage. Vinny would like to propose to the Town Board to use Park and Rec
money for the new sign at the next Board meeting. New signage for the smaller Town beaches need
to be reviewed and older signs need to be replaced. John Betsch outlined the Shoreline Clean Up
project tentatively scheduled for May 18. There is more debris this year due to recent storms and
requires additional clean up. Jeff added the DPW will not wait until winter is over but begin cleaning
up debris in conjunction with getting the beached prepared for openings. The Town has a 10 year
grading permit already in place. John would like to see beach grading from Kennys Beach to
McCabes Beach. Jeff said this would not happen. John updated the committee on bathroom siding
proposal. The price is more than anticipated for 9-10 square plastic siding. It would be approximately
$2800 for both bathrooms. John does not believe the area Civic Association will foot the entire cost
and he has reached out to someone to subsidize the project but has not received a commitment to
date.
Other Business -
Hampton Collegiate donation of dugouts for Corcoran Park ball field has been approved. The price of
$19,000 includes the cement and Farrell Builders will be donating the roofing.
Peconic Community Center needs a sign for the top of the building. DPWwill call Gene Gluck for
suggestions and pricing for this job. John Betsch asked about the heating in room "one" of the PCC.
It is very noisy. Jeff said it is a design defect, the mechanics for the building are in the basement
below this room but he will have DPW take a look at it.
The meeting was adjourned at 7:30 PM. The next committee meeting has not been scheduled.
Respectfully submitted,
Nancy Foote
Committee Secretary
